BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday.     State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability."     Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people".     "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said.     Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force".     "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote.     And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided."     A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. The protesters rampaged through government buildings and torched more than 160 offices and about 40 vehicles. More than 150 police and protesters were injured, most slightly, and no deaths were reported.     Provincial Party Chief Shi Zongyuan later blamed some local officials' "rude and roughshod solutions" to solve disputes over mines, the demolition of homes for public projects, the relocation of residents for reservoir construction and other issues.     "Some officials neglected their duties, but resorted to police force when any dispute happened, which led to strained relations between officials and the people, and police and the public," Shi said.

 BEIJING, Dec. 12 (Xinhua) -- A Chinese mainland official said on Friday that the mainland is ready to launch a direct postal service across the Taiwan Straits slated for next Monday.     The direct postal service would end a situation that has prevailed since 1949, under which air, sea and postal movements between the Chinese mainland and Taiwan have gone through a third place.     Wang Yuci, deputy head of the State Post Bureau of China, said Beijing, Shanghai, Guangzhou, Fuzhou, Xiamen, Xi'an, Nanjing and Chengdu in the Chinese mainland, and Taipei, Kaohsiung, Keelung, Kinmen and Matsu of Taiwan were selected as regional distribution centers for the service.     Distribution centers would be adjusted or added based on future needs, he noted.     New services between post bureaux across the Taiwan Straits including express mail, parcel post, and postal remittances would start from next Monday to meet the needs of people on both sides, he said.     Before, only registered mails were allowed to be sent across the Taiwan Straits following an agreement signed by the mainland's Association for Relations Across the Taiwan Straits (ARATS) and the Taiwan-based Straits Exchange Foundation (SEF) in 1993.     Parcels, remittances and express mails could only be sent via Hong Kong and Macao.     However, the official said the new postal remittance service would be carried out by phases because of technical problems.     Residents on the mainland could cash their remittance from Taiwan next Monday, while Taiwan residents had to wait until January or February, he said.     In early November, the ARATS and the SEF, authorized by the Chinese mainland and Taiwan respectively to handle cross-Straits issues, signed the agreements on direct postal services during their first summit in Taipei.     The two sides also signed agreements on direct shipping and flights, and food safety.

BEIJING, Nov. 4 -- China has set a timetable for its large aircraft plan, and the first homemade jumbo jet will take to the skies by no later than the start of the 13th Five-Year Plan Period (2015-20), a senior official said yesterday.     This is the first time a timetable for the trunk liner project has been made public, since the Commercial Aircraft Corp of China Ltd was set up in May. BEIJING, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for a healthy development of the country's real estate market at an executive meeting of the State Council, or the Cabinet.     A document released after the meeting said the recently-adopted domestic demand expansion and economic stimulus policies had positive impact on the property market. Trading volumes in some cities were picking up.     At present, efforts should be made to keep market-oriented in developing real estate, step up building of houses for low-income families, encourage housing transactions and maintain a reasonable scale of real estate development.     The document said governments would spend three years to build houses for 7.5 million low-income families in urban areas and 2.4 million households in shanty towns in forests, reclamation areas and coal mines. They would also continue renovating aged buildings in rural areas.     The central government would keep financing these building and renovating projects, offer higher subsidies for the less developed central and western regions and carry out pilot projects in some area to test the feasibility of supporting construction with idle funds in local housing provident fund accounts.     In a bid to encourage transaction, second-home buyers, with per-capita room-at-home lower than the local average, would be allowed to enjoy favorable policies for first-time house buyers.     Tax on house transactions would also be reduced next year. Homeowners who had lived-in for more than two years would be exempted from a transaction tax, which had been levied on houses lived in for less than five years. For those who had lived-in for less than two years, the base of tax would be transaction price minus the original price.     Banks should lend to developers of low-price apartments, especially those under construction, and offer services for mergers by credible developers.     The central government demanded local authorities keep a close eye on the real estate market, find new problems in time and step up supervision on use of subsidies and quality of construction projects.
