BEIJING, Nov. 17 -- Chinese banks should be alert to the risks of growing bad loans and narrowing profit margins amid a worsening global financial crisis and domestic interest rate cuts, a senior banking regulator has warned.     China Banking Regulatory Commission Vice Chairman Jiang Dingzhi told a financial forum in Beijing on Saturday that China's banking system, despite being generally healthy, faces growing risks.     "Our judgment is that losses at overseas financial institutions will widen further, and capital shortfalls will become more serious," Jiang said     "The financial crisis won't end in the near term. So we should not turn a blind eye to the risks " Jiang said, warning that the first risk China may face in the coming years is "exported inflation" from developed economies.     He said many developed economies have taken quick action to inject huge liquidity and credit into their banks to stabilize financial systems and it is likely that the banks will export capital to developing countries such as China (through direct investment or loans).     "That may cause high inflation (for us) and we should keep a close eye on cross-border capital flows," said Jiang.     Jiang also warned that bad loans, especially in the real estate sector, are the second risk that China's banks are confronted with.     "Bad loans are already showing an upward trend, especially in the property market where the mortgage default risk is growing at an accelerating pace," Jiang said, without elaborating.     Jiang also said Chinese banks may encounter growing losses from their overseas investment as the global financial crisis remains "far from over".     The government said earlier that Chinese banks suffered "very limited losses" overseas as their exposure to bankrupt global financial companies was not much.     Jiang said Chinese banks also face narrowing profit margins as the central bank cuts interest rates to boost the slowing economy. Banks are encouraged to lend after the government announced a 4 trillion yuan (586 billion U.S. dollars) stimulus plan a week ago.     The People's Bank of China has cut interest rates thrice this year after economic growth cooled to 9 percent in the third quarter, the slowest rate in five years. He said the banks will see declining profits next year as lower interest rates shrink margins and loan defaults may increase.     However, Jin Liqun, chairman of the supervisory board of China Investment Corp, said Chinese banks should continue market-oriented reforms despite the risks.     "All these risks cannot be used as excuses to defer further reform in the banking system," said Jin at the forum. "Only with market-oriented reforms can our banks further build up their capabilities in profit-making and risk-prevention."     Jiang said China's banking system remains "in good health" with all major indicators at their best levels ever.     Banks' total assets, 59.3 trillion yuan at the end of September, were five times the level of 10 years ago when the Asian financial crisis erupted, he added. And banks reduced their average bad-loan ratio to 5.49 percent at the end of September, from 6.3 percent at the end of March.     "These sound indicators are the basis of our confidence to battle financial crisis," Jiang said.

Taiwanese breeder You Xueyin feeds giant pandas Tuantuan and Yuanyuan, a couple of pandas the mainland has promised to send to Taiwan, at a panda breeding base in Ya'an City in southeast China's Sichuan Province on Dec. 22, 2008, one day ahead of their scheduled departure. The panda pair will take a chater flight to go to Taiwan on Tuesday if the weather condition is ok.     YA'AN, Sichuan, Dec. 23 (Xinhua) -- A pair of giant pandas offered by the Chinese mainland left here Tuesday for Taiwan.     The pandas left Ya'an, Sichuan, at around 8:20 a.m. in an enclosed truck. They would first be transported to Sichuan's provincial capital of Chengdu, about 120 km from Ya'an, and then be flown to Taiwan.     Before their departure, the pandas had their breakfast – carrot and steamed corn buns.     A brief ceremony was held at the Bifeng Gorge Base in Ya'an before the pair's departure.     Zhang Hemin, director of the giant panda protection center, said at the ceremony he hoped the pair would bring happiness to Taiwan compatriots.     The 4-year-old pandas, Tuan Tuan and Yuan Yuan, have been living at a breeding base in Ya'an, Sichuan Province, since the May 12 strong earthquake which damaged their former home in Wolong.     Qu Chunmao, the pair's keeper in Ya'an, spoke in tears, "I wish them a happy life in Taiwan."     A Taiwan keeper, who would accompany the pair to the island, said the pandas were in good condition.     "They had a good breakfast to sustain them on the long journey," she said.

RAMALLAH, Jan. 15 (Xinhua) -- Visiting Chinese special envoy for the Middle East Sun Bigan called for an immediate halt of military activities in Gaza during his meeting with Palestinian National Authority (PNA) Chairman Mahmoud Abbas in the West Bank city of Ramallah Thursday.     The two discussed the situation in the Gaza Strip, which has been under intensive Israeli attacks for almost three weeks, causing more than 1,000 Palestinians dead and over 4,600 wounded. Measures should be taken to ease the humanitarian crisis in Gaza. A stable channel for supply of humanitarian aid including food, medicine and fuel, for Gaza should be open at the earliest time possible, and parties concerned should provide necessary guarantee in this regard.     3. Parties concerned should establish, through negotiation, a ceasefire monitoring mechanism in Gaza and work to create durable security and stability there.     4. The Palestine-Israel peace talks should resume at the earliest time, and efforts should be made to seek solution to issues related to the final status of Palestine on the basis of mutual-trust, so that an independent Palestinian state will be established as early as possible and the "two states" of Palestine and Israel will coexist peacefully.     5. The international community should increase mediating efforts for peace and promote a comprehensive, just and durable settlement of the Middle East issue. BEIJING, Dec. 26 (Xinhua) -- China's top political advisor Jia Qinglin said Friday people in the non-public sector of the economy has become a major force in the reform and open-up drive while urging them to make more contribution to growth as the country faces economic hardship.     In a congratulatory letter to a forum held to mark and review the development of private economy in the last 30 years, Jia said the private sector has made important contributions to the country's economic achievements, innovation capabilities, job creation and the "go global" strategy.     The chairman of the Chinese People's Political Consultative Conference National Committee called on people in the private sector to respond to the call of the Communist Party of China and unite as one to face the formidable challenge posed by the global financial crisis.     Privately-owned enterprises should tap the potential of domestic demand while continuing to implement the "go global" strategy and expand international market, Jia said.     Privately-owned enterprises should also assume their social responsibility to create as many jobs as possible while helping the Chinese economy achieve a sound and fast growth, he added.

BEIJING, Jan. 25 (Xinhua) -- In December 2008, China's light industry enjoyed an output growth of 8.1 percent year-on-year, which sharply outpaced the 4.7 percent growth of heavy industry.     The latest statistics from the National Bureau of Statistics show that the output of state-owned enterprises suffered a decline. In December, state-owned and state-controlled enterprises witnessed an output drop of 0.6 percent, while that of private enterprises went up 16.3 percent, overseas-funded enterprises was up 0.3 percent.     According to the statistics, in December the country produced 219.9 million tonnes of coal, down 1.3 percent year-on-year; the output of crude oil was 15.7 million tonnes, up 0.4 percent; crude steel fell 10.5 percent to 37.79 million tonnes; and motor vehicles dropped 18.9 percent to 685,700 sets.     In December, China's industrial output grew 5.7 percent, or 0.3percentage points faster than the previous month.

TAIPEI, Jan. 24 (Xinhua) -- The panda pair given by the Chinese mainland to Taiwan made their debut at the Taipei Zoo Saturday evening, meeting a select group of visitors including Taiwan leader Ma Ying-jeou and Kuomintang Honorary Chairman Lien Chan.     "It's an honor for Taiwan to breed the two pandas, as there are only about 1,600 pandas in the world," said Ma, at the ceremony to inaugurate the new enclosure for the pandas.     About 500 orphans and children from poor families were invited by the city government to be the first visitors to the panda pair.     "It's a time for family reunions at Spring Festival, but some children have lost their families and others cannot afford to go to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government estimates the pandas will attract about 6 million visitors to the zoo annually, double the current number.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. BEIJING, Nov. 28 (Xinhua) -- Chinese President Hu Jintao said Friday the top priority of the country's 2009 agenda on economic development is to maintain a "stable and relatively fast growth", amid the grim global economic downturn.     "We will ensure a quality and fast growth of the national economy next year," Hu said while sitting down with personages outside the ruling Communist Party of China (CPC) to seek their advice on the country's economic development.     He said the country would pursue an "all-rounded and sustainable" growth that stresses both quality and efficiency.     The world's fastest growing economy saw its growth slow sharply to nine percent year on year in the third quarter, the slowest pace in five years, as a result of slower export and investment growth.     The president said the country would continue to practice "active" fiscal and "moderately loose" monetary policies next year, and would in the meantime strengthen and improve macro controls according to changing conditions.     Such proactive policies is a transition made earlier this month against adverse global economic conditions from the earlier "prudent" fiscal and "tight" monetary policies aimed at curbing inflation and averting overheating.     He stressed the importance of boosting domestic demands, saying the country would bring consumption to play a bigger role in driving the economic growth, and the expansion of consumer spending would receive more prominent emphasis.     China would also increase its investment in rural areas, agriculture, and farmers "by a large extent" to guarantee the development of the agricultural sector and ensure the output of grain and other farm produce, according to the president.     Hu said the country would continue to promote economic restructuring. China has been working to reduce its heavy reliance on exports and investment over the past years.     "The country needs to take the challenges of the ongoing global financial crisis as opportunities to accelerate industrial restructuring to create new growth and foster other competitive edges," he said.     China would continue with its reform and opening up, Hu said. "The country will lose no chance to introduce reforms that can promote the development at the right time, and will take note of bringing the market into full play in allocating resources."     The country would actively develop the export-oriented sector and step up the diversification of exporting markets, Hu added.     He also said the country would stick to improving people's living conditions and building a stable society. The country would adopt "more active" employment polices next year, Hu said.     He pledged to improve urban and rural social security systems and vowed intensified efforts in supervision and inspection of food, drug and work safety.     "The country has great potential in economic development and has also accumulated strong capabilities to withstand risks over the past 30 years of reform and opening up," Hu told the non-Communist people.     The non-CPC personages said they endorsed the CPC and government's judgment on current situation as well as plans on next year's economic development. He hoped the company could initiate more independent innovations and create more use for the coal to diversify the country's energy consumption.     In the outskirts of the city, which borders a desert on China's Loess Plateau, Hu inspected one of the four forest walls planted to break sand storms and prevent soil erosion.
