BEIJING, Sept. 17 (Xinhua) -- Chinese police have confiscated close to 53,000 guns by the end of August in a nationwide crackdown started in March this year, and 9,849 suspects involved in gun-related crimes were punished, the Ministry of Public Security (MPS) said Thursday.     The ministry started the special crackdown on explosives and gun-related crimes in March, and said it would continue till China's Oct. 1 National Day celebration.     The crackdown is part of the ministry's campaign to maintain public stability, as this year marks the 60th anniversary of the founding of the People's Republic of China.     Police also confiscated more than 2 million bullets and 120,000imitation guns, the ministry said.     About 12 percent of all guns confiscated were seized in the southern Hainan Province, while about 17 percent of the confiscated bullets came from the central Henan Province, the ministry said.     The southern province of Guangdong seized 34,690 imitation guns, which took up one fourth of the total.     Meanwhile, the MPS urged that efforts to crack down on gun-related crime must not be relaxed yet. Police forces should mobilize the public to report to the ministry if they have information about gun-related crimes, the ministry said on its website.     About 60 percent of the guns confiscated by the police were handed in by the public voluntarily, the ministry said.

XI'AN, Aug. 22 (Xinhua) -- Serbian President Boris Tadic on Saturday arrived in the ancient capital Xi'an in northwest China, continuing his week-long visit to the country.     Tadic visited some well-known historic sites in the city, including Emperor Qin Shihuang's Mausoleum and the Terra-cotta Warriors.     The president hailed "Terra-cotta Warriors" as unique, saying those warriors demonstrated Chinese' delicate craftsmanship dating back more than 2000 years.     "They are so well-preserved, thus Serbia should work with China on the protection of cultural relics," Tadic said. HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. Chinese Vice Premier Li Keqiang (C) addresses a meeting on the rebuiding of cities and hut zones, in Harbin, capital of northeast China's Heilongjiang ProvinceChina is aiming to offer proper housing for 7.5 million low-income urban households and 2.4 million households living in shanty towns of coal mines, reclamation areas, and forest zones in three years, Premier Wen Jiabao said in March.     There are another 1.14 million living in shabby apartments at compounds of state-owned mining enterprises, which are not included in the planning of cities, according to the conference.     Li urged to integrate the rebuilding of such shanty towns with the low-income housing project, initiated by the Chinese government to build affordable houses for low-income urban residents.     He also asked planners to build homes at different price levels in a region so as to avoid the concentration of poor population in a certain neighborhood.     Li stressed that the government should dominate the project of rehousing low-income workers, but it could invite funding from outside the government.     He said the government should secure land supplies for such projects and materialize tax supports.     The central government pledged to allocate 49.3 billion yuan (7.25 billion U.S. dollars) from the central budget to finance such housing projects in 2009 alone.

PLOEN, Germany, Sept. 11 (Xinhua) -- The emissions cut target proposed by developed countries is "unfair" to developing countries, a Chinese expert said Friday.     Pan Jiahua, executive director of the research centre for sustainable development of the Chinese Academy of Social Sciences, made the statement in an interview with Xinhua at the Global Economic Symposium (GES 2009) held in Ploen Castle, Schleswig-Holstein, Germany.     Developed countries have proposed that the world should cut CO2emissions by 50 percent by 2050, with industrialized countries reducing their emissions by 80 percent.     "An 80 percent emissions cut sounds good, when you first hear it. It shows a high profile by developed countries in dealing with climate change", said Pan. However, if developing countries accepted this target, there would be "nearly no space" left for further development in these countries.     "At present, the annual per capita CO2 emission of developed countries is 15 tons. By 2050, if 80 percent were cut, the figure will be lowered to 3 tons," Pan said. "The current annual per capita CO2 emissions of developing countries does not reach 3 tons."     "Developing countries have to cut emissions by at least 20 percent from the current level to 2.5 tons to reach the proposed target of a 50 percent decrease worldwide. That means, by 2050, the annual per capita CO2 emissions of developing countries will still be lower than developed countries."     However, at present, most of developing countries were still undergoing industrialization and urbanization and more infrustructure construction was needed, which meant they had to increase CO2 emissions to keep their development at this stage, Pan said.     Developed countries had already passed that period and they could keep regular development with a lower CO2 emission, Pan added.     So they should take more responsibility in this respect, said Pan, noting that the proposal would seriously damage the development of developing countries.     GES was first held in Ploen, Schleswig-Holstein, Germany in 2008. It aims to identify global challenges, examine their policy and business implications, and formulate concrete actions in response.     GES 2009 attracted 351 politicians and experts from all over the world with its main topics including world financial regulation, climate change and global trade.

BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.
