BEIJING, April 14 (Xinhua) -- Chinese cities saw the fastest economic growth among all cities internationally, in 2008, but their overall competitiveness was still only at medium or low levels globally, according to a report released here Tuesday.     The report, entitled the Blue Book of Urban Competitiveness, was released by the Chinese Academy of Social Sciences (CASS). It showed that ten of the 15 fastest-growing cities worldwide in 2008 were in China.     The ten cities are Baotou and Hohhot in the northern Inner Mongolia Autonomous Region, Yantai, Weifang and Weihai in eastern Shandong Province, Dongguan, Zhongshan and Huizhou in southern Guangdong Province, and Wuhu and Hefei in eastern Anhui Province.     However, Chinese cities ranked at only medium or low levels among world cities in terms of overall competitiveness, the report said.     The ten most competitive cities in China, according to the report, are Hong Kong, Shenzhen, Shanghai, Beijing, Taipei, Guangzhou, Qingdao, Tianjin, Suzhou and Kaohsiung. But Hong Kong only ranked the 26th among world cities, Shanghai the 41th, and the others still lower.     Ni Pengfei, a CASS scholar who led the research, said 294 large and medium-sized China cities were rated, including those in Hong Kong, Macao and Taiwan.     The overall competitiveness of a city is based on its advantages in human resources, capital, science and technology, infrastructure, environment, governance and so on.     The report was compiled by nearly 100 scholars from Chinese universities, statistics departments, and research institutes.

BEIJING, Feb. 20 (Xinhua) -- China's lenders have been urged to be flexible and innovative concerning loan repayment from smaller firms.     The China Banking Regulatory Commission (CBRC) said Friday it is trying to help small firms facing financing difficulties by extending the loan period.     According to a notice sent to various lenders, banks and small firms could stipulate such terms in loan contracts which would allow the borrower to file a new request for a credit checkup before the loan is due.     If no problem is found, the borrower could directly extend the loan period without starting all over again by signing a new contract.     Extra conditions that come along with the extended loan period could be worked out by both sides through negotiations, the commission said.     However, the commission did not define which small firms would be entitled to such favorable policies.

BEIJING, Feb. 9 (Xinhua) -- Chinese equities continued gains on Monday from last week's trading and advanced to a four-month high since late September as signs of an economic recovery, a raft of stimulus plans and a rally in the U.S. stock market boosted confidence, said analysts.     The government rolled out plans to revive the textile industry and machinery manufacturing industry last week after auto and steel stimulus packages. Measures to support the shipping industry, the non-ferrous metal industry and others are yet to come.     These efforts helped buoyed market confidence, said analysts. The country's economy was resilient and posted signs of recovery, partially because of the economic stimulus plans as the Purchasing Managers' Index (PMI) of the manufacturing sector released on Feb.4 rose to 45.3 in January from 41.2 in December.     The Shanghai A-share index rose 43.47 points, or 1.99 percent, to close at 2,224.71, and the Shenzhen Component Index posted a bigger rise of 4.06 percent, or 315.79 points, to 8,087.69.     Combined turnover climbed to a nearly nine-month high at 235.5 billion yuan (34.5 billion U.S. dollars), up from the 189.6 billion yuan from the previous trading day.     Gains outnumber losses by 841 to 29 in Shanghai and 713 to 34 in Shenzhen.     Non-ferrous metal rose across the board boosted by rising metal prices. Shanghai copper surged by its daily limit of 5 percent, or1,400 yuan per tonne to 29,510 yuan per tonne. Shanghai aluminum rose 3.56 percent to 12,225 yuan per tonne. Their gains also lifted other base metals.     Aluminum Corporation of China, the country's largest aluminum producer, advanced by the daily limit of 10 percent to end at 9.56yuan. Yunnan copper, China's third largest smelter of the metal, rose by the daily limit of 10 percent to 13.07 yuan. Liaoning-based Huludao Zinc Industry also gained by the daily limit of 10 percent to 4.16 yuan.     China Cosco Holdings Co. surged by the daily limit of 10 percent to 10.74 yuan after the Baltic Dry Index, a gauge of commodity shipping costs, posted a strong rise of 53 percent over last week. China Shipping Container Lines Company moved up 6.49 percent to 3.34 yuan.

BERLIN, Feb. 25 (Xinhua) -- A Chinese business delegation, led by Commerce Minister Chen Deming, signed here on Wednesday a total of 37 procurement deals worth around 11 billion euros (14 billion U.S. dollars) with German companies.     According to Chen, the 37 deals are composed of two parts -- purchasing contracts, and cooperation agreements which need further negotiations.     The deals focus on engineering equipment, electronics and auto vehicles like Mercedes and BMW, Chen told a press conference.     A draft deal obtained by Xinhua showed that the Chinese side agreed to buy around 37,000 BMW cars and Mini worth 2.2 billion U.S. dollars, as well as 27,000 units of Mercedes cars.     Chen revealed that apart from the current 200-member delegation, China would send more entrepreneurs to Germany to discuss further investment in both countries.     Germany is one of China's important trading partners within the European Union (EU). In 2008, the Sino-German trade hit 115 billion U.S. dollars. BEIJING, March 7 (Xinhua) -- China should keep potential polluters away from the industry-heavy Yangtze river, the country's longest, by raising threshold and readjusting industrial layout, a political advisor said here Saturday.     "We must set quotas on and raise threshold for potential polluting plants along the Yangtze River to wipe out pollution from the roots," said Chen Qinghua, a member of the 11th National Committee of Chinese People's Political Consultative Conference (CPPCC), the top political advisory body.     A monthly report on China's surface water quality showed the Yangtze River was slightly polluted in December 2008 and its branches suffered medium-level pollution, according to the Ministry of Environmental Protection.     China's sizzling economy has seen a surge of heavily polluting industries along the lower valley of the Yangtze River.     Nearly 10,000 of the 21,000 chemical companies in China are along the 6,300 km-long Yangtze River, according to Chen. More than 20 chemical industry parks were under construction.     Local governments had built more than 40,000 reservoirs along the river and its branches in a scrabble for water resources, which has further degraded Yangtze's ecological system, he said.     The government was expanding domestic demand and increase investment amid the global financial crisis, he said.     "We should take the opportunity to improve sewage treatment facilities in cities, and move faster to readjust industrial layout and structure along the river," said Chen, also chief of the Jiangxi Provincial Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), one of China's eight non-Communist parties.     China has seen a spate of industrial accidents along major rivers that disrupted water supplies in cities in recent years.     In the latest incident, at least 200,000 residents in Yancheng,a city in eastern Jiangsu Province, were deprived of tap water supply for three days last month after a chemical factory illegally dumped the disinfectant phenol into a local river.     The city mayor promised earlier this month to shut 33 of the city's 317 chemical plants to check contamination.

BEIJING, April 11 (Xinhua) -- Chinese Premier Wen Jiabao's attendance at the ASEAN-related summits has shown the Chinese government's sincerity, responsibility and confidence in facilitating the East Asian cooperation, Chinese Foreign Minister Yang Jiechi said on Saturday.     The summits related to the Association of Southeast Asian Nations (ASEAN) are an important cooperative mechanism in the region. All the participants hope the summits can reach consensus and yield a substantial outcome, he said.     Leaders from East Asian countries have shown their confidence in and strong desire for cooperation in jointly tiding over the global financial crisis, despite the fact that the summits were postponed due to Thailand's political situation, Yang said.     East Asian countries are facing severe impact of the international financial crisis that is still spreading and deepening, but these countries have a common desire to strengthen cooperation and tide over the difficulties, Yang said.     China has always actively advocated and pushed forward the cooperation in East Asia, he emphasized.     The ASEAN members had hoped China could play an important role at the summits in pushing forward the cooperation in East Asia, so that the countries could tide over the current difficulties, he said.     Premier Wen had planned to make a three-point proposal at the summit for joint efforts to tackle the financial crisis and promote cooperation among East Asian nations, Yang said.     Firstly, it's an urgent task to cooperate in addressing the global financial crisis, focus the efforts on resolving the most serious and pressing issues, and try to minimize the negative impact of the crisis as much as possible.     Secondly, opportunities should be seized in face of the crisis to make the cooperation in various fields more substantial and vigorous, so as to push forward all-round regional integration.     Thirdly, with an eye on the common long-term interests, firm support should be given to the integration process in East Asia so as to promote regional peace and prosperity.     Premier Wen had also planned to announce a series of relevant measures at the summits, Yang said.     China plans to establish a China-ASEAN investment cooperation fund totaling 10 billion U.S. dollars designed to promote infrastructure construction that will better connect China and the ASEAN nations, Yang said.     Over the next three to five years, China plans to offer a credit of 15 billion dollars to ASEAN countries, including loans with preferential terms of 1.7 billion dollars in aid to cooperation projects between the two sides.     China also plans to offer 270 million yuan (39.7 million dollars) in special aid to Cambodia, Laos and Myanmar to help those countries overcome difficulties amid crisis, and to inject 50 million dollars into the China-ASEAN Cooperation Fund.     China plans to provide 300,000 tons of rice for the emergency East Asia rice reserve to strengthen food security in the region.     China will also provide training for 1,000 agricultural technicians for the ASEAN nations in the upcoming three years, offer an extra 2,000 Chinese government scholarships and 200 Master's scholarships for public administration students from the developing member countries of the East Asia Summit over the next five years, and donate 900,000 dollars to the ASEAN Plus Three Cooperation Fund, Yang said.     The premier had also intended to exchange views with other leaders on the multilateralization of the Chiang Mai Initiative, the construction of the Asian bond markets, expansion of foreign currency reserve pools, widening bilateral currency swap agreements, and efforts to promote the construction of the ASEAN Plus Three free trade zone.     According to previous plans, after the summits, China would sign with ASEAN an investment agreement, which would mark the end of the negotiations on the free trade zone.     The China-ASEAN free trade zone, if established in 2010 as planned, would further strengthen relations between China and ASEAN and exert a significant and far-reaching impact on promoting cooperation among East Asian nations, Yang said.     He said that it is regrettable that delegates participating in the summits could not enter the venue after thousands of Thai anti-government protesters besieged the venue and blocked roads in Pattaya.     Under such a circumstance, the Chinese delegation had shown no fears, waiting in patience and calm, with a hope for the situation to change for the better. Taking a responsible attitude, China has kept contact with Thailand, ASEAN, Japan and South Korea, Yang said.     Premier Wen himself communicated and conducted coordination with leaders of relevant countries, making his best efforts even at the last minute, he said.     When Thai Prime Minister Abhisit Vejjajiva told Wen over the phone the Thai government's decision to postpone the summits, Wen said that as a friendly neighbor of Thailand and the rotating chairman of the three countries that also include Japan and South Korea, China understands the decision and hoped Thailand will maintain political stability, social harmony and economic growth.     According to Yang, the Chinese premier also pledged China's unremitting efforts to push forward the China-Thailand friendly cooperation and China-ASEAN cooperation, as well as the cooperation between China-Japan-South Korea and ASEAN.     Wen said that China's policies and measures on furthering bilateral exchanges and cooperation with ASEAN in various fields will not be affected by the postponement of the summits.     The Chinese premier reiterated the above stance when meeting some ASEAN leaders at the airport before flying home, saying that as long as conditions are mature for the holding of the summits, China will actively participate in them, Yang said.     Wen's sincerity and confidence moved the leaders and were highly appreciated, the Chinese foreign minister noted.     Yang said China has genuine willingness, firm determination and concrete actions to boost the East Asian cooperation.     Although the ASEAN summit and other related meetings were not held as scheduled, China will keep close contact and consultation with ASEAN and other related countries, and honestly implement the cooperation plans and measures that had been decided, Yang said.     China is ready to stand together with East Asian countries in the face of difficulties and help each other to jointly confront the challenges, he said.     China believes that after ups and downs, the East Asian cooperation will surely embrace a more prosperous future, Yang concluded.
