NANJING, Aug. 15 (Xinhua) -- An antiwar cartoon exhibition displaying works by 110 Japanese artists opened in the eastern Chinese city of Nanjing Saturday to mark the 64th anniversary of Japan's surrender in World War II.     The exhibition, jointly organized by the Memorial Hall of the Victims of the Nanjing Massacre and the Japanese non-governmental association of "My Aug. 15," will last three moths.     About 160 cartoon works will be displayed, the first time the exhibition is held outside Japan, the organizers said.     Most of the authors of the cartoons were born before Aug. 15, 1945 and had deep memories about the war. In addition, many of them lived in different parts of China with their parents at that time and learned of the news of Japan's surrender in China. Many years later, they produced a group of works with the theme of "My Aug. 15," conveying their condemnation about the war atrocities and reflection on the militaristic brutality.     The exhibition was divided into four parts according to the authors' ages when Japan surrendered, "above 16," "8-15," "5-7" and "below four."     Nine prestigious Japanese cartoonists, along with about 100 people from several Japanese NGOs, attended the opening ceremony of the exhibition Saturday.     "It tells a true story," said 70-year-old artist Kenji Morita, pointing to his own work "Thanks to Adoptive Chinese Parents."     "Although Japan was an invader, many Chinese parents still helped raise Japanese children orphaned by the war," he said.     Leading Japanese manga artist Tetsuya Chiba also recalled the war past he experienced in China.     "I was in Shenyang (capital of northeast China's Liaoning Province) the day when Japan's surrender in World War II was announced by the late Emperor Hirohito over radio. I was only six then, and I couldn't really understand what happened," Chiba told Xinhua.     "I didn't manage to return to Japan immediately, so I spent a very hard year in China after Japan's surrender. But I met a very nice Chinese couple, they gave me food even when they didn't have enough to eat. When we separated, they gave me a blanket. I kept the blanket for years until I met their offspring," he said.     "Aug. 15 is a meaningful day for both China and Japan, whether to mark the victory or to introspect the war. The day reminds us to be against wars," he added.

BEIJING, Oct. 2 (Xinhua) -- A senior Chinese leader has called on all security staff to provide zero-mistake security guarantee for the week-long National Day holiday.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited a command center in Beijing Thursday afternoon to learn about the overall social security condition across the country. BEIJING, Sept. 12 (Xinhua) -- China's Minister of Commerce Chen Deming said Saturday the U.S. decision to impose special protectionist tariffs on tire imports from China was grave trade protectionism and sent a wrong signal to the world.Chen told Xinhua the U.S. government's decision, which was made Friday night, violated related rules, failed to honor its commitment made on the G-20 financial summit and was not based on the truth.     "It was a misuse of the special safeguard measures and sent a wrong signal to the world," Chen said, stressing China resolutely opposes the U.S. decision.     The decision came after the U.S. International Trade Commission determined that a surge of Chinese-made tires had disrupted the domestic market and cost thousands of jobs in the U.S.     The two sides didn't reach an agreement in spite of rounds of negotiations over the case, Chen said.     According to a Los Angeles Times report Saturday, within 15 days, the U.S. would add a duty of 35 percent in the first year, 30 percent in the second and 25 percent in the third on passenger vehicle and light-truck tires from China.     Chen said China reserves the right to bring the case to the World Trade Organization (WTO) while continuing to take necessary measures to support the tire industry and deal with the negative impact caused by the case.     Fan Rende, president of the China Rubber Industry Association, said the organization has sent a protest letter to U.S. President Barack Obama, calling the decision an "extremely unfair" one as it lacked objective bases.     The association also recommended the Chinese government to resort to the WTO Dispute Settlement Mechanism to handle the case, and appeal to the United States Court of International Trade to protect interests of the related enterprises.     Although President Obama's ruling on the tire case was said to be based on law by the U.S. government, it is seen as a resolution under political pressure at home.     Yao Jian, spokesman of the Ministry of Commerce, said the domestic political pressure pressed the U.S. government to not only impose the tariff and also propose other unreasonable demands involving many industries and push China to adjust fiscal and tax policies.     The U.S. decision was made regardless of opposition from many U.S. organizations.     The U.S. Tire Industry Association, the American Coalition for Free Trade in Tires, the American Automotive Trade Policy Council, and the Retail Industry Leaders Association have all expressed strong opposition after the U.S. International Trade Commission recommended the decision to the U.S. government .     NO GOOD TO ANYONE     The Ministry of Commerce (MOC) said on its web site Saturday that the U.S. lacked bases for the case because tire products exported to the U.S. from China actually declined 16 percent in the first half of this year, compared to the same period last year. China's tire exports to U.S. in 2008 only rose 2.2 percent from 2007.     It said the business situation of the U.S. tire producers has shown no apparent changes after the entry of Chinese products. There exists no direct competition between China's tire products and the U.S.-made ones as China's tires mainly go for the U.S. maintenance market.     Vice Commerce Minister Fu Ziying said in August that the slowdown in the U.S. tire industry is a result of the global downturn, not that of China's increasing tire exports to the U.S.     China's tire exports to the U.S. tripled between 2004 and 2007 while, during the same period, U.S. tire manufactures doubled profits.     "This means the increase of China's tire exports did not cause any substantial harm to the U.S. tire industry," Fu said.     According to Fan, about 40 percent of the tire output in China is exported, and one third of the exports go to the United States.     The 35 percent tariff means China would not export tires to the U.S. in the first year, which would affect employment of about 100,000 people and result in a loss of 1 billion U.S. dollars in export, he said.     He added the tariff would not solve problems faced by the U.S. tire industry, but would hurt interests of enterprises from both countries and hurt trade relationships.     Four U.S. companies have businesses in tire production in China and they account for two thirds of exports to the U.S., and the tariffs will have a direct impact on these companies, the MOC said.     The increased tariffs would also raise tire prices for U.S. consumers, which would further weaken the government efforts to revitalize the auto industry. Some consumers may even consider postponing replacing old tires, creating concern for safety, according to the MOC.     The move will also produce a chain reaction of trade protectionism and slow the current revival of the world economy, the ministry said in a statement on its website Saturday.     Leaders from around the globe have reached consensus to oppose trade protectionism since the outbreak of the financial crisis. But the tire case, lacking factual bases, is an abuse of protectionist measures. It not only hurts the interests of China, but also those of the U.S., the ministry said.     The Associated Press (AP) reported Saturday many of the nearly two dozen world leaders Obama is hosting at the upcoming G20 summit in Pittsburgh are critical of countries that protect their key industries.     The report said Obama has also spoken out strongly against protectionism and other countries will view his decision on tires as a test of that stance.     According to the MOC, China is the second-largest trading partner with the U.S. and vice versa. China believes the Sino-U.S. economic trade cooperation is significant. The country would not like to see damages to bilateral trade relations caused by protectionism.     Chinese Premier Wen Jiabao slashed protectionism at the opening ceremony of the Summer Davos Forum Thursday in Dalian, northeast China, saying it would only slow world economic recovery and ultimately hurt the interests of the businesses and people of all countries.     "We must resist and redress all forms of covert protectionist activities," Wen said, noting as an active participant in economic globalization, China will never engage in trade or investment protectionism.

LANZHOU, Aug. 12 (Xinhua) -- A total of 550 primary and middle school students flew back to quake-hit Chinese provinces from Russia Wednesday after completing a three-week recuperative tour.     The teenagers, 340 from Sichuan Province, 110 from Gansu Province and 100 from Shaanxi Province, were invited by the Russian government to recuperate at the "Ocean" All-Russia Children's Care Center in Vladivostok, Far East, since July 23.     The students boasted excellent performance at their schools and demonstrated bravery in the devastating earthquake in May last year. "Students danced and sang everyday. They were so happy," he said.     "What touched me most was the sincerity of the Russian hosts," Liu said. "They were very thoughtful."     "I was also very happy to make friends with students from many other countries, such as Russia, Japan and Vietnam," six-grader Zhang Dapeng from Gansu's Wenxian County said. "I enjoyed learning different cultures from them."     On May 12, 2008, an 8.0-magnitude earthquake jolted Sichuan and neighboring Shaanxi and Gansu provinces, leaving more than 87,000 dead or missing and more than 370,000 injured.     Since 2008, two batches of more than 1,500 pupils from Sichuan, Gansu, and Shaanxi have been invited to recuperate in Russia. Last year, the first group of 1,018 students went to Russia for rehabilitation.

BEIJING, Sept. 26 (Xinhua) -- Chinese farmers would see their income continue to rise this year, Vice Minister of Agriculture Chen Xiaohua said at a press conference Saturday.     "As China's economy is recovering, there are more and more positive factors supporting the increase of farmers' income," said Chen.     Farmers' per capita cash income in the first half of this year reached 2,733 yuan (400 U.S. dollars), up 8.1 percent year on year. But the increase rate was 2.2 percentage points slower than that in the same period last year, according to Chen.     "The growth is remarkable and the statistics are pleasing. However, China is still short of a long-term mechanism for increasing farmers' income and efforts need to be made to increase the channels for farmers to earn more money," said Chen.     In the past, farmers' income was mainly driven up by increased grain production or raised prices. "Now, we should push forward agricultural industrialization to let market guide grain planting and agricultural production," Chen said.     Chen also stressed the importance of creating more jobs for surplus rural laborers in a bid to increase their salary income.     The salary income mainly comes from the earnings from working in local or urban enterprises.     The economic crisis reduced the number of Chinese migrant workers, with the current number standing around 225 million. In the second quarter this year, this number increased 2.6 percent from the first.     Chen also said the government will increase fiscal support for farmers in subsidizing their purchase of seed, diesel, fertilizer and other production materials.     The central government always gives priority to increasing farmers' income, he said.     "Local authorities should make every effort to keep increasing farmers' income to shore up rural development and to ensure stable and rapid economic development," Chinese Vice Primer Hui Liangyu said at a rural work conference held in China's eastern city of Hangzhou from Thursday to Friday.

NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.

PHUKET, Thailand, July 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi underlined here Wednesday the importance of tapping new areas of economic growth so as to enhance cooperation between China and the Association of Southeast Asia Nations (ASEAN).     Yang noted that one area of development is to implement plans to enhance agricultural productivity by drawing on advanced technology and to accelerate the cooperation on new and renewable energies. The ASEAN-China Foreign Ministers' Meeting is held in Phuket, Thailand, on July 22, 2009."We have maintained high-level exchanges, enhanced political mutual trust, shared development experience and strengthened confidence in cooperation," Yang said at the China-ASEAN Foreign Ministers' Meeting on Wednesday afternoon.     China and ASEAN have completed negotiations on the China-ASEAN Investment Agreement, paving the way for the full establishment of the China-ASEAN Free Trade Area (CAFTA) in 2010.     The ASEAN on Monday appreciated China's active role in developing transportation infrastructure between the two sides and welcomed the establishment of the 10 billion U.S. dollar fund for bilateral investment cooperation.     In April, Chinese Premier Wen Jiabao said that China has decided to set up a 10 billion U.S. dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructural development in the region.

BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.
