BEIJING, Nov. 22 (Xinhua) -- A Chinese lawmaker has proposed to hold people who use public funds on lavish banquets legally accountable so as to curb the widespread practice.     Zhao Linzhong, deputy to the National People's Congress, the top legislature, was quoted by Sunday's Workers' Daily as saying that social engagements in which dining and drinking is a must seriously undermined the work style of the government and social morals.     Zhao, also board chairman of Furun Holding Group Co. Ltd. in east Zhejiang Province, said some government officials and entrepreneurs had their health and work affected by excessive dining and wining and their health and work.     It is a common practice for Chinese to have banquets or drinking parties when treating important guests, on major occasions and during festivals. Some Chinese have taken advantage of drinking and wining opportunities to seal business deals or seek political favors.     A modest reception could make visitors think that they are not important to the host.     Zhao blamed the social tradition as part of the reason, but added that the lack of supervision and legal loopholes had made the practice continue to prevail.     China has no laws governing the excessive drinking and wining at public expenses.     In October, Fu Pinghong, head of a hospital at Gaoting township in east Zhejiang Province, was sentenced to 11 years in prison on corruption and bribery charges. He had allegedly spent 440,000 yuan (64,433 U.S. dollars) of public funds on drinking, wining and entertaining guests.     Zhao believed that lavishing public funds equalized to embezzlement of state assets and laws should be amended to add the criminal offence of extravagant and wasteful spending.     Laws should be established to regulate banquets at public expenses and the local governments' budgets on banquets should be approved by legislatures, he said.

BEIJING, Dec. 15 (Xinhua) -- Senior officials of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) pledged here Tuesday to improve relations between the two states and parties. "As neighboring socialist countries, China and Vietnam share broad strategic interest, and are capable of improving bilateral ties," said He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee and head of the CPC Central Commission for Discipline Inspection.     During a one-hour meeting at the Great Hall of the People in downtown Beijing, He briefed To Huy Rua, a member of the Political Bureau of the CPV Central Committee, on CPC's experiences and latest decisions on party building. SANTIAGO, Nov. 20 (Xinhua) -- China is a dynamo of the world economy and is playing a central role in helping a global economic recovery, said Alicia Barcena, executive secretary of the Economic Commission for the Latin America and the Caribbean (ECLAC), on Friday.     "China is part of the world trade of wheat, rice, soya, sugar and others, playing a very important role in the increase of those product exports. The same happens in the case of the minerals and oil," Barcena told Xinhua in an interview.     He said China is one of the most important market for Latin American and the Caribbean products.     "China is being a blessing for the exports of raw materials from Latin America and the Caribbean. But it is also a great exporter (to the region). So, it competes with the countries of this region, mainly with Mexico and the Central American nations," said Barcena.     Trade between China and Latin America has grown tremendously, he noted.     He said Mexico, for example, is beginning to see China as a partner rather than a competitor.     Mexico has given priority to trade relations with China. As a result, the Asian country is now the fifth largest overseas market for Mexican products.     Meanwhile, South America has also improved ties with China.     "All producers see the opportunity of reaching the Chinese market," said Barcena.

BEIJING, Dec. 2 (Xinhua) -- Chinese vice premier Li Keqiang has called for efforts to build the South-to-North Water Diversion Project into a water-efficient and environment-friendly project.     Li made the remarks at a meeting held by the State Council on Tuesday, saying the government should stick to policies regarding resource-conservation and environment-protection in the construction work.     Li ordered relevant departments to intensify their efforts on pollution control and eco-environment protection in both the water source area and areas along the project in the course of construction.     Li, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed that a good job on the resettlement of residents is essential.     Addressing the meeting, vice premier Hui Liangyu ordered attaching great importance to quality and safety, strengthening pollution treatment and properly resettling local residents.     Launched in 2002, the South-to-North Water Diversion Project, consisting of eastern, middle and western routes, is designed to divert water from the water-rich south of the country, mainly the Yangtze River, to the dry north.     By the end of October, the government has invested 34 billion yuan (or 4.98 billion U.S. dollars) in the eastern and middle routes, and part of the project has contributed to alleviate the water strain in Beijing.

BEIJING, Nov,17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that his talks with U.S. President Barack Obama were candid, constructive and fruitful.     At a joint press conference with Obama after the talks, Hu said he had "very good talks" with the U.S. president, and that they made a deep exchange of views on the China-U.S. relationship and major international and regional issues of common concern and reached consensus on many important issues.     Hu said both Obama and he believed that international cooperation needs to be strengthened at a time when the international situation continues profound and complex changes, global challenges keep increasing and interdependence between nations intensifies.     Under the new circumstances, China and the United States have more comprehensive shared interests, and a more extensive prospect for cooperation on a series of major issues involving the peace and development of the humankind, Hu said.     Hu said he and Obama gave positive remarks on the development of the China-U.S. relationship since the inauguration of the new U.S. administration, and they agreed to strengthen dialogue, communication and cooperation from a strategic and far-sighted perspective, and to make joint efforts to build a positive, cooperative and comprehensive China-U.S. relationship, so as to promote world peace, stability and prosperity.

BEIJING, Jan. 10 (Xinhua) -- Justices in China's Supreme People's Court, as well as judges in local courts, will start working side by side with anti-corruption supervisors from Monday.     On Friday, 14 full time supervisors were installed in the Supreme People's Court (SPC) to oversee judges, court-order enforcers and other court staff.     The SPC said in a statement Sunday that 24,521 anti-corruption supervisors had been in place in 2,392 courts across the country.     In local courts, the posts of anti-corruption supervisors were concurrently held by senior judges, it said.     The system was born out of the efforts "to better combat corruption and redress injustices in a timely manner," said Shen Deyong, SPC executive vice-president.     The Supreme People's court had issued a tentative measure to facilitate coordination between the internal check system and external supervision departments, said the statement.     It also said courts across China would work to optimize the system with measures such as appointing more supervisors and setting up regular exchange and appraisal systems for anti-corruption supervisors.

BEIJING, Dec. 28 (Xinhua) -- Chinese Premier Wen Jiabao Monday asked auditors to keep a close eye on public investment projects to help avoid embezzlement and waste of public funds.     Jerry-built projects and vanity projects should be strictly forbidden with the help of closer follow-up scrutiny of public funds, said the premier in a meeting with participants at a national auditing conference.     The National Audit Office (NAO) statistics showed that altogether 234.7 billion yuan (34.51 billion U.S. dollars) of public funds have been misappropriated and 16.3 billion yuan wasted during the first 11 months this year. As for now, special attention should be paid to fiscal and financial risks, he said.     He also called for giving full play to the role of auditing in the fight against corruption and severely cracking down on corruption.     China carried out audit among more than 20,000 government officials including provincial level cadres and bosses of large state-owned enterprises this year. Cases involving 67 senior officials and 164 others were handed over to judicial authorities, said the NAO.
