BEIJING, Jan. 7 (Xinhua) -- A Chinese Foreign Ministry spokesperson said here Thursday that Japan's move to build facilities on the Okinotori atoll will not change its legal status, as Japan is seeking vast economic interests at the nearby southern Pacific.     According to the United Nations Convention on the Law of the Sea (UNCLS), and based on the natural and geographic situation of the Okinotori atoll, neither exclusive economic zones nor continental shelves should be claimed on it, Spokesperson Jiang Yutold a regular press briefing.     Japan has asked the UN Commission on the Limits of the Continental Shelf to recognize the extended area around the so-called "Okinotori island," 1,740 km south of Tokyo, as its continental shelf, which would enable it to claim a vast surrounding area as an exclusive economic zone.     According to Article 121 of the UNCLS, rocks that cannot sustain human habitation or an economic life of their own shall have no exclusive economic zone or continental shelf.     According to Japanese media report, the Japanese government plans to build a port and conduct mineral explorations on the atoll in 2010.     "Building facilities on it would not change the atoll's legal status," Jiang said.     Such a bid did not conform to the international laws of the sea and was against the interests of the international community, she said.

BEIJING, Nov. 5 (Xinhua) -- Senior Chinese official Li Changchun Thursday called for reform and innovation in promoting the development and prosperity of the country's animation industry.     Li, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his visit to the first China Animation and Cartoon Arts Exhibition held in Beijing.     Li said the animation and cartoon arts has played a very important role in enriching people's cultural lives and cultivating new economic growth area.     The country's animation industry is standing at a crucial point, Li said, urging practitioners in the industry to work hard and continue reform and innovation to push for the development and prosperity of the industry. BEIJING, Nov. 8 (Xinhua) -- The output value of China's energy saving and environmental protection industry would hit 2.8 trillion yuan (412 billion U.S. dollars) by 2012, said Xie Zhenhua, deputy director of the National Development and Reform Commission on Sunday.     Those sectors have become a new economic growth point and have bright prospects in China, Xie said at the fourth China-Japan Energy-saving and Environment Protection Forum which began Sunday.     He said the government will beef up investment in the construction of resource recycling projects, which will directly boost the industry development.     He noted the government will further reform the pricing system of the resource products.     Enterprises should also enhance innovation to break technological bottleneck notably in the development of clean coal transfer technology and pollutants treatment facilities.     China has been pushing for a national energy saving campaign to address the worsening conflicts between economic growth and environmental deterioration.

HUA HIN, Thailand, Oct. 24 (Xinhua) -- Chinese Premier Wen Jiabao and his Australian counterpart Kevin Rudd called here on Saturday for an early signing of the Free Trade Agreement (FTA) between the two Asia-Pacific major economies. "The mutual-respect, mutual-trust and cooperation between China and Australia, both as big countries in the Asia-Pacific region, will not only yield tangible benefits for the two nations, but also have a positive impact on a larger scale," Wen said in talks with Rudd on the sidelines of the Association of Southeast Asian Nations (ASEAN) summits.     The key to maintaining a sound and steady development of bilateral ties lies in their respect for and care about each other's core interests and major concerns, Wen said, pledging to work together with Australia to boost their ties. SANTIAGO, Nov. 20 (Xinhua) -- China is a dynamo of the world economy and is playing a central role in helping a global economic recovery, said Alicia Barcena, executive secretary of the Economic Commission for the Latin America and the Caribbean (ECLAC), on Friday.     "China is part of the world trade of wheat, rice, soya, sugar and others, playing a very important role in the increase of those product exports. The same happens in the case of the minerals and oil," Barcena told Xinhua in an interview.     He said China is one of the most important market for Latin American and the Caribbean products.     "China is being a blessing for the exports of raw materials from Latin America and the Caribbean. But it is also a great exporter (to the region). So, it competes with the countries of this region, mainly with Mexico and the Central American nations," said Barcena.     Trade between China and Latin America has grown tremendously, he noted.     He said Mexico, for example, is beginning to see China as a partner rather than a competitor.     Mexico has given priority to trade relations with China. As a result, the Asian country is now the fifth largest overseas market for Mexican products.     Meanwhile, South America has also improved ties with China.     "All producers see the opportunity of reaching the Chinese market," said Barcena.

BEIJING, Nov. 24 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday called for more efforts to optimize land use in order to save resources and further economic restructuring.     Li made the remarks during an inspection to the Ministry of Land and Resources (MLR). As the most populous country in the world, China has been faced with shortages of land, water, energy and minerals, and the shortages were worsened by rapid economic growth, he said. SHANGHAI, Nov. 1 (Xinhua)-- HSBC has raised its forecast of China's GDP growth this year to 8.1 percent, said HSBC Group Chairman Stephen Green here Sunday.     The bank's previous forecast was 7.8 percent.     While attending the annual International Business Leaders' Advisory Council (IBLAC), Green said the world financial crisis has not derailed either of the two most noteworthy and transformative trends in global finance: "the rise of China and the shift from west to east."     He also expected effects of China's stimulus packages would further lift the country's GDP growth and sustain the recovery momentum into 2010.     Green said Shanghai, as China's largest city, had kept a relatively stable growth during the crisis, which suggested it had the potential to become one of the world's financial centers comparable to New York or London.
