SHANGHAI, Nov. 15 (Xinhua) -- U.S. President Barack Obama arrived in China's economic hub Shanghai on Sunday night, starting a state visit to China.     Air Force One touched down at the Shanghai Pudong International Airport in heavy rain at about 23:10.     This is Obama's first state visit to China since he assumed the presidency in January. He is also the first U.S. president who paid a state visit to China within one year in office.     This year marks the 30th anniversary of diplomatic ties between the People's Republic of China and the United States.     U.S. Secretary of State Hillary Clinton, Permanent Representative to the United Nations Susan Rice and National Security Advisor James Jones also arrived in Shanghai Sunday night. BEIJING, Oct. 28 (Xinhua) -- A senior Chinese mainland official on Wednesday urged media organizations across the Taiwan Strait to cover more stories on cross-Strait relations and report news events in an objective and comprehensive manner.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks in a meeting with a group of Taiwan media representatives led by Chiang Pin-kung, chairman of the island's Straits Exchange Foundation (SEF).     Media organizations play an irreplaceable role in promoting information exchanges, helping people on both sides better understand each other and eliminating estrangement, Jia said.     In light of the bright prospect of the peaceful development of cross-Strait relations, media exchanges between the two sides are facing unprecedented opportunities, he said.     Jia called for an early establishment of resident media bureaus on both sides and closer cooperation between news organizations to promote traditional Chinese culture.     He encouraged the staff of the media industry to seek common ground while shelving differences.     On behalf of the SEF and the people in Taiwan, Chiang expressed gratitude for the mainland's donations and assistance after the island was hit by Typhoon Morakot in August.     Mainland's donations, which were transferred to Taiwan mainly through the mainland-based Association for Relations Across the Taiwan Straits (ARATS), will be used for reconstruction in Taiwan, Chiang said.     Chiang also stressed the need for media at both sides to carry out further communication and cooperation.     According to Jia, the ARATS and the SEF had initially agreed to have the fourth round of talks in Taiwan's Taichung in mid or late December.

COPENHAGEN, Dec. 16 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Wednesday evening for the ongoing UN Climate Change Conference.     Wen told reporters aboard his special plane that his attendance at the meeting aims to show the great importance the Chinese government and people attach to climate change and to assert their sincerity and determination to work with the international community to meet this global challenge. BEIJING, Jan. 9 (Xinhua) -- China Saturday "strongly" urged the United States to respect its core interests and grave concerns, and immediately stop arms sales to Taiwan to avoid harms to the Sino-U.S. cooperation.     The U.S. arms sales to Taiwan undermined China's national security as well as the peace and stability across the Taiwan Strait, Vice Foreign Minister He Yafei told Xinhua in an exclusive interview, once again voicing China's "resolute opposition" to the sales.     This was the sixth official announcement made by China over the issue in a week, as spokespersons with the Foreign Ministry and the Defense Ministry had repeatedly denounced the U.S. move.     He said that in response to the U.S. government's recent approval of Raytheon Company and Lockheed Martin Corp. to sell weapons to Taiwan, the Chinese side had made solemn representations with the U.S. side.     The two U.S. Companies' sales plan was part of the arms sales package announced in October 2008 under the Bush Administration, which included weapons and equipments such as Patriot III anti-missile system.     The sales of weapons to Taiwan seriously violated the three Sino-U.S. joint communiques, in particular the principles enshrined in the August 17 Communique, said He, adding China's stance on this issue was always "consistent, clear and unswerving."     He said the Taiwan issue was "the most important and sensitive issue at the core of Sino-U.S. relations."     Noting the Sino-U.S. relations had maintained a steady momentum of development since U.S. President Barack Obama took office, He said this progress was hard-earned and should be valued by both countries.     China hoped the United States would work with China to earnestly implement the important consensus on developing bilateral relations reached by leaders of the two countries, strictly abide by the three Sino-U.S. joint communiques and principles of the joint statement issued last November, enhance bilateral dialogue, coordination and cooperation in various spheres, so as to push forward the sound and steady development of bilateral ties, said He.

BEIJING, Oct. 24 (Xinhua) -- China has a total number of 2,971 company groups by the end of 2008 and their combined assets rose 19.7 percent from the previous year to more than 40 trillion yuan (5.86 trillion U.S. dollars), the China Industrial Information Issuing Center said Saturday.     Corporate management of these company groups is improving, according to the center.     Affected by the global financial crisis and economic slowdown, profit of these company groups decreased by 22.5 percent in 2008 year on year, the first annual drop since 1997, said the center without giving specific figures.

BEIJING, Dec. 10 (Xinhua) -- China on Thursday warned that the rich nations should not "shift and shirk" responsibility on climate change, and urged them to provide developing countries with funds to deal with the global issue.     "According to the United Nations Framework Convention on Climate Change (UNFCCC), developed countries have responsibility to offer financial support to all developing countries on mitigating and adapting to climate change," Foreign Ministry spokeswoman told a regular news briefing.     "Funding is one of the key issues that will determine the success or failure of the Copenhagen conference. The offer of funds is the unshirkable responsibility of developed countries," said Jiang.     The UN Climate Change Conference, which opened Monday in Copenhagen, gathered representatives from 192 countries and aimed at mapping out a plan for combatting climate change from 2012 to 2020.     Financial support is a key issue at the talks.     Reports has quoted Todd Stern, U.S. special envoy for climate change, as saying that the United States would contribute to a fund aimed at helping developing nations deal with climate change, but China would not be a recipient of financial aid as it had a booming economy and large foreign exchange reserves.     "We hope that developed countries can positively respond to reasonable requests and suggestions from developing countries, demonstrate political sincerity and fulfil their obligations rather than shift and shirk responsibility," said Jiang.     "We hope the relevant parties make efforts to make the Copenhagen conference achieve results acceptable to all sides," Jiang said.

BEIJING, Nov. 20 (Xinhua) -- Profits of China's state-owned enterprises (SOEs) administered by the central government more than doubled in October from a year ago after months of declines, a senior official said here on Friday.     The 132 central SOEs reaped a profit of 79.5 billion yuan (11.64 billion U.S. dollars) in October, up 151 percent year on year, said Huang Shuhe, deputy director of the State-owed Assets Supervision and Administration Commission (SASAC) at the 2009 Annual CEO Forum.     In October, revenues surged by 22 percent from a year ago to nearly 1.16 trillion yuan, Huang said.     Their profits during Jan-Oct was 633.8 billion yuan, while revenues amounted to 9.83 trillion yuan during the same period.     Huang also noted 24 central SOEs had entered the rank of Fortune 500 companies.     "China's companies still face difficulties and great challenges due to roaring raw material prices, huge environmental pressure and rampant protectionism triggered by the financial crisis," he said.     He said the companies should further enhance independent innovation, improve corporate governance and accelerate the pace of "go global" to compete with foreign brands.

WASHINGTON, Dec. 30 (Xinhua) -- The U.S. International Trade Commission (ITC) on Wednesday slapped punitive penalties to imports of some 2.6 billion dollar oil country tubular goods (OCTG) from China, a move might escalate trade disputes between the two countries.     The ITC "has made affirmative determination in its final phase countervailing duty (CVD) investigation" concerning the oil pipes from China, said the ITC in a statement.     The trade agency has determined that "a U.S. industry is materially injured or threatened with material injury by reason of imports of certain oil country tubular goods from China that the U.S. Department Commerce has determined are subsidized," according to the statementThe U.S. Commerce Department made a final determination last month to impose duties between 10.36 percent and 15.78 percent on the pipes, which are mostly used in the oil and gas industries.     The ITC ruling paved the way for the imposition of duties.     The Commerce Department made its preliminary determination of CVD in September.     On Nov. 4, the Commerce also set preliminary antidumping (AD) duties on such imports from China, which is the biggest U.S. trade action against China.     Under that preliminary determination, Commerce set a 36.53 percent antidumping levy on OCTG from 37 Chinese companies, while some other Chinese companies will receive a preliminary dumping rate of 99.14 percent.     Commerce will make its final determination of antidumping duties early next year.     If Commerce makes an affirmative final determination, and the ITC makes an affirmative final determination that imports of oil tubular goods from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The antidumping and countervailing petition case was filed in April this year.     From 2006 to 2008, imports of OCTG from China increased 203 percent by value and amounted to an estimated 2.7 billion dollars in 2008, said the U.S. Commerce Department.     China strongly opposed the U.S. decision, saying that it is a protectionist move.     "China expressed strong dissatisfaction and is resolutely opposed to this," said China's Ministry of Commerce (MOC) spokesman Yao Jian in a statement in September.     "This does not comply with WTO agreements on subsidies. The U.S. used an incorrect method to define and calculate the subsidies, which has resulted in an artificially high subsidy rate, hurting Chinese firms' interests," said Yao.     "We hope the United States can get rid of the bias and admit China's market economy status soon to tackle the double standards thoroughly and give Chinese enterprises equal and fair treatment," Yao also said last month.     The U.S. industries also expressed strong dissatisfaction with the trade case, saying such a protectionist move would hurt U.S. companies.     The trade restrictions would "hurt U.S. using industries by raising their costs and making sources of supply uncertain," Eugene Patrone, executive director of the Consuming Industries Trade Action Coalition (CITAC) told Xinhua in September.     He noted that the tariffs would make oil and gas exploration and production be more expensive, projects be delayed, "which is against our national goal of being less dependent on imported energy."     The onset of the global recession appears to have set off an increase in trade disputes around the world.     Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. Bown, a Brandeis University economics professor.     That increase follows a 44 percent increase in new investigations in 2008.     And China has become the main target of the rising protectionism.     In another steel dispute, the U.S. Commerce Department said on Tuesday that it will impose antidumping tariffs of 14 percent to 145 percent on imports of 91 million dollar steel grating from China. A final determination will be made by the department in April 2010.
