WUXI: Premier Wen Jiabao has demanded a thorough investigation of the Taihu Lake crisis, which has affected the drinking water supply of about 2 million people. Efforts to protect the lake from further pollution are also to be scrutinized. Vice-Premier Zeng Peiyan, who attended the symposium, told governments at all levels to work to prevent algae blooms and ensure the safety of drinking water. Zeng asked local governments to continue collecting the blue-green algae, intensify monitoring of water quality, ensure the water supply and divert more water from the Yangtze River to flush out the pollution. He also asked environmental watchdogs to strengthen supervision and punish factories that discharge pollutants into Taihu Lake. At the meeting, all towns around Taihu were ordered to establish sewage treatment plants. Chemical factories will have to meet a new water emissions standard by the end of June next year. Towns must set up sewage treatment plants and are forbidden from discharging untreated sewage into Taihu Lake or rivers in the Taihu valley. Existing plants must install nitrogen and phosphorus removal facilities before the deadline, according to the plan announced at the meeting. CHENGDU: Halfway up the Longquan Mountain sits a tiny village where Fu Qing used to live with her parents.Each morning, the young girl would get up at 6:30 am and after breakfast, walk for 40 minutes along a winding mountain path to the nearest primary school.In winter, she would often become anxious toward the end of the school day, concerned she might not make it home before sunset.But these days, the 14-year-old no longer has to worry about long lonely walks on dark mountain paths.Along with 3,164 other children from Longquan Mountain, Fu now attends a boarding school in Chengdu's Longquanyi district. It had just six classrooms and on rainy days, the roof leaked.Once the rain had stopped the students would have to repaint the blackboards with ink, which would get washed off in the downpour. And at the start of every semester, Fu and her classmates had to carry their desks and chairs to school, because there was no money to buy new ones.In the evening, Fu would make dinner for herself and her mother, who spent her days growing beans and fruit on the mountain. Fu's father worked at a construction site in Chengdu.The local government launched the Golden Phoenix Project in 2005 in a bid to bring youngsters like Fu down from the mountain and into middle schools in the towns.As well as providing them with financial support, the authorities allocated 160 million yuan for the construction of a boarding school, which, on its completion next year, will be able to accommodate 5,000 students.Fu is one of 1,840 students from mountain villages currently living and studying at the almost-complete school, which boasts 121 teachers, including 20 who act in loco parentis.And rather than having to repaint the blackboard after each downpour, Fu now enjoys computer studies and physical education classes when she gets to run on the rubberized athletics track, something she had never even seen before.The new school is helping provide Fu not only with an education, but also a real insight into urban living.Since she has been there, she has learned how to use a flush toilet, for example, and understand traffic lights.Her biggest dream is to finish her education and become an office worker in the city.Thanks to the Golden Phoenix Project, all middle-school-aged children from Longquanyi's mountainous areas attend boarding schools in nearby towns.The district government is now planning to spend a further 40 million yuan to establish similar schools for primary students.Zhou Jiping, head of Chengdu's education bureau, said: "The Golden Phoenix Project is just one of the efforts being made here to ensure the balanced development of urban and rural education."Children studying under the project often perform better than their peers from urban areas, he said.Over the past four years, local authorities have spent 1 billion yuan on the construction and renovation of 400 schools in rural areas. DALLAS -- Several leading US airlines have asked federal regulators for the right to operate new nonstop flights between the United States and China beginning in March 2009.American, the largest US carrier, said it applied Monday for a route from Chicago's O'Hare Airport to Beijing. A similar bid failed several months ago, partly because American's management and pilots couldn't agree on work rules for the flights.Continental applied Monday to fly between Newark, N.J., and Shanghai. The Houston-based airline said its flights would serve the financial hub of New York and a large Chinese-American population in the area. US Airways said it is seeking to offer nonstop service between its Philadelphia hub and Beijing, China. Delta Air Lines Inc. asked to fly from Atlanta to Beijing and Shanghai; and Northwest Airlines Corp. filed to offer service between Detroit and the same two Chinese cities. UAL Corp.'s United Airlines proposed to fly between San Francisco and Guangzhou starting in 2008, and between Los Angeles and Shanghai in 2009. Air service between the two countries is restricted by agreements between the two governments. US airlines eager to tap the growing Chinese market must apply to the Department of Transportation for new routes. In the competition for Chinese routes, US airlines gather support from politicians and customers to sell their proposals to federal regulators. BEIJING, March 21 -- A growing number of people are choosing to keep their money in the bank rather than invest it in stocks or property, a central bank survey released yesterday said.     More than 51 percent of the 20,000 households polled said the current level of interest rates was "appropriate", the quarterly survey by the People's Bank of China said. The figure was up from 46 percent in the previous poll held in the fourth quarter of last year, and was the fourth consecutive quarterly increase.     The central bank raised interest rates six times last year in a bid to curb inflation. The rate for a standard one-year savings account is now 4.14 percent, up from 2.52 percent at the start of last year.     While investing on the stock market was a popular option in the earlier part of last year, recent corrections have dampened enthusiasm. The benchmark Shanghai Composite Index has fallen about 40 percent since October, and in recent months, bank deposits have grown significantly.     The survey was carried out last month and involved families in 50 cities. Of those polled, 35 percent said they thought it necessary to save more, up from 30 percent in the previous poll, while almost 28 percent said they planned to invest more in stocks and mutual funds, down from about 36 percent.

NANJING -- Police in Nanjing, East China's Jiangsu Province, have nabbed 47 suspects over human trafficking and rescued 40 babies, said senior officers with the Nanjing railway police office on Friday.A group of four women, each holding a newborn baby in arms but never breast-feeding the infants, arouse police suspicion on May 24 on a train from Kunming, capital of Southwest China's Yunnan Province, to Nanjing and were questioned.The women, including one identified as Lang Chunyan from Tancheng County of East China's Shandong Province, confessed that the babies were bought from Yunnan and they had been doing so with the help of two other suspects, Dao Xiufen and Ding Fachang, since 2005. While Lang's husband, Shen Yuzhou, was in charge of selling babies with the help of 10 human traders in Shandong.Lang also confessed that they usually buy a baby girl at 1,500 yuan (US0) but sell it for 8,000 yuan, while a baby boy usually costs them 8,000 yuan and can fetch 20,000 yuan for them.The Nanjing railway police set up a special team of more than 10 policemen to investigate the case.The team arrived in Yunnan on May 27 and arrested Dao, Ding and seven other suspects. Shen was later arrested in Shandong.Investigations found that the gang of human traders headed by Shen and Lang have bought 27 newborn babies in Yunnan during 16 trips and then sold them in Shandong.Forty out of more than 60 babies who were trafficked by the gang have been rescued by police so far, while police were trying to find the others.
