BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that China and the United States will start preparations as soon as possible for the second round of the China-U.S. Strategic and Economic Dialogue (S&ED) scheduled for next summer in Beijing.     China and the United States will continue implementing the agreements reached at the first round of the dialogue last July in Washington, Hu said in remarks to reporters after talks with visiting U.S. President Barack Obama.     The two leaders spoke positively during the talks of the importance of the strategic and economic dialogue mechanism in strengthening mutual trust and cooperation between the two nations, he said.     Both leaders believed that close high-level contacts and other dialogues and consultations at various levels are essential to the development of bilateral relations, said the Chinese president.     The two sides agreed to keep close communication through visits, phone calls, letters and meetings during multilateral events, Hu said.

TAICHUNG, Dec. 23 (Xinhua) -- Letting in more mainland investors again hit the agenda in Taiwan as negotiators from two sides discussed mainland investment with local business people Wednesday.     At the symposium, Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), suggested Taiwan should not be "afraid" of competitors. When the mainland began to open up, the enterprises and industries also worried that they would be beaten by overseas competitors, but 30 years after, they not only survived but also became stronger, Chen said. Chen Yunlin, president of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS), speaks on a symposium on the investment of Chinese mainland to Taiwan, in Taichung of southeast China's Taiwan, Dec. 23, 2009.     "High liquidity of capital, people, resources and knowledge across the Taiwan Strait will bring prosperity to both sides," he said. "The mainland's advantage in manufacturing and Taiwan's leading marketing will supplement each other. Thus, the two can form a bigger economic entity in face of global competition."     Taiwan's Straits Exchange Foundation (SEF) Chairman Chiang Pin-kun echoed Chen's remarks. Chen Yunlin, president of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS), shakes hands with Chairman of Taiwan's Straits Exchange Foundation (SEF) Chiang Pin-kung on a symposium on the investment of Chinese mainland to Taiwan, in Taichung of southeast China's Taiwan, Dec. 23, 2009.  "(The mainland's) investment will bring more employment and boost economic growth, which will benefit both sides," Chiang said.     He admitted that not many mainland investors had entered Taiwan since the island lifted the ban in June, mainly because only a limited number of sectors were opened to them.     Another reason was that mainland investors were not yet familiar with the local market and business practice, Chiang said.     By the end of November, the Taiwan authorities approved 15 investment plans from the mainland, totalling 5.82 million U.S. dollars.     "I hope the policies can be clearer, the procedures simpler and more sectors are opened to us," said Wang Jing, president of the Newland Group, a Fujian-based IT firm with a project in Taiwan.     Currently, mainland investment can go to the sectors of textile, car making, home appliance, retailing and wholesale of consumer products, air and shipping service and infrastructure for public use (not including construction contractors).     Mainland companies have to get approval from Taiwan authorities under strict regulations and the conditions are also restrictive in those accessible sectors, Wang said. "The restrictions will prevent mainland companies from enjoying fair competition."     She cited the complicated procedure that mainland businessmen had to undergo to travel to Taiwan.     "We have invested in an IT firm in Taiwan. Research work requires cooperation between staff on both sides and they have to travel a lot across the Strait. When there is an emergency, our mainland staff always could not go to Taiwan promptly," she said. "In a world of tough competition, we should not sacrifice efficiency."     Many mainland companies are interested in real estate development, finance and telecommunication that are still not on the list.     Long Ge, vice president of Shanghai Xiandai Architectural Design Group, just finished a business tour in Taiwan.     "We hope to set up an office in Taiwan in near future," Long said.     His company hoped to launch real estate businesses, not only design but also construction and marketing, in Taiwan. "But we cannot if the restrictions remain there," he said.

BEIJING, Jan. 7 (Xinhua) -- A Chinese Foreign Ministry spokesperson said here Thursday that Japan's move to build facilities on the Okinotori atoll will not change its legal status, as Japan is seeking vast economic interests at the nearby southern Pacific.     According to the United Nations Convention on the Law of the Sea (UNCLS), and based on the natural and geographic situation of the Okinotori atoll, neither exclusive economic zones nor continental shelves should be claimed on it, Spokesperson Jiang Yutold a regular press briefing.     Japan has asked the UN Commission on the Limits of the Continental Shelf to recognize the extended area around the so-called "Okinotori island," 1,740 km south of Tokyo, as its continental shelf, which would enable it to claim a vast surrounding area as an exclusive economic zone.     According to Article 121 of the UNCLS, rocks that cannot sustain human habitation or an economic life of their own shall have no exclusive economic zone or continental shelf.     According to Japanese media report, the Japanese government plans to build a port and conduct mineral explorations on the atoll in 2010.     "Building facilities on it would not change the atoll's legal status," Jiang said.     Such a bid did not conform to the international laws of the sea and was against the interests of the international community, she said.

QINGDAO, Shandong, Jan. 10 (Xinhua) -- The most severe icing situation in the past 30 years in the coast off east China's Shandong Province continued to worsen amid cold snaps, oceanic officials said Sunday.     Sea ice appeared last week along the coastline of the Bohai Sea and northern Yellow Sea as cold fronts pushed the temperature down to minus 10 degrees Celsius, said Guo Kecai, deputy general engineer of the North China Sea Branch (NCSB) of the State Oceanic Administration. A mariculturist breaks the ice on the sea in Jiaozhou, east China's Shandong Province, Jan. 10, 2010The outer edge of the ice sheets in the Liaodong Bay, Bohai Bayand northern Yellow Sea extended 60 nautical miles, 15.5 nautical miles and 20 nautical miles, respectively, according to the NCSB.     With another cold front expected Monday, the sea ice along the coastline would further develop, experts said.     More than 200 fishing boats were frozen at a port in Dongying Village in the Jiaozhou Bay. Fishermen said the ice sheet could be20 cm to 30 cm thick. Police help move the vessels stucked by ice in Qingdao, east China's Shandong Province, Jan. 10, 2010In the waters near Liaodong Bay and Laizhou Bay, floating ice was reported in an area of 65 to 75 nautical miles, with ice measured more than 50 cm thick, threatening ship navigation, anchoring and operations at ports, Transport Minister Li Shenglin said Saturday.     The NCSB had strengthened monitoring on icing conditions and sent warnings to local residents and governments.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday voiced support for the peace and stability in South Asia.     "The two sides welcomed all efforts conducive to peace, stability and development in South Asia," said a joint statement issued after a meeting here between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     They support the efforts of Afghanistan and Pakistan to fight terrorism, maintain domestic stability and achieve sustainable economic and social development, said the statement.     They also pledged support for the improvement and growth of relations between India and Pakistan.     The two sides are ready to strengthen communication, dialogue and cooperation on issues related to South Asia and work together to promote peace, stability and development in that region, according to the statement.

BEIJING, Nov. 16 (Xinhua) -- Xiao Wu, now a student at Oxford University, recalls her life in Britain started off with "depression" six years ago in a renowned board school.     Fresh from China, the reality of the new country failed to meet her expectations.     "I was disappointed to find many of my British classmates just spent plenty of time on parties, instead of study," Xiao Wu says, a straight-A student in China, who struck her teachers and peers as "extraordinarily diligent."     It has taken her long to come to terms with the fact that British students just could be academically excellent as well without "excess hardworking" that was often held dear by their Chinese peers, she says.     "It seems that they could better balance school work and entertainment than most of us," she says.     But for younger Chinese, such culture shock is much less likely as they increasingly share a common international culture and make friends abroad.     Ding Kaiyan, 15, recalls making friends with Ayumi Saito during the latter's school excursion in China in August, 2008.     "We are both veteran players of Popcart (a popular racing game designed in South Korea), fans of NEWS (a Japanese boy band), and lovers of literature," she says. "Although I had not fully mastered Japanese, we hit it off at our first meeting."     One year later, Ding called on Ayumi Saito in Japan's Toyama Prefecture. Before her trip, Ding had glimpsed Japanese pop culture and customs through her Japanese teacher, Matsushita Hiroshi, and on the Internet.     Ding is one of dozens of students at the Northeast Yucai School, in the northeastern Liaoning Province, who have traveled to Japan to meet children their own age over the past six years.     "Globalization is a buzzword for scholars, but for children it just means how they live their lives," said Professor Shi Jinghuan, executive dean of the Institute of Education of the Tsinghua University.     Their favorite foods, clothes and pop stars and cartoon characters can come from any corner of the world, and many of them start to speak English at kindergarten, she says. "That may explain how they develop familiarity.     "The media, especially the Internet, have presented children all over the world with a colorful global village, and brought them closer," she says. "As long as you want to know, the information is at your fingertips."     Shi Junhao, 10, a fifth-grader at Beijing Fangcaodi International School, has just finished a six-week school trip to the U.K. with eight other students.     He made friends with Oliver after establishing that they shared a lot in common. "We were partners on the basketball court, and we both like U.S. President Obama," he says.     In the past four years, about 400 students from Fangcaodi International School have traveled abroad and more than 3,000 others had contact with foreign peers, says Yang Yuan, a teacher at the school. "Our children have shown strong interest in knowing more about the rest of the world."     "For toddlers, smiles and eye contact are enough to initiate friendship," says Cindy Li, a teacher at the SMIC School and Kindergarten in Shanghai, which has 1,800 students from 22 countries and regions, and about 100 foreign teachers.     Respect for other cultures and smashing stereotypes are crucial steps for nurturing open minds in children, says Professor Shi Jinghuan.     Understanding, respect and tolerance can cement friendships between children from all ethnic groups, says Shi.     "Children should know that being different isn't bad."

SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday that the biggest threat to U.S. security is the terrorist groups like al-Qaida.     "I do continue to believe the greatest threat to United States security are the terrorist networks like al-Qaida," Obama said during a dialogue with Chinese students in Shanghai.     He said U.S. troops moved into Afghanistan because al-Qaida wasbeing hosted by the Taliban in Afghanistan but the terror group has now moved over the border of Afghanistan and has networks with other extremist groups throughout the region.     The United States now has 68,000 troops fighting in Afghanistan. Obama is going to decide on whether to grant a request by the top U.S. commander in Afghanistan, Stanley McChrystal, to send 40,000 more troops.     "I do believe it is important for us to stabilize Afghanistan, so that the people of Afghanistan can protect themselves, and they can also be a partner in reducing the power of those extremist networks," he said.     The U.S. president admitted that defeating al-Qaida is a difficult task and is not just a military exercise.     Obama flew into Shanghai from Singapore on Sunday night to kickoff his four-day visit to China, his first trip to the Asian country since taking office in January.     Later Monday, he will fly to Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.

BEIJING, Oct. 31 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday called for tightened prevention measures against A/H1N1 influenza as the country recorded an increasing number of people catching seasonal influenza upon the arrival of winter.     In a visit to a children's hospital in the Chinese capital, Wen said the country faces severe challenges in the prevention and control of A/H1N1 and some areas are likely to have a sharp increase in the number of patients infected by the epidemic.     He said the country is fully confident and capable of doing well the prevention and control work of the A/H1N1 flu and would spare no effort in helping patients, especially those with severe symptoms, to recover. Chinese Premier Wen Jiabao (R2) talks with patients at the Beijing Children's Hospital in Beijing, capital of China, Oct. 31, 2009. Premier Wen visited A/H1N1 patients and medical staff at the Beijing Children's Hospital in Beijing on Saturday    Doctors would reassure patients that A/H1N1 flu can be prevented, controlled, and cured, he said.     Wen required intensified efforts to spread the knowledge concerning prevention and control of A/H1N1 flu and asked medical authorities to beef up prevention measures in schools and urban communities.     He also urged to mobilize residents to inoculate A/H1N1 flu vaccines on a volunteer basis and called on vaccine producers to speed up their production.     Medical staff should be careful and avoid infection when treating patients, he said.

BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.
