HANGZHOU -- China needs to "free itself from conservative ideas" if it wants to further open the country to the world, a gathering of foreign affairs officials concluded at meeting held in East China's Zhejiang Province on Tuesday.Officials in charge of foreign affairs at both the provincial and municipal levels agreed on future policies to open up their respective regions wider to the world."We need to free ourselves from conservative ideas, seek new ways to expand economically and have culture exchanges with other cities and regions in the world," said a statement issued at the meeting. The officials agreed that foreign affairs departments at local levels were facing great challenges which also offer great opportunities. They discussed the ways to implement the guidelines of the 17th National Congress of the Communist Party of China (CPC) in their foreign affairs work, the statement said.Opening wider to the world will contribute to China's drive to build a moderately prosperous society in all respects, realize peaceful development and create a harmonious world, it said.Chinese Foreign Minister Yang Jiechi also addressed the meeting on China's foreign policies and international relations.

If you fancy "chicken without sexual life", "husband and wife's lung slice" or even "bean curd made by a pock-marked woman" then you will have to look elsewhere."Spring chicken", "pork lungs in chili sauce" and "stir-fried tofu in hot sauce" are the correct translations of dishes at some Beijing restaurants, according to an initiative designed to help visitors navigate bilingual menus.Currently, odd translations of food served up in the capital's eateries are causing food for thought. The Beijing Speaks Foreign Languages Program, and the Beijing tourism administration, is about to change all that. The project is part of Beijing's municipal tourism administration's preparation for the Olympic Games next year, when at least 500,000 foreigners are expected to visit.Beginning March 2006, the translation project gathered a database of dishes and drinks from 3-star rated hotels and large restaurants. A draft list was put online at the end of last year seeking public feedback.Subsequently, a second draft added more than 400 common dishes at restaurants in Beijing's Houhai and Wangjing districts, where foreigners like to gather. The recent draft has been online since last Saturday, at www.bjenglish.com.cn and www.bjta.gov.cn.The finished draft is likely to be published in October, said an official with the Beijing Speaks Foreign Languages Program, quoted by the Beijing News. The final version will be published online and "recommended" to restaurants.Restaurants will not be forced by the government to use the suggested translations, the newspaper quoted an unnamed tourism administration official as saying.

China Foreign Affairs University (CFAU), the cradle of diplomats, set up a new school on Friday - the College of Diplomacy and International Relations - with former foreign minister Li Zhaoxing as the dean. Meeting students at a ceremony marking his appointment, Li highlighted the key criteria for a diplomat.Li Zhaoxing (Right), former foreign minister, receives a certificate naming him the dean of the College of Diplomacy and International Relations at China Foreign Affairs University on Friday from Wu Jianmin, university president. [Xinhua] "The most important is love for your country. This is my deepest feeling during my career at the foreign ministry," said Li."I hope graduates from this college can better serve our country, our people and contribute to peace and development around the world," he added.Li, a diplomat for nearly 40 years, retired this spring. He was appointed foreign minister in 2003, and was Chinese ambassador to the United States from 1998 to 2001.Some students said they like Li's animated style and are excited to have him as the dean."He is very friendly," said Wang Lei, a third-year student majoring in diplomacy.CFAU President Wu Jianmin said the establishment of the school reflects "a golden era" for China's diplomacy."China's diplomacy has entered a golden era, and it is in this context that the college has been set up," said Wu, who was formerly ambassador to France."Never have we seen such a big stage for us, never have people expected so much of us, and never has the world looked at China with such a high hope," he added.CFAU, established in 1955, is affiliated to the Foreign Ministry, and specializes in training international affairs experts and diplomats.

Rescuers take a rest outside a flooded coal mine in Xintai City, East China's Shandong Province, Aug. 18, 2007. One hundred and seventy-two miners were trapped in a flooded coal mine in Xintai, authoritative sources said on Saturday morning. [Xinhua]XINTAI, Shandong Province -- One hundred and seventy-two miners were trapped in a flooded coal mine in east China's Shandong province, authoritative sources said on Saturday morning. The flooding occurred at around 2:30 p.m. Friday in the coal mine of Huayuan Mining Co. Ltd (formerly known as Zhangzhuang coalmine) in Xintai City, about 150 kilometers south of Jinan, Shandong's capital.A total of 756 miners were working underground at the time of the flooding and 584 managed to escape after the accident, Xu Qinyu, general manager of the company said on Saturday morning.Downpours hit the area Friday with a precipitation of 205 millimeters, triggering flash flood and a 50-meter breach of a levee of the Wen river in the region.Floodwater from the Wen river swamped the coal mine via an old shaft. A 100-millimeter rainfall Saturday night worsened the flooding situation. The rain ended around 7 a.m. Saturday.By 8:50 a.m., the working places under the mine have been all inundated, according to the rescue headquarters.Wang Ziqi, director of the Shandong coal mine safety administration, said the trapped miners had only slim chances of survival. Most of the trapped people were from rural areas in Tai'an City and surrounding areas, said Wang Junmin, vice governor of Shandong.About 2,000 Chinese People's Liberation Army troops, armed police and miners have closed up a 30-meter section of the breached levee of the Wen river by midday Saturday. The closure of the breach is crucial to the rescue efforts and it will stop water from continuing to flow into the mine, according to rescuers. In a separate accident in Xintai, nine people were trapped in the Minggong coal mine after it flooded because of the rainstorms.Ninety-five people were working underground when the accident happened. Eight-six have been lifted alive. Rescue work is underway.Li Yizhong, director of the Administration of Work Safety and Zhao Tiechui, director of the State Administration of Coal Mine Safety, have rushed to the site to oversee rescue efforts. The work safety watchdog issued on Saturday an emergency notice urging coal mines to draw lessons from the Huayuan mine accident and immediately take preventive measures against rainstorm-triggered floods.Huayuan Mining Co. Poor planning not natural events was to blame for a spate of deadly accidents recently, safety chief Li Yizhong said.In the latest major incident, 172 miners are still trapped underground nearly three weeks after floodwater inundated the Huayuan mine in Xintai, East China's Shandong Province. Rescue work is ongoing. There have been 18 major accidents (with at least 10 people killed each) since July 18. Seven of these incidents have been triggered by natural events."The root is some local authorities and companies have failed to take sufficient action to tackle safety loopholes and build a sound early-warning mechanism," the chief of the State Administration of Work Safety said on Tuesday.Learning from these "bloody lessons" will prevent "accidents triggered by natural disasters," Li said.In a circular issued last Friday the State Council urged mines that risk being flooded to stop production when typhoons land or there is torrential rain. The circular also asked mine owners to identify hidden natural dangers and remove them."We feel it is urgent to improve emergency rescue mechanisms and carry out more training and drills," Li said.He cited two explosions at a natural gasfield in Kaixian County, Chongqing, which had very different outcomes. The first incident killed 243 people in 2003. But in 2006, nobody was killed when there was a similar incident because emergency plans were in place and there had been drills. The work safety situation in China is grim despite a decline in the death toll over the first eight months of this year, Li said.Statistics showed 61,919 people were killed in various work accidents nationwide between January and August. This was 13.9 percent lower than over the same period last year. The number of major accidents with 10 or more deaths during the same period has dropped by 14.7 percent year on year.In response to the high number of fatal accidents the State Council Work Safety Committee has sent about 300 people, in 24 teams, to carry out safety checkups across the country, starting August 27 and ending September 20.

SHENZHEN -- China on Wednesday laid out a primary plan for its second pipeline of the West-East natural gas transmission project.According to the plan, construction of the 8,794 kilometer gas pipeline, which consists of one major line and eight sub-lines, will involve an investment of approximately 143.5 billion yuan (US.8 billion). The major line will extend 4,945 km, running from Khorgos in the northwestern Xinjiang Uygur Autonomous Region to Guangzhou, capital of south Guangdong Province.Construction of the pipeline will begin this year and it will go into operation in 2010. The pipeline would pass through 13 Chinese regions. It would carry natural gas from central Asian countries and Xinjiang to the economically prosperous but energy thirsty eastern and southern China areas, including Shanghai and Guangdong Province.

China's natural gas output would at least double the present volume in the coming decade to reach 150 billion to 200 billion cubic meters, PetroChina Vice President Jia Chengzao said on Tuesday.     PetroChina, the country's leading natural gas producer, alone has reported an annual output rise of 10 billion cubic meters for two consecutive years, he said.     "We will strive to keep the same growth rate this year," said Jia, a member of the 11th National Committee of the Chinese People's Political Consultative Conference, who is attending the annual political advisory session.     His company produces about 75 percent of China's total natural gas output.     Recent discoveries of new gas fields, including Jidong Nanpu Oil Field in north China's Bohai Bay, which contains 1.18 billion tons of oil and gas reserves, would boost China's natural gas sector and optimize its energy structure, said Jia.     "China National Petroleum Corporation (CNPC) will probably announce the proven reserves of the Longgang gasfield in the southwestern Sichuan Province around the end of this year," he said.     Industry insiders believe the Longgang gasfield contains at least 700 billion cubic meters of estimated reserves.     China's natural gas output reached 69.31 billion cubic meters last year, up 23.1 percent year-on-year, according to China Petroleum and Chemical Industry Association.     Listed in Hong Kong and New York, PetroChina Company Limited is the listing arm of China National Petroleum Corporation (CNPC), the largest oil producer of China.

Chairman of the US Joint Chiefs of Staff Marine Gen. Peter Pace inspects the guard of honor during a welcome ceremony at the Defence Ministry in Beijing March 22, 2007. [Reuters]"Clearly, both the United States and China have enormous military capacity, but equally clearly neither country has the intent to go to war with the other. So absent of intent, I don't find threat," General Peter Pace, chairman of the Joint Chiefs of Staff said. "We should not focus on how to fight each other but how to prevent military action. That is what my government is focused on, and that is what my Chinese counterparts here have said their government is focused on." Pace arrived in Beijing Thursday for a four-visit which as he said is aimed at boosting military ties Pace said he had discussed the sensitive topic of Taiwan with the Vice Chairman of the Central Military Commission, Guo Boxiong, Defence Minister Cao Gangchuan and Foreign Minister Li Zhaoxing. "It is not surprising that in each of the meetings, the issue of Taiwan came up. It is clearly a fundamental issue with China," he said. Asked about the possibility of a conflict over Taiwan, he said: "I believe there are good faith efforts among all the leadership to prevent that." Pace said he had repeated US President George W. Bush's position that the US leader "would not support Taiwan independence" and that Washington wanted the issue to be handled peacefully. Pace's visit follows a US announcement last month that it plans to provide over 400 missiles to Taiwan.China's military is proposing officer exchanges and other confidence-building measures with the US Army and may be inching closer to setting up a "hotline" for emergency communication with Washington, according to Pace. Pace said he immediately agreed to study the proposals put forward Friday by Gen. Liang Guanglie, chief of the PLA's General Staff Department. "To me this was a very good, open discussion and one that I found very encouraging," Pace told reporters in Beijing. Liang's proposals included sending Chinese cadets to the Army academy at West Point as well as participating in joint exercises and humanitarian and relief-at-sea operations "that might be able to build trust and confidence amongst our forces." Military exchanges were largely suspended following a collision between a US spy plane and a Chinese jet fighter over the South China Sea in 2001.  Pace said the sides agreed to keep discussing setting up a "hotline" between either military or civilian leaders that would help ease any future friction. "The Chinese military understands as well as I do that the opportunity to pick up the phone and talk to somebody you know and smooth out misunderstandings quickly is a very important part of relations between two countries," Pace said.

Fifty-two workers were trapped early Sunday when a torrent of mud and water engulfed a rail tunnel under construction in central China. Rescue teams managed to free 35 of the workers building the tunnel in Hubei province and the remaining 17 trapped about 200 metres (660 feet) below ground would soon be freed, the Xinhua New Agency added. Earlier reports said 38 workers were trapped in the accident Heavy rains have triggered severe flooding and mudslides across many areas of central China in recent weeks. According to Xinhua news agency, 78 people died and 18 are still missing after three days of downpours set off flash floods in Henan province in the past week. More than 700 people have been killed by floods, landslides and lightning this year in China, according to latest official figures that have yet to tally the past week's casualties.
