BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

BEIJING, Feb. 4 (Xinhua) -- Centralized procurement by the Chinese government has helped save close to 2 billion yuan (about 290 million U.S. dollars) in 2009, an official said here Thursday.The Chinese government spent more than 14.7 billion yuan in government procurement last year, Chen Jianming, director with the government procurement center said during a work conference held in Beijing.The figure was 1.8 billion yuan more than in 2008, he said.Chen noted that Chinese government departments had made "remarkable" progress in reducing their expenditures in 2009.For instance, the amount of money spent on purchasing vehicles by the government departments in 2009 dropped by 35 percent year on year, he said.They also spent two percent less in government procurement for work conferences compared with the year before, he said.Chen said the government purchases will continue to focus on energy-efficient, environment-friendly, as well as innovative and domestic products in 2010.The procurement center would stick to the policies of protecting information security and supporting small and medium-sized companies when making purchases, in order to push forward the development of the country's industries and the readjustment of its economic structure, Chen said.

BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. BEIJING, Jan. 27 (Xinhua) -- The government and enterprises should continue to step up efforts in pollution and emission control to ensure targets set previously are met, according to a meeting of the State Council.The government should "slack no efforts" to cut pollutants and emissions to meet the targets as the situation remains "grave", according to a statement issued Wednesday after the councils' executive meeting chaired by Premier Wen Jiabao.The government set the goal to cut emissions of major pollutants, sulfur dioxide and chemical oxygen demand (COD) by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.According to the meeting, the central task at present is to ensure pollution treatment facilities run normally.Vigorous efforts should be made to cut pollution from sectors including thermal power, iron and steel, non-ferrous metal, cement, paper making making, chemical, brewing and printing and dyeing, it said.The statement said the toughest standards should be applied in the management of water resources to ensure safe drinking water for people.Emissions of sulfur dioxide in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said Monday.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the targets were set at the beginning of 2006.
