BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.

BEIJING, Nov. 18 (Xinhua) -- Nov. 15 to 18 are three usually unremarkable days on the calendar but this year they attracted worldwide attention as U.S. President Barack Obama paid his first state visit to China. Obama arrived in China at the invitation of Chinese President Hu Jintao with the international focus on how the two countries would address a raft of global issues. When he left, analysts saw a new direction for developing the China-U.S. relationship, which had major significance, and believed the summit had rendered bilateral relations stronger.     Hu and Obama reiterated in the China-U.S. Joint Statement that both sides were committed to building a "positive, cooperative and comprehensive relationship in the 21st century" and promised to take concrete action to build a partnership to jointly cope with common challenges. A NEW GOAL, ATTRACTIVE WORDING     In the press conference at the Great Hall of People, Hu said he and Obama were positive about the development of the China-U.S. relationship since the inauguration of the new U.S. administration11 months ago, and they agreed to strengthen dialogue, communication and cooperation from a strategic and far-sighted perspective, and to make joint efforts to build a positive, cooperative and comprehensive China-U.S. relationship to promote world peace, stability and prosperity.     Obama said the partnership with China had helped his country to fight the most serious financial crisis seen in generations.     He added that the China-U.S. relationship had never been more important to the common future of the two countries. Challenges like climate change, nuclear proliferation, or economic recovery could never be met with a single hand.     "That's why the United States welcomes China's efforts in playing a greater role on the world stage, a role in which a growing economy is joined by growing responsibilities."     Jin Canrong, deputy dean of the International Studies School at China's Renmin University, told Xinhua the new goal for the China-U.S. relationship was to build a partnership to jointly cope with common challenges that was quite positive and significant.     Fu Mengzi, director of the Institute of American Studies under the China Institute of Contemporary International Relations, told Xinhua the partnership to combat common challenges had positive and new meanings.     David Shambaugh, a George Washington University professor and senior fellow at the Brookings Institution, said the outcome of the summit "reflects the 30 years of hard work in building the relationship, as well as the growing strategic trust between the two sides."     He said both sides were actively committed to develop a "positive, cooperative and comprehensive relationship in the 21st century," and a joint statement issued after the meeting between the two presidents may help take China-U.S. relations into a "totally new and positive era."     FACING GLOBAL CHALLENGES TOGETHER     As one of the topics of the meeting between Hu and Obama, facing global challenges together has obtained great attention.     Fu said the challenges not only included those related to both parties, but also those concerned with global interests.     The China-U.S. Joint Statement stressed that, with global challenges increasing, the interdependence of all countries in the world had deepened and their need for peace, development and cooperation had increased.     On numerous critical issues concerned with global stability and prosperity, China and the United States have a broader basis for cooperation and shoulder more important common responsibilities.     The two countries should further enhance coordination and cooperation, jointly cope with common challenges and make efforts to promote peace, security and prosperity in the world.     Jin said focusing on global issues during the meeting demonstrated the global characteristic of China-U.S. relationship that had gone far beyond bilateral ties. Both parties were seeking more areas for cooperation, he said.     Shambaugh told Xinhua the joint statement released on Nov. 17 was an extremely positive document -- filled with countless examples of tangible Sino-American cooperation on a large range of bilateral, regional, and global issues.     Mainichi Shimbun, a major daily in Japan, reported that both parties agreed on deepening China-U.S. relations in a new era, which symbolized the bilateral ties had entered a new phase of development.     Obama said at the press conference that the United States welcomed China as a "strong, prosperous and successful member of the community of nations." This gave the impression that both countries had entered a new era of cooperation on global issues, the newspaper said.     Japan's Kyodo News reported that the Chinese and U.S. presidents agreed to cooperate on a plethora of critical issues, including climate change and nuclear non-proliferation.     Differences on issues such as human rights and trade imbalances were not obvious, which demonstrated that both sides had put intensifying bilateral ties as a priority, the news agency said.   CONSOLIDATING FOUNDATION FOR FUTURE DEVELOPMENT     During his talks with Obama, President Hu made five proposals on further advancing China-U.S. relations, of which the top priority was that the two countries should continue to increase strategic mutual trust.     Trust and cooperation is the only way to deal with country-to-country relations in the new era, Hu said, proposing that both sides view the world and each other and their relations from a new perspective.     The two leaders also believed that to nurture and deepen bilateral strategic trust was essential to China-U.S. relations in the new era. As Chinese Vice Foreign Minister He Yafei said, the respect for each other's core interests is the "key" to their relations.     Fu told Xinhua China-U.S. relations had been closely connected with a solid foundation based on common interests.     "There's no reason for the two countries to stray away from the status quo," Fu said, adding that a new China-U.S. joint statement issued following the summit stressed the will to enhance strategic mutual trust.     French newspaper Le Figaro said China's Hu welcomed a long-term strategic relationship and Obama highlighted the great importance of the bilateral relations for the future development of both countries.     Observers said Obama's visit to China could demonstrate an upgraded foundation for bilateral relations.     This was echoed by Shambaugh, who said the meeting between the two leaders was warm and sincere, showing an increasing strategic trust between China and the United States.     Agreements between the two countries would bring more peace and stability to the Asia Pacific region as well as the rest of the world, he added.

RABAT, Jan. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who is on a five-nation African tour, held talks Monday with his Moroccan counterpart Taieb Fassi Fihri on ways to upgrade relations between the two countries.     The two spoke highly of the abundant achievements that have been made in bilateral cooperation in various fields, mainly in politics, economy and trade, culture and health, since the establishment of diplomatic ties 52 years ago, an official press release gained by Xinhua said.     It said the two ministers agreed to continuously promote the upgrading of China-Morocco friendly ties by enhancing political mutual trust, deepening cooperation, expand people-to-people exchanges and strengthening coordination in international and regional issues.     After the talks, the two top diplomats signed a China-Morocco joint communique on Morocco's recognition of China's market economy status.     Yang is on his first official foreign visit of the year that includes five African nations, namely Kenya, Nigeria, Sierra Leone, Algeria and Morocco, as well as Saudi Arabia.     It has been China's tradition for 20 years that its foreign minister visits Africa in the beginning of the year.

BEIJING, Nov. 5 (Xinhua) -- The vice foreign minister on Thursday hailed Vice Premier Li Keqiang's official visit to Australia, New Zealand and Papua New Guinea as "very fruitful," calling it a major diplomatic activity of China with the South Pacific region.     Li's official visit to the three countries from Oct. 29 to Nov.5 was of great significance to the development of friendly cooperative relations between China and the three nations, He Yafei said.     CONSOLIDATING POLITICAL BASIS OF BILATERAL TIES     He said that, during the visit, Li met with Australian Prime Minister Kevin Rudd and Deputy Prime Minister Julia Gillard, and they reached important consensus on the development of China-Australia ties.     Both sides agreed to view their relationship from a strategic and long-term perspective because the importance of China-Australia cooperation is becoming increasingly prominent.     They also agreed to respect and take into full consideration the core interests and major concerns of each country, properly handle sensitive issues and strive to promote sound, steady growth of bilateral relations, He said.     Australia reiterated its respect for China's sovereignty and territorial integrity, and a joint statement was released by China and Australia to strengthen their practical cooperation for mutual benefits.     During his visit to New Zealand, Li met with Prime Minister John Key and Deputy Prime Minister Bill English. They stressed the strategic significance of developing bilateral ties in an active and comprehensive manner and strengthening pragmatic cooperation in various fields.     The New Zealand leaders reiterated that they respected China's stance on issues concerning China's core interests such as Taiwan, Tibet and Xinjiang.     During his visit to Papua New Guinea, Li held talks with Governor General Paulias Matane, Prime Minister Michael Thomas Somare and Deputy Prime Minister Puka Temu.     They pledged to consolidate the traditional friendship between the two countries, promote bilateral cooperation and support each other to advance their relationship. The leaders of Papua New Guinea reiterated their staunch adherence to the one-China policy.   PROMOTING MUTUALLY BENEFICIAL TRADE & ECONOMIC COOPERATION     Li and leaders of the three nations stressed that their economies were highly complementary, and deepening mutually beneficial trade and economic cooperation was in line with the fundamental interests of both sides.     They agreed to adopt a strategic approach in their trade and economic cooperation, pledging to actively expand cooperation in technology, new energy, bio-medicine, and environmental protection while promoting cooperation in traditional areas such as energy, mineral resources and agriculture.     Australia expressed willingness to become China's strategic partner in the areas of resources and energy. Both sides agreed to promote the negotiation process of the Free Trade Agreement based upon the principle of positive cooperation, pragmatism, balance and mutual benefits. During Li's visit, the two countries signed two cooperation agreements in telecommunications.     Before and during Li's visit, Australiat approved the application by China's Yanzhou Coal Mining Co., Ltd to acquire full ownership of Felix Resources Ltd.     Australia also approved China's Baosteel Group's second-version application for investing 285 million Australian dollars to acquire a 15-percent stake in Aquila Resources, an Australian coal and iron ore producer.     During his visit, Li and New Zealand leaders agreed to continue to implement the free trade pact between the two countries, and to expand the scale of cooperation in trade and economy.     The two countries signed a series of cooperation agreements on food security, inspection and quarantine and Chinese workers seeking temporary jobs in the island nation.     The leaders of Papua New Guinea said they were willing to advance cooperation with China in some traditional areas such as agriculture, forestry and fishery as well as in energy and resources.     During Li's visit, the two countries signed agreements on economic and technological cooperation as well as on preferential loans.     ENHANCING CULTURAL EXCHANGES     Li also reached consensus with leaders from the three nations on further enhancing friendly cultural exchanges and cooperation and promoting people-to-people links in such fields as education, culture and tourism.     The Chinese delegation endorsed plans with the Australian side for the Year of Australian culture in China in 2010-2011 and the Year of Chinese Culture in Australia in 2011-2012.     Li also said that China would provide a pair of giant pandas to Australia within the year for research purposes.     China signed MOUs with Australia and New Zealand on education and cooperative training programs during Li's visits, and also established a Confucius Institute with Canterbury University in New Zealand.     The Chinese leader also pledged assistance to the three nations in their participation in Shanghai World Expo in 2010.     PROMOTING MULTILATERAL COOPERATION     All three nations spoke highly of China's positive efforts and constructive role in dealing with major issues such as the global financial crisis and climate change.     Li agreed with the leaders from Australia, New Zealand and Papua New Guinea to further promote negotiation, coordination and cooperation in coping with major issues and in multilateral organizations such as the United Nations and the Asia-Pacific Economic Cooperation.     DEEPENING UNDERSTANDING OF CHINA     In his speech to Australian industrial and business leaders, Li made a comprehensive introduction of China's stand and achievement in countering the global financial crisis.     He made clear China's sticking to a path of peaceful development and its adherence to a strategy of opening up that is mutually beneficial.     Li also advanced a three-point proposal on consolidating the China-Australia relationship, which included observing China-Australia relations from a strategic perspective, promoting pragmatic bilateral cooperation in trade and the economy based upon the two countries' complementary strengths, and advancing cultural exchanges in a harmonious and friendly fashion.     The Chinese leader also conducted extensive exchanges with government leaders, managers from enterprises, institutions of higher education, research bodies and media during his visit.     According to He, Li's visit to Papua New Guinea was a show of China's positive attitude toward strengthening relations with Pacific island nations.     China and the Pacific island nations share many common interests and are firm supporters of each other in various major global and regional issues and in international organizations such as the U.N., He said.     China's relations with the Pacific island nations have developed rapidly in recent years, and constitute an important part of China's relationship with other developing countries, He said, adding that two-way trade volume reached 1.76 billion U.S. dollars in 2008.     He said China has been providing a series of economic and technical assistance to countries having established diplomatic relations with China in the region.     China has helped them in infrastructure construction, sent professionals to the region to help develop their economy and carried out numerous training programs, He said.     All those efforts are strong proof that the development of the relationship between China and the Pacific island nations is beneficial to all and has a promising future, He said.

It must be rooted in our people, in the studies we share, in the business we do, in the knowledge that we gain, and even in the sports we play, and these bridges must be built by men and women just like you, and your counterparts in America," Obama told an audience of about 600 university students in Shanghai.     "I am absolutely confident that America has no better ambassadors to offer than our young people, for they just like you are filled with talent, energy and optimism about the history that is yet to be written.     "So let this be the next step in the steady pursuit of cooperation between our two nations and the world," Obama said.     After delivering the opening remarks, Obama took questions from students as well as the Chinese online community, covering a wide range of topics such as Sino-U.S. cooperation, cross-Strait relations and anti-terrorism in the U.S..     The White House website Sunday posted a notice of Obama's meeting with Chinese youth, saying that holding the event in Shanghai was symbolic as the Shanghai Communiqué was announced here and helped pave the way for normalization and the first 30 years of formal diplomatic relations.     "If there is one thing we can take from today's dialogue, I hope that it is a commitment to continue this dialogue going forward," Obama said in his speech.

BEIJING, Dec. 26 -- The weight of private enterprises in the overall economy is on the rise and that of State-owned enterprises (SOEs) on the decline, Ma Jiantang, minister of the National Bureau of Statistics, said on Friday.     The number of private firms rose by 81.4 percent from 2004 to 2008 to reach 3.6 million and SOEs dropped by 20 percent to 143,000, Ma said at a press conference where China's second economic census results were released.     China has made great efforts over the past 30 years to restructure its economy. It has gradually raised the proportion of private enterprises after the market-oriented reform began in the early 1980s. As a result, the private sector has contributed an ever-growing value to the country's GDP and provided most of the jobs.     But in recent years, some major acquisitions have seen SOEs buying into private companies, sparking concern that the State may be strengthening its control over the private sector.     Ma said the census figures do not suggest SOEs are buying into private enterprises.     In terms of asset value, SOEs saw their proportion in the nation's total drop by 8.1 percentage points from 2004 to 2008 to 23 percent. In contrast, private enterprises' assets rose by 3.3 percentage points to 12.3 percent.
