But Paulson said Friday that lawmakers were sending the wrong message by threatening to punish Beijing."We would like to see the Chinese move and show more flexibility," he said.Paulson will also hold talks with President Hu over tensions arising from China's swollen trade surplus and other issues. The secretary also is to meet Vice Premier Wu Yi, who leads the Chinese side of the dialogue. The last formal meeting of the economic dialogue in May ended with no progress. Since then, China has announced measures to rein in surging export growth. It repealed rebates of value-added taxes on more than 2,000 types of goods ranging from cement to plastic products in June. Last week, the government said it would limit the growth of its "processing trade," a big but low-profit segment of the economy that imports components and exports finished goods.Paulson was due to leave China on Wednesday.

A regional pilot scheme designed to provide basic medical insurance for all urban citizens will go nationwide this year, a senior labor official said Tuesday.A further 229 cities will be added to the scheme this year, Wang Dongjin, former vice-minister of labor and social security and head of a team of experts involved with the pilot, said at a national teleconference.By the end of the year, the scheme will cover 317 cities, Wang said.Dubbed by the public as a lifesaving project, the scheme has been well received by residents in the 88 pilot cities and has brought financial and medical relief to all beneficiaries, he said.Launched in September, the program, as of December, covered 40.68 million people with 620,000 of them already benefiting from it, Wang said.With an average annual premium of 236 yuan () for adults and 97 yuan for children, the scheme will be extended to at least 240 million non-working urban residents, such as children, students, the elderly, the disabled and the unemployed.These groups have been given access to the insurance plan through agents at schools and neighborhood communities, Wang said.For the disabled, home visits will be offered to help them sign up, he said.The premiums are paid by households, instead of individuals, he said. And the government will give subsidies annually to each participant, with more going to families of low-income earners and the disabled.Wang cited a recent survey showing 68 percent of those insured giving it the thumbs up.The poll also found that, between October and December, the number of patients who refused medical treatment for fear of high costs decreased by 10 percent.While subsidized by both central and local governments, the insurance scheme presents both personal and governmental liabilities and cannot be considered a welfare program in its entirety, Vice-Premier Wu Yi said at the conference.Personal contributions to enroll in the scheme cannot be lowered, she said.With the new scheme, China now has a three-layer medicare system, including the health insurance plan for urban employees launched in 1998 and the New Rural Cooperative Medical Scheme launched in 2003.Among those already covered by the medical scheme are more than 10.8 million urban residents in Jiangsu province, almost 4.7 million people in Anhui province, and in excess of 2.2 million urban residents in Gansu province.

CHENGDU: Thick fog continued to blanket parts of western and central China Sunday, causing traffic accidents, flight delays and highway closures.Plunging visibility from the bad weather delayed more than 150 flights and left 12,000 passengers stranded Sunday in the Shuangliu International Airport in this capital of Sichuan Province, airport officials said.The airport was closed for nearly nine hours Sunday morning before a flight to Tibet took place at 11:10 am."Full operations did not return to normal until more than an hour later when the first flight from Shenzhen in Guangdong Province landed here," airport publicity department official Liu Gang told China Daily."It was the second day visibility in the airport had been at about 10m."On Saturday morning, a heavy fog fell on Chengdu, shrouding its downtown areas and six suburban counties with a visibility of under 50m.The airport itself was closed for eight hours that day, with 121 flights delayed and 11,000 passengers stranded.Sichuan weather bureau deputy chief Zhong Xiaoping said environmental pollution was a major cause of the fog.Zhong advised citizens to take buses more often, save energy, cut car exhaust, and play a part in the recycling of waste materials.More than 10,000 vehicles were stranded from the fog on highways Sunday, about 4,000 more than the day before, the Chengdu Transportation Bureau said. At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Delegation groups will today meet with government leaders, including Yang Jiechi, the minister of foreign affairs and Jiang Zhenghua, chairman of the Chinese Peasants' and Workers' Democratic Party. The visiting students may even bridge some cultural divides. "I think that young people can play a very important role in securing a peaceful future for the US and China," Levin said. "Today, especially among the older generation, there is a great deal of ignorance about China in the United States, and some ignorance about the United States in China as well." Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". "I think the trip will serve a cultural purpose in that our students will get a deeper understanding of Chinese culture to the extent that this throws into public view the importance of student-to-student exchanges," Levin said. "And that certainly serves a political purpose."

BEIJING - China's quality control watchdog has rejected a Hong Kong media report which alleged the mainland had exported hairy crabs containing carcinogens to Taiwan, confirming that the mainland had not exported any hairy crabs to Taiwan so far this year."The mainland's quarantine authorities have not approved the exports as the two sides are still in talks about quarantine standards," said a spokesman with the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ ).Hairy crabs, mainly bred in East China's Jiangsu Province, have become a popular autumn delicacy in the mainland and have sold well in Taiwan, Hong Kong, Singapore, Japan and the United States.But in August the Taiwan authorities published new standards requiring the crabs to contain no detectable drug residues, despite an agreement met with the mainland in July."The new standards are too picky and have no scientific grounds, nor do they comply with the WTO rules," said the GAQSIQ spokesman."We have noticed that a group in Taiwan is trying to discredit mainland food products. GUANGZHOU: The Guangdong People's Procuratorate on Thursday called on the public to continue to help it identify and prosecute government officials found to be guilty of dereliction of duty. Figures show that of the 2,200 such cases reported by the public since 2005, 738 people in 678 cases were subsequently prosecuted. Of those, 65 were county-level officials, with five holding more senior positions. Since the beginning of 2006, the procuratorate has rewarded 23 people for providing information on such cases, Huang Liming, director of the anti-dereliction of duty division of the provincial procuratorate, said. Also on Thursday, the provincial disciplinary watchdog disclosed details of four its most serious cases. In one, two police officials in Huazhou, Guangdong, were charged with torturing to death Huang Weiqing in November 2002, who had earlier been arrested for being a grifter. A court heard how police officer Huang Weiguang, who had been drinking alcohol prior to interrogating the suspect, repeatedly beat the man about the head, chest, back and legs until he lost consciousness, in a bid to extract a confession. Huang Weiqing later died of his injuries on November 14. A second police officer, Li Hanyu, was found guilty of failing to intervene; he instead simply left the room. Almost 40 police officers from the station unanimously testified that the suspect had killed himself by hitting his head on a table while being questioned. However, the dead man's family continued to appeal to government departments for justice. The provincial procuratorate eventually set up a special team and after a two-month investigation reached its decision on the police officers involved. Huang was sentenced to life imprisonment, while Li got two years for dereliction of duty. A number of other police officers were also punished. In another case, Fu Zuoqing, the former president of the Qingyuan Intermediate People's Court, received 11 years' imprisonment for misuse of power, bribery and embezzlement.

People in the southern city of Guangzhou appear to be suffering mental problems at ever younger ages as they struggle to adapt to life outside the home and school, a source with the local health authority said.There are currently 43,803 registered cases of mental illness in the city. Up to 40 percent of them are between 16 and 25 years old, according to the Guangzhou health bureau."A decade ago, most people with mental illnesses were between 18 and 30 years old. But now they are five years younger," Zhao Zhenghuan, director of the Guangzhou Brain Hospital, said.Zhao attributed the situation to young people's "relatively poor social adaptability.""Children from single-child families receive a lot of care at home and school, but when they leave home and school, they find it hard to adapt to life. They easily develop mental problems such as anxiety and depression," Zhao said.Pan Jiyang, a psychologist with the first Affiliated Hospital of Jinan University in Guangzhou, Thursday called for "early treatment and mental education" for teenagers who are mentally ill.Not seeking helpPan said some 80 percent of people who suffer from mental illness do not seek help after their conditions are diagnosed."Delayed treatment at the early stage will lead to more serious conditions. UNITED NATIONS -- China's special representative for climate change talks, Yu Qingtai, urged the international community to conduct substantive negotiations aimed at securing a new global post-2012 agreement on climate change by 2009.Speaking at the UN General Assembly debate on climate change, Yu said that the Bali roadmap, adopted at the UN climate conference last December by delegates from nearly 190 nations, is "only a beginning.""The international community must continue with the task of conducting substantive consultations and negotiations, so as to insure a final agreement on the post-2012 international cooperation on climate change within the next two years," he said.Yu emphasized that any framework for future arrangements must be firmly based on the principles established by the UN Framework Convention on Climate Change (UNFCC) and the Kyoto Protocol, particularly the principle of common but differentiated responsibilities.The four building blocks of the roadmap -- mitigation, adaptation, technology transfer and financing, are all important components for developing an effective framework for responding to climate change, and should be given equal attention, and none of them should be neglected, he noted.Urging developed countries to further strengthen policies and measures aimed at emission reduction, the special envoy said the concerns by developing countries over adaptation, technology transfer and financing should be addressed in earnest, so that they will have the capacity to make greater contributions to confronting the challenge from climate change."The effectiveness of participation by the developing countries will, to a significant extent, depend on whether the developed countries will take substantive actions on financial and technological assistance," he said. BEIJING -- China pledged to normalize life and production in snow-hit provinces as early as possible at an executive meeting here on Wednesday to make arrangements on the issue of rebuilding in these areas.Premier Wen Jiabao presided over the executive meeting of the State Council, China's Cabinet.The meeting marks a turning point of China shifting the focus of its efforts from disaster relief to reconstruction of the badly hit areas. The State Council spoke highly of the joint efforts made by civilians, troops and police to fight the snow-caused catastrophes.Currently, transport has returned to normal nationwide and damaged power supply and transmission networks are being repaired. In the affected areas, power supply for residential use has basically been restored, markets are stable and social order has been maintained, according to the meeting.The meeting warned local governments and departments concerned not to relax as in some areas power supply facilities were yet repaired. In addition, the transport of power-use coal was still difficult, large areas of croplands were completely destroyed and life is very hard for local people.The State Council asked local authorities to organize manpower, materials and funds to rebuild damaged infrastructure, restore industrial and agricultural production and normalize people's lives as early as possible while trying hard to minimize losses caused by the catastrophe.According to the meeting, power supply in the affected areas must be completely normalized by the end of March, while transport facilities, telecom networks and radio and TV broadcasting networks must be normalized as quickly as possible.The State Council also made detailed plans for restoring industrial and agricultural production in the affected areas, including the providing of crop seeds and food to affected farmers and in increasing coal, power and oil shipments to affected areas.According to the latest official statistics, snow-caused catastrophes have killed 107 and caused 111.1 billion yuan (US.4 billion) in direct financial loss.Altogether, 21 provinces, autonomous regions and municipalities have been affected. About 1.5 million people have been evacuated, and 1.93 million stranded passengers have been transported out.The extreme weather affected nearly 24.4 million hectares of farmland and 18.6 million hectares of forests.The State Forestry Administration has allocated a total of 34.3 million yuan (US.7 million) for subsidy to the worst-hit six provinces.The forestry administration also made plans to cut back relative taxes to relieve farmers and encourage production after the snow storms.The Ministry of Science and Technology has proposed to provide technology support for the snow stricken areas, to help with restoring industrial and agricultural production.Wan Gang, Minister of Science and Technology, said on a work conference here on Wednesday the ministry would closely monitor secondary disasters that might come along with the snow storm, send technicians to snow-hit areas to facilitate power grid reconstruction and agricultural production.He also said the ministry will strengthen the country's alarm system against natural disasters by granting more funds into research in related areas.The science ministry has already allocated 20 million yuan (US.73 million) to help with disaster relief, and have distributed science brochures compiled by the ministry to snow stricken areas.It also ordered relevant departments to monitor possible secondary disasters coming along with the low temperature, snow and freezing rain.In addition, the ministries of civil affairs and finance have allocated a total of 535 million yuan (US.79 million) in emergency funding to regions affected by the disaster.The two ministries have so far earmarked another 710 million yuan for needy urban and rural residents in seven of the worst-hit provinces and regions as temporary subsidies.
