Hu stressed Friday the importance to improve the work of military officers to better serve the decision-making of the Communist Party of China (CPC) Central Committee and the Central Military Commission (CMC). LONDON, Feb. 12 (Xinhua) -- China's mining giant Aluminium Corporation of China (Chinalco) announced here on Thursday it will inject 19.5 billion U.S. dollars in cash into Rio Tinto.     The cash injection is regarded as "firepower" for Rio Tinto, against the global economic downturn, Tom Albanese, chief executive of Rio Tinto, said. Xiao Yaqing, president of Chinalco, said following the signing of an agreement on investment that the investment is a show of confidence in both China and the world, adding that "the strategic partnership with Rio Tinto will prove to be valuable and successful." Xiao Yaqing (L), general manager of Aluminum Corp. of China (Chinalco), shakes hands with Rio Tinto Group chairman Paul Skinner at the signing ceremony in London, Britain, Feb. 12, 2009. Chinalco announced Thursday it would invest 19.5 billion U.S. dollars in mining giant Rio Tinto Group, bailing out the latter while securing for the state-owned Chinese company access to more resources    As the leading Chinese diversified resources company, Chinalco's investment puts more emphasis on potential future values than on short-term returns, Xiao said.     The transaction will forge a pioneering strategic partnership through the creation of joint ventures in aluminium, copper, and iron ore as well as the issue of convertible bonds to Chinalco, which would, if converted, allow Chinalco to increase its existing shareholding in Rio Tinto to about 18 percent.     The transaction is still to be approved by shareholders of Rio Tinto, governments and other regulators.     Albanese said the transaction will position Rio Tinto to lead the resources industry into the next decade and beyond by ensuring the continuity of its strategy.     The new partnership with the Chinese company "will benefit from Chinalco's strong relationships within China, which Rio Tinto believes will continue to be the main driver of growth in commodity markets over the longer term," Albanese said.     He said the Chinalco relationship will also help Rio Tinto to seek project funding from Chinese financial institutions.

BEIJING, March 16 (Xinhua) -- Vietnam is ready to make joint efforts with China to advance the Vietnam-China comprehensive strategic and cooperative partnership, a senior Vietnamese official said here Monday. Pham Quang Nghi, a member of the Political Bureau of the Communist Party of Vietnam Central Committee (CPVCC), made the remarks during his talks with Liu Qi, a member of the Political Bureau of the Central Committee of the Communist Party of China (CPC).     Liu said the two parties had increased exchanges on theory and practice of socialist construction since the two top leaders reached an important consensus on the development of Sino-Vietnamese relations last year. Liu Qi (L), member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and chief of the CPC Beijing Municipal Committee, meets with Pham Quang Nghi, member of the Political Bureau of the Central Committee of the Communist Party of Vietnam (CPV) and chief of the CPV Hanoi Municipal Committee, in Beijing, capital of China, March 16, 2009.     Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee and Chinese President, held talks with CPVCC General Secretary Nong Duc Manh on May 30, 2008, when Manh was on a four-day official goodwill visit to China.     The consensus between the leaders of the two parties provided direction to further develop relations, said Nghi, also Hanoi's Party Committee Secretary.     The two countries had also expanded cooperation, which brought concrete benefits to the two peoples, Liu said.     Liu, also secretary of the CPC Beijing Municipal Committee, hoped both sides would work together to enrich the bilateral comprehensive strategic and cooperative partnership.     He also briefed the guests on the Second Session of the 11th National People's Congress (NPC) and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), held earlier this month.     Wang Jiarui, head of the International Department of the CPC Central Committee, also met with Nghi and his delegation on Saturday.     On Monday afternoon, Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), also met with Nghi.     Hailing the completion of Sino-Vietnam land demarcation, Jia said China and Vietnam were facing an opportunity to further comprehensive, strategic and cooperative partnership, and should work together to boost cooperation in all fields and levels.     Nghi believed the Chinese people would overcome the global financial crisis under the leadership of the CPC. BEIJING, April 11 (Xinhua) -- China's foreign exchange reserves rose 16 percent year-on-year to 1.9537 trillion U.S. dollars by the end of March, said the People's Bank of China on Saturday.     It represents an increase of 7.7 billion dollars for the first quarter, but the increase was 146.2 billion dollars lower than the same period of last year.     Outstanding foreign currency loans stood at 235.2 billion U.S. dollars by the end of March, down 11.7 percent year on year.     In the first quarter, foreign currency loans dropped by 8.5 billion U.S. dollars. The decline was 57.3 billion U.S. dollars heavier over the same period of last year.     In March, foreign currency loans rose by 4.3 billion U.S. dollars. The increase was 6.4 billion U.S. dollars lower than the same period of last year.     Meanwhile, outstanding foreign currency deposits rose 28.9 percent, or 7.5 billion U.S. dollars, to 200.3 billion U.S. dollars in the first quarter. The increase was 13 billion U.S. dollars higher over the same period of last year.     In March alone, foreign currency deposits rose by 3.3 billion U.S. dollars. The increase was 1.8 billion U.S. dollars higher over the same month in 2008.     Analysts said the smaller growth of foreign exchange reserves in the first quarter was related with changes in the value of non-U.S.-dollar assets and money flows under the capital account.     In March alone, the foreign exchange reserves rose by 41.7 billion U.S. dollars. The increase was 6.7 billion U.S. dollars higher than the corresponding period of last year.     The country's foreign exchange reserves reduced to 1.914 trillion U.S. dollars at the end of January and 1.912 trillion U.S. dollars at the end of February.     "Changes of foreign exchange reserves in the first quarter were mainly driven by non-U.S.-dollar assets' volatile fluctuation," said Liu Yuhui, an economist with Chinese Academy of Social Sciences (CASS).     During the first quarter, especially the first two months, non-dollar foreign currencies dropped heavily against the U.S. dollar, leaving about 40 percent of the country's non-dollar assets depreciated.     Meanwhile, the country's trade surplus had reduced during the first quarter due to a weakening external demand.     Exports fell 17.5 percent in January, 25.7 percent in February and 17.1 percent in March. In February, trade surplus plummeted by34.3 billion U.S. dollars to 4.8 billion.     "The 7.7-billion-dollar increase in foreign exchange reserves for the first quarter showed the country's economy still depends heavily on external demand," said Mei Xinyu, an economist with the Ministry of Commerce (MOC).     Yuan Gangming, a researcher with the CASS, said the smaller increase in foreign exchange reserves might also be caused by capital flight.     Official statistics show during the first two months, the actually-utilized foreign direct investment dropped by 26.2 percent.     A large proportion of the country's foreign exchange reserves are invested in U.S. treasuries and notes. Last month, the U.S. Federal Reserve announced a plan to buy up to 300 billion U.S. dollars in long-term treasuries. That added to worries in the value stability of the country's foreign exchange reserves.     Mei said the slower growth in foreign exchange reserves could be conducive to the national economic security because less capital would be exposed to devaluation risks.     "The top priority should be to keep the value of foreign exchange reserves stable," said Yuan. He suggested relevant authorities should keep a close eye on flows of foreign reserves and prevent a similar capital flight that happened after the Asian financial crisis.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

BEIJING, March 7 (Xinhua) -- China should keep potential polluters away from the industry-heavy Yangtze river, the country's longest, by raising threshold and readjusting industrial layout, a political advisor said here Saturday.     "We must set quotas on and raise threshold for potential polluting plants along the Yangtze River to wipe out pollution from the roots," said Chen Qinghua, a member of the 11th National Committee of Chinese People's Political Consultative Conference (CPPCC), the top political advisory body.     A monthly report on China's surface water quality showed the Yangtze River was slightly polluted in December 2008 and its branches suffered medium-level pollution, according to the Ministry of Environmental Protection.     China's sizzling economy has seen a surge of heavily polluting industries along the lower valley of the Yangtze River.     Nearly 10,000 of the 21,000 chemical companies in China are along the 6,300 km-long Yangtze River, according to Chen. More than 20 chemical industry parks were under construction.     Local governments had built more than 40,000 reservoirs along the river and its branches in a scrabble for water resources, which has further degraded Yangtze's ecological system, he said.     The government was expanding domestic demand and increase investment amid the global financial crisis, he said.     "We should take the opportunity to improve sewage treatment facilities in cities, and move faster to readjust industrial layout and structure along the river," said Chen, also chief of the Jiangxi Provincial Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), one of China's eight non-Communist parties.     China has seen a spate of industrial accidents along major rivers that disrupted water supplies in cities in recent years.     In the latest incident, at least 200,000 residents in Yancheng,a city in eastern Jiangsu Province, were deprived of tap water supply for three days last month after a chemical factory illegally dumped the disinfectant phenol into a local river.     The city mayor promised earlier this month to shut 33 of the city's 317 chemical plants to check contamination.
