BEIJING, Feb. 26 (Xinhua) -- Chinese authorities launched a website to handle public complaints regarding irregular practices during the selection and appointment of Party and government officials.     The public is encouraged to log on to the website (www.12380.gov.cn), launched by the Organization Department of the Communist Party of China (CPC) Central Committee, to report offences.     The site aims to improve public supervision and to ensure prompt detection and correction of offences involving official selection and appointment, the Organization Department said Thursday in a statement.     Complaints could be filed in anonymity, but real names were preferred, said the website. It requires informants to report problems truthfully and warns that fabrication and false charges could lead to legal punishment.     The website also said it mainly handles complaints about officials above the county level.     To prevent malicious or repetitious reporting and junk mail, informants can only submit a maximum of five complaints from one computer in a single day.     The Organization Department had already set up a report center for offences in official selection and appointment. In 2004, it opened an informant's hotline (12380).

The Communists soon decided that democratic reform should be carried out immediately to demolish the entire old system led by the ** Lama.     The Preparatory Committee of Tibet Autonomous Region replaced the Gaxag government and set out to lead the reform.     From 1959 to until 1966, 1 million slaves were granted land, houses and their freedom.     The ** Lama, who fled to India, has maintained a government-in-exile since 1959, and China has charged that this group was behind the riot in Lhasa on March 14 last year and other Tibetan areas of China.     Earlier on Sunday, Legqog, chairman of the Standing Committee of the Tibet Autonomous Region People's Congress, said the ** clique has increased its secessionist and sabotage activities in Tibet this year.     "They made attempts to make trouble through collusion with those inside or even sending in their people," he said.     "Although Tibet is currently very stable, our troops are ready to handle any infiltration and sabotage activities by the ** Lama clique and other hostile forces," Kang Jinzhong, political commissar of armed police corps in Tibet, told Xinhua Monday.     "All the armed police forces across Tibet are on routine duty. The armed police force has the ability to handle any emergencies an any time," he said.     Tibetan people are "very simple and kind" and their heart stood with the Party, according to Kang, who has been working in Tibet for more than three year.     "If there were really disturbance, it must be caused by a few people instigated under the disguise of religious cause," he said, adding up to now armed police in Tibet had not found any "abnormal situation."     Kang said some hostile forces or "a handful of people" might be making preparations for making trouble, but their conspiracy would not succeed.     Some overseas media have reported that conflict might arise at any time in Tibet, but Kang said that was "purely talking nonsense."     "I am completely relaxed. To be frankly, if Tibet were in a tense situation, I would not have come here for the parliamentary session or talk to you," he told Xinhua, adding, "I'm confident so I'm here for the session."     Kang said Tibet did not experience any instability after the March 14 riot in Lhasa.     The riot, occurring in Lhasa during last year's parliamentary session, caused 18 deaths and huge economic losses.     BORDER CONTROL TIGHTENED     In the riot last year, innocent civilians suffered the most.     Tibetan businessman Losang still keeps photos of the damage to his souvenir store near Lhasa's Jokhang Temple. BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. WUHAN, Feb. 20 (Xinhua) -- Pakistani President Asif Ali Zardari arrived here Friday evening, kicking off his second China visit at the invitation of the Chinese government.     During his stay at this capital city of central China's Hubei Province, Zardari was expected to pursue Sino-Pakistani cooperation in agriculture and water conservancy. BEIJING, April 13 (Xinhua) -- China's Ministry of Finance (MOF) said Monday that fiscal revenue fell 0.3 percent from a year earlier to 440.22 billion yuan (64.43 billion U.S. dollars) in March.     First-quarter fiscal revenue fell 8.3 percent to 1.46 trillion yuan, the ministry said on its website, while tax revenue shrank 10.3 percent to 1.3 trillion yuan.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from government-owned assets.     Business profits shrank as economic growth slowed, the MOF said, and tax cuts intended to spur the economy and the financial markets reduced government revenues. First-quarter business income tax revenue fell 16.7 percent.     China halved the purchase tax on cars with engine displacements of less than 1.6 liters on Jan. 20, and revenue from that tax was down 7.6 percent in the first quarter.     To shore up the stock market, the government cut the share trading stamp tax from 0.3 percent to 0.1 percent last April and scrapped the stamp tax on stock purchases in September. And even though the benchmark Shanghai Composite Index is up more than 35 percent so far this year, the tax cuts on share transactions meant a decline of 86.2 percent in revenue from that category in the first quarter.     Actual revenue amounts in each category were not released.     Customs tariff revenue fell 23.9 percent during the first quarter, the MOF said, without giving further details.     Central government fiscal revenue fell 17.7 percent in the first quarter to 721.3 billion yuan, while local government fiscal revenue rose 3 percent to 742.9 billion yuan.     First-quarter fiscal expenditures surged 34.8 percent to 1.28 trillion yuan, as both the central and local governments adopted a proactive fiscal stance to boost the economy and domestic demand.     China unveiled a 4-trillion-yuan stimulus package in November to be spent over in next two years, with 1.18 trillion yuan from the central government.     Fiscal revenue exceeded 6.13 trillion yuan in 2008, up 19.5 percent.

BEIJING, Feb. 9 (Xinhua) -- Chinese equities continued gains on Monday from last week's trading and advanced to a four-month high since late September as signs of an economic recovery, a raft of stimulus plans and a rally in the U.S. stock market boosted confidence, said analysts.     The government rolled out plans to revive the textile industry and machinery manufacturing industry last week after auto and steel stimulus packages.
