ROME, July 2 (Xinhua) -- Chinese President Hu Jintao's forthcoming visit to Italy ahead of the G8 summit paves the way for stronger bilateral ties, an Italian expert told Xinhua in an interview.     Luca La Bella, a China analyst with Rome's International Studies Center, said that in the past decades, political, economic and cultural relations between Italy and China have improved. "Chinese President Hu Jintao's visit to Italy will reinforce this strategic collaboration," he said.     Hu will attend a meeting between the leaders of the Group of Eight (G8) and emerging economies from July 8 to 10 in L'Aquila.     Before the G8 summit, he will pay a state visit to Italy from July 5 to 8 at the invitation of Italian President Giorgio Napolitano. After the G8 meeting, the Chinese leader will visit Portugal from July 10 to 11.     China-Italy ties have maintained a sound momentum of rapid development, especially since 2004, when the two countries forged the first all-round strategic partnership to boost political and economic cooperation, La Bella said.     "The Italian Culture Year in China of 2006 was very successful," La Bella said. "Institutional exchange and business ties have increased. Reciprocal awareness of each other's culture and history is now greater."     The Italian firms in China enjoy Chinese government's support, the expert said, "Trade exchanges have increased. Italy imports from China technological goods, and exports Italian fashions and brands to China."     The two presidents will surely discuss in their meeting the upcoming Chinese Year of Culture in Italy, scheduled for 2010. It will be China's turn this time to be culturally, economically and politically present in Italy, La Bella said.     Numerous events are planned for the Chinese Year in Italy, which marks celebrations of the 40th anniversary of diplomatic relations between the two countries.     It will be an opportunity for high level political, economic and cultural exchanges between Chinese and Italian leaders and industry representatives.     According to La Bella, fostering bilateral ties with China is of crucial importance to Italy.     China and Italy are well-tuned politically as well, he added. "Italy pursues the one-China policy and is a front runner in lifting the arms embargo against China," he said.

BEIJING, April 30 (Xinhua) -- China hopes to increase cooperation with Vietnam to push forward comprehensive strategic cooperative partnership, said top Chinese political advisor Jia Qinglin on Thursday.     "Stronger Sino-Vietnamese cooperation is significant when facing with international financial crisis," Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, told Vietnamese Deputy Prime Minister Nguyen Thien Nhan in Beijing.     China and Vietnam would hold a friendship year in 2010. "We should grasp the opportunity to promote our friendship," Jia said. MOSCOW, May 28 (Xinhua) -- Chinese State Councilor Dai Bingguo met with Russian Security Council Secretary Nikolai Patrushev on Thursday and the two sides pledged to enhance bilateral cooperation.     Dai said the China-Russia relations enjoy good momentum as the two countries celebrate the 60th anniversary of the establishment of diplomatic ties.     China, Dai said, is willing to work with Russia to boost mutual political trust, strengthen pragmatic cooperation and deepen strategic collaboration.     He said China will join hands with Russia in dealing with the global financial crisis and push for a more just and rational international order.     Patrushev, for his part, said the two countries now enjoy close strategic cooperation. BEIJING, May 8 (Xinhua) -- China's top economic planner Friday announced details of the country's new oil pricing mechanism, for the first time after the new pricing system kicked in at the beginning of this year.     In a statement on its website, the National Development and Reform Commission (NDRC) said China would adjust domestic fuel prices when global crude prices reported a daily fluctuation band of more than 4 percent for 22 working days in a row.     The commission said refiners would enjoy "normal" profit when global crude prices are below 80 U.S. dollars per barrel, but would face narrower profit margins when the crude prices rise above 80 U.S. dollars per barrel.     However, fuel prices would not go further up, or only be raised by a small margin, when crude prices rise above 130 U.S. dollars per barrel, and fiscal and tax tools would be used to ensure supplies, the NDRC said.     Light, sweet crude for June delivery rose 37 cents a barrel to settle at 56.71 U.S. dollars on the New York Mercantile Exchange Thursday after reaching a six-month high of 58.57 dollars.     Crude prices staged strong rally on news of upbeat economic data in the United States, rising more than 10 percent in two weeks.     The NDRC statement also came a day after it denied an online report claiming imminent price hike.     C1 Energy, an energy information website, Thursday reported that the Chinese government would raise fuel prices as of midnight Thursday, but said later the price adjustment had been canceled, with reasons unknown.     Xu Kunlin, deputy head of NDRC's pricing department, said the new oil pricing mechanism is not to be followed "word by word" without any flexibility, when asked whether the commission would soon adjust fuel prices at a press conference held in Beijing.     "There has been pressure to raise domestic fuel prices as crude prices continued to rise," Xu said, "however, the final decision will depend on developments in crude prices in coming days."     Friday's statement did not say how the global crude prices would be measured.     Xu declined to reveal details on the basket of crude prices for evaluating international price changes, and said such details would remain a secret in a bid to prevent speculation.     The NDRC said in the statement that the government would continue to control fuel prices at the current stage, because of insufficient market competition and imperfect market mechanisms.     However, fuel prices would eventually be determined by market forces only in the long run under the new pricing mechanism, which is aimed to bring in more market forces, said the NDRC.     China's fuel prices, with taxes included, are at a relatively lower level among major oil importers, said the NDRC.     Domestic fuel prices are lower than in Japan, the Republic of Korea, India, Mongolia, and many European countries, but higher than in oil exporters in the Middle East and than some cities in the United States, according to surveys by the NDRC.     China's retail fuel prices vary in different regions. Currently, gasoline 93, the most commonly used type of gas, sells for 5.56 yuan (81.8 U.S. cents) per liter in Beijing.

BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.

BEIJING, May 23 (Xinhua) -- China unveiled Saturday credit rating standards for the sovereignty entity of a central government, the first sovereign credit rating standards in China, aiming broader participation in global credit rating.     The standards were announced by Dagong Global Credit Rating Co., Ltd, one of the first domestic rating agencies in China.     The sovereign credit rating standards would be able to evaluate the willingness and ability of a central government to repay its commercial financial debts as stipulated in contracts, said the company.     The rating results could reflect the relative possibility of a central government to default as a debtor, and the rating is based on the country's overall credit value, according to Dagong.     Elements of credit risks will include the country's political environment, economic power, fiscal status, foreign debt and liquidity, said the company, adding that it judges the credit of a sovereign entity on the basis of a comprehensive evaluation of its fiscal strength and foreign reserves.     Compared with other rating agencies, Dagong pays more attention to the different economic stage of each country, and examines the features of its credit risks in a holistic and systematic view, according to Dagong.     Jiang Yong, director of the Center for Economic Security Studies under the China Institutes of Contemporary International Relations, said the financial crisis exposed a risk of the international society relying solely on the credit rating institutions of a single country, which is the largest risk of the world economy.     Luo Ping, head of the training center under China Banking Regulatory Commission, said the launch of the sovereign credit rating standards would help improve the transparency of credit rating information, and would strengthen China's position in the international financial arena.

BEIJING, May 14 (Xinhua) -- Two revised rules involving a planned Nasdaq-style stock market, the Growth Enterprise Market (GEM), will take effect on June 14, according to the China Securities Regulatory Commission (CSRC) Thursday.     The two rules involve establishing an independent committee to approve listings for the GEM and the management of sponsors of IPOs.     The two rules are taken as a key step closer toward introducing the much-anticipated GEM, a board intended to nurture innovation-driven start-ups as the government tries to help smaller companies get financing and encourage technological advances.     The rules are the same as the drafts issued on April 17 to solicit public opinions, said the CSRC.     Under the rules, the new panel will have 35 members. Five will come from the CSRC and the others from the accounting, law and other sectors. The panel won't include members of the review panel for IPO application on the main board.     Under the rules, the sponsors of IPOs on the GEM are required to monitor the companies' performance for three years, up from two for companies on the main board.
