"We cannot just tell them to leave the school and go home."Discussions about the future of substitute teachers have been featured prominently in newspapers and on websites in recent days, as it was reported all the substitute teachers would be dismissed in 2010.Substitute teachers are more often seen in poor places, mostly rural villages, as local governments could not afford to employ enough licensed teachers.By the end of 2008, China had about 311,000 substitute teachers, according to the ministry.Lu said the substitute teachers qualified for the job should be given opportunity to be formally recruited while those who were dismissed should be compensated.In recent years, substitute teachers have been gradually replaced by graduates from normal universities as the government invested more in the education in rural areas.

BEIJING, March 2 (Xinhua) -- China on Tuesday urged the United States to work to push bilateral ties back to normal track as two senior U.S. diplomats came to Beijing with hope to ease tensions between the two countries.U.S. Deputy Secretary of State James Steinberg and National Security Council Senior Director for Asian Affairs Jeffrey Bader began their visit in Beijing from Tuesday to Thursday before going to Japan.China's foreign ministry has so far given few details about the visit. The U.S. embassy in China has no plan to hold a press conference as usual."We will have a press release as soon as we get further information about the detailed arrangements," Chinese Foreign Ministry spokesman Qin Gang said, declining to disclose whom the two U.S. diplomats will meet.But Qin repeated at the regular news briefing that the responsibility of the setback of the Sino-U.S. relations lay with the U.S. administration."We urge the U.S. side to earnestly observe the principles laid down in the three Sino-U.S. joint communiques and their joint statement, respect China's core interests and properly handle sensitive issues, and work with the Chinese side to push relations back on a healthy and normal track," Qin said.The United States angered China with its decision to sell arms to Taiwan and President Barack Obama's meeting with the ** Lama regardless of China's objections. China has repeated that the U.S. move would severely harm its core interests.Steinberg's trip was widely seen as a U.S. effort to mend ties with China at a time when they need to cooperate on a range of global issues, including the economic downturn, climate change and trade liberalization.U.S. State Department spokesman Philip Crowley said Monday that the two sides would discuss "bilateral, regional and global issues" during the visit, which would be "an opportunity to refocus on the future."Steinberg and Bader are expected to talk about the Iran nuclear issue as Western powers are weighing sanctions against Iran over its nuclear program.But Qin said there is still room for diplomatic efforts and the parties should work to maintain and promote the process of dialogue and negotiations for a proper resolution of the Iran nuclear issue.Also on Tuesday, a senior Chinese official said Sino-U.S. relations were experiencing a "spring chill" at the beginning of 2010 and suggested more cooperation and "less containment" in bilateral ties.

BEIJING, Feb. 19 (Xinhua) -- Chinese Premier Wen Jiabao Friday bade farewell to renowned educationist Huo Maozheng, who died of illness on Feb. 11 at the age of 88, at the Babaoshan Revolutionary Cemetery in Beijing.State Councilor Liu Yandong joined Premier Wen at the funeral. Vice President Xi Jinping and Vice Premier Li Keqiang previously expressed their condolences.Huo was among China's first group of "100 contemporary educationists," a top honor conferred by the government. BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. BEIJING, Feb. 1 (Xinhua) -- Chinese Premier Wen Jiabao has reiterated his country's support for the Copenhagen Accord and China's commitments to addressing climate change.In separate replies to letters from Danish Prime Minister Lars Loekke Rasmussen and UN Secretary-General Ban Ki-moon, Wen said the Copenhagen Accord resulting from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and pointed the direction for future negotiations.The document reflected the political will of all parties to actively tackle climate change, upheld the dual-track negotiating mechanism of the UN Framework Convention on Climate Change and its Kyoto Protocol, and reaffirmed the principle of "common but differentiated responsibilities" for developed and developing countries, Wen wrote in the letters dated Friday.He said China would do its best to honor its commitments on climate change, including a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels, an increase to 15 percent of non-fossil fuels in the country's total primary energy mix by 2020, and an increase of 40 million hectares of forest and 1.3 billion cubic meters of forest volume by 2020 from 2005 levels.Wen said China will continue to play an active and constructive role and work jointly with the international community for a meaningful conclusion of the Bali Roadmap negotiations at the Mexico climate talks with a comprehensive, effective and binding outcome that will reinforce the implementation of the convention and the protocol.

NAIROBI, Feb. 11 (Xinhua) -- Somali pirates have released a fishing boat from Taiwan, China, and all of its crew held since April, a regional maritime official said Thursday."The Taiwanese ship was released this morning. The fishing vessel which has a crew of 30 from various Asian nationalities was seized in April last year," Andrew Mwangura, East Africa's coordinator of the Africa Seafarers Assistance Program, told Xinhua.The Win Far 161 was seized last April 4 near an island in the Seychelles, more than 1,100 kilometers off the coast of Somalia.The ship carried a crew of 30 -- 17 Filipinos, six Indonesians, five from the Chinese Mainland and two from Taiwan, China.Mwangura said 27 crew members were said to be safe, though a Chinese sailor and two from Indonesia died in captivity.The coordinator could not confirm whether a ransom was paid to secure the release of the 700-ton ship and crew.Piracy has been rampant off Somalia since the country slid into chaos after warlords toppled military dictator Mohamed Siad Barre in 1991.Somali pirates now hold at least seven ships and more than 160 crew members.The hijackings have prompted the international community to deploy security forces in the area to deter the pirates.
