BRUSSELS, Oct. 9 (Xinhua) -- Visiting Chinese Vice-President Xi Jinping urged closer cooperation between China and Belgium during a speech Friday at the China-Belgium Economic and Trade Forum.     Xi said the development of cooperation between China and Belgium has brought tangible benefits to the two countries.Despite the impact of the global financial crisis, bilateral trade volume rose 14.4 percent to 20.2 billion U.S. dollars in 2008, 1,000 times as much 38 years ago when diplomatic relations were established, he said.     The vice president advanced a three-point proposal to further strengthen bilateral cooperation. China will continue introducing advanced foreign technology, management experience and personnel with special capabilities as well as promoting self-reliance on technological innovation, Xi said.     The two countries have the potential to enlarge technology cooperation and personnel exchanges in various sectors, including manufacturing, finance, nuclear energy, tourism, port and corporation management, Xi said.     Belgian companies could also strengthen their cooperation with their Chinese counterparts to participate in development projects in western, northeastern and central China and in the process of upgrading China's industrial structure, Xi said.     Third, the two countries should also continue improving services and management in a bid to form a better environment for trade and investment.     China and Belgium should make a good use of their cooperation mechanisms, including a joint committee for economy and trade and the Chinese-Belgian investment fund, he said.     They also should try to eliminate trade and investment barriers, provide conveniences for each other's companies in terms of visas and working licenses, improve the efficiency of the investment fund between the two countries and encourage companies to establish long-term and stable cooperation, Xi said.     The two governments also should enhance administrative surveillance and management by protecting intellectual property rights and improving market order to provide a good environment for each other's companies, Xi said.     During the speech, Xi also reviewed the rapid development of bilateral ties between China and the European Union (EU).     Further development of China-EU relations is faced with new challenges as well as opportunities in the face of a number of international issues, Xi said. Those issues, he said, include the global financial crisis, world economic development, climate change, food and energy security, the Doha round of trade talks, and international financial structure reforms.     "I believe that the perspective of the mutual benefit cooperation between China and the EU has a better future with the joint efforts of the two sides," Xi said.     Xi also reviewed the great achievements China has made in the 60 years since the founding of the People's Republic of China in 1949.     Xi stressed that there still is a long way to go for China to achieve a more prosperous society.     As a peace-loving country, Xi said, China will always continue efforts to cooperate with world countries based on the five principles of peaceful coexistence. He said China also would actively help solve regional and international hot issues and work together with the international community for a peaceful and harmonious world.     Under the current situation, China will continue to cooperate with Belgium and other EU members to promote reforms of the international financial system, to enhance international financial surveillance, to prevent further spread of the financial crisis and to stem the torrent of all kinds of trade and investment protectionism.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. BEIJING, Aug. 5 (Xinhua) -- China vowed to deepen its financial system reform and promote more efficient financial intermediation in support of domestic demand, according to a fact sheet released here on Wednesday. To meet the commitment, China would promote interest rate liberalization and consumer finance, said the economic track joint fact sheet of the first U.S.-China Strategic and Economic Dialogue (S&ED).     It said China would accelerate the allocation of QFII quotas to billion and continue to allow foreign-invested banks incorporated in China that meet relevant prudential requirements to enjoy the same rights as domestic banks with regard to underwriting bonds in the inter-bank market.     China would gradually increase the number of qualified joint-venture securities companies that can participate in A-share brokerage, proprietary trading and investment advisory services subject to the condition of meeting relevant laws and regulations.     The country would also support qualified overseas companies to list on Chinese stock exchanges through issuing shares or depository receipts and continuously support qualified Chinese companies to be listed abroad, including in the United States, said the fact sheet.     From the U.S. side, the country would pursue comprehensive reform of financial regulation and supervision to create a more stable financial system and to help prevent and contain potential future crises.     Regulation and supervision would be strengthened to ensure that all financial firms that pose a significant risk to the financial system will be well regulated, major financial markets will be strong enough to withstand system-wide stress and the failure of large institutions, and the government has the tools it needs to respond rapidly and effectively when problems arise, the fact sheet said.     The United States pledged to continue to have strong oversight of the Government Sponsored Enterprises (GSEs). Through Congressional action, the country remained committed to ensuring that the GSEs were able to meet their financial obligations, it said.     The country was committed to undertaking a process of exploring the future of the GSEs, including through seeking public input, and the U.S. government resolved to report to Congress and the public by S&ED II.     In the joint fact sheet, China and the United States pledged continued close communication and coordination to promote financial stability and would work together to expedite the financial sector reform, to improve financial regulation and supervision, and to promote greater financial market transparency, so as to make their financial sectors more robust.     "We recognize the importance of ensuring sound regulation in our own countries and globally," said the fact sheet.     The two countries were undertaking IMF Financial System Assessment Programs (FSAPs) and would complete them in a timely manner,it said.     Both countries would continue to promote convergence towards a single set of high quality global accounting standards and would continue discussions on financial reporting matters.     "The United States and China welcome continued dialogue between the bilateral competent authorities on the oversight of accounting firms providing audit services for public companies in the two countries based on mutual respect for sovereignty and laws," it said.     The two countries would also conduct technical exchanges on the development of private pensions, and would share experiences and strengthen cooperation with regard to improvement of insurance regulation.     The first S&ED was held in Washington, D.C from July 27 to 28. The mechanism was jointly launched by Chinese President Hu Jintao and US President Obama during their meeting in April in London as a way to show elevation of the importance of China-U.S. cooperation under the new historical circumstances.

UNITED NATIONS, Sept. 24 (Xinhua) -- Chinese President Hu Jintao on Thursday made a five-point proposal for building a safer world for all through nuclear non-proliferation and disarmament. During an address at the U.N. Security Council nuclear summit, Hu said "nuclear proliferation remains a pressing issue and nuclear disarmament a long and arduous task."     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," he said.     The Chinese president called for efforts be made in the following five areas: Chinese President Hu Jintao (Front) addresses the Summit on Nuclear Non-Proliferation and Nuclear Disarmament at the United Nations headquarters in New York Sept. 24, 2009. Security Council on Thursday unanimously adopted a resolution to stop the proliferation of nuclear weapons in a bid to seek a safer world for all, and to create conditions for a world without nuclear weapons    First, to maintain global strategic balance and stability and vigorously advance nuclear disarmament:     All nuclear-weapon states should fulfill in good faith obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and publicly undertake to not seek permanent possession of nuclear weapons.     "Countries with the largest nuclear arsenals should continue to take the lead in making drastic and substantive reductions in their nuclear weapons," he said.     To attain the ultimate goal of complete and thorough nuclear disarmament, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons, he said.     Second, to abandon the nuclear deterrence policy based on first use and take credible steps to reduce the threat of nuclear weapons:     "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard," Hu said.     In the meantime, nuclear states should negotiate and conclude a treaty on no-first-use of atomic weapons against one another.     Third, to consolidate the international nuclear non-proliferation regime and prevent the proliferation of nuclear arms.     "All countries should join the NPT and real efforts should be made to uphold and enhance its authority and effectiveness. The function of the International Atomic Energy Agency (IAEA) in safeguards should be strengthened," Hu said.     All countries should strictly comply with non-proliferation obligations, refrain from double standards, and tighten and improve export controls to prevent proliferation.     Fourth, to fully respect the right of all countries to the peaceful use of nuclear energy and carry out active international cooperation:     "Developed countries should actively assist developing countries in developing and using nuclear energy for peaceful purposes. Promote development, eradicate poverty, and remove the root causes of conflict and instability.     -- Fully respect and accommodate the legitimate and reasonable security concerns of all countries, refrain from pursuing one's own security at the expense of others, and ensure security for all through win-win cooperation.     -- Build state-to-state relations of mutual understanding and mutual trust, resolve differences and dispel misgivings, and conduct dialogues and cooperation on an equal footing.     -- Adhere to multilateralism. Consolidate the collective security system with the United Nations at its core and make the system more just and reasonable so that it can play a robust role in international security cooperation.     Hu was in New York for a series of U.N. meetings. He was scheduled to attend a financial summit of the Group of 20 in Pittsburgh on Thursday and Friday.

HONG KONG, Sept. 8 (Xinhua) -- The Commercial Aircraft Corporation of China displayed a scale model of its jetliner C919,the country's first home-grown large commercial airliner, for the first time at the Asian Aerospace '09 on Tuesday. With a scale of one to ten, the model was so far "the most precise one put up for public display," said Guo Bozhi, president of the Shanghai Aircraft Design and Research Institute, a unit of the Commercial Aircraft Corporation of China, or COMAC.     The mockup was displayed at a prominent position at the Asian Aerospace, Asia's leading air show, side by side with industry giants like Boeing and Airbus. Together with some ten other Chinese mainland-based manufacturers, suppliers and service providers at the show, it attracted attention of media from around the world. It is expected to enter service in 2016    "It's the first time that China has put a face in front of the global aviation industry," said Richard Thiele, global head of sales for Reed Exhibitions, organizer of the show.     COMAC has currently sent out requests for proposal, or RPFs, to over 100 potential suppliers, both domestic and international, and signed memorandums of understanding with nine domestic airframe suppliers. The company has been in touch with engine suppliers including General Electric, Rolls Royce and Pratt&Whitney, Guo said. It has a registered capital of 19 billion yuan (2.78 billion U.S. dollars), with the State-owned Assets Supervision and Administration Commission as the biggest shareholder.     The company has said the maiden flight of C919 was planned for late 2014, with delivery expected by 2016. It was intended as a single-aisle airliner to target the short and medium haul markets in eight to ten years from now, Wang said.     If successful, COMAC plans to produce 50 C919 aircraft each year at the early stage and annual production could reach 100 or even more at a later stage, depending on how it is received by the market, Guo said.
