BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

DOHA, Nov. 29 (Xinhua) -- China on Saturday called for efforts to create global development partnerships and urged the international community to take practical steps to help developing nations in confronting the ongoing global financial crisis.     Vice Chinese Foreign Minister He Yafei, as the special envoy of Chinese President Hu Jintao, made the remarks at the plenary session of the U.N.-sponsored Follow-up International Conference on Financing for Development.     The spreading international financial crisis, coupled with the complicated and grave international economic situation, is posing a challenge to efforts to implement the Millennium Development Goals, He said.     The international community should approach the issue of financing for development from an overall and long-term perspective, establish partnerships for global development and take practical steps to help the developing countries.     On the issue of financing for development, a balance needs to be struck in the following points, He said.     Special attention should be given to efforts to minimize the impact of the financial crisis on developing countries, so as to maintain a good balance between stabilizing the financial market and helping vulnerable countries and communities.     Moreover, relevant parties should do more to promote global economic growth and stability, and stand firm against protectionism in efforts to conclude the Doha round of negotiations at an early date, he said.     He also urged the developed nations to fulfill their commitments on aid, and offer debt forgiveness and technology transfers to the developing nations.     While seeking solutions to the longstanding problem of development deficits, countries around the world should also mobilize new and extra funds to effectively cope with such emerging challenges as energy security, food security and climate change, He said.     On crisis response and prevention, He called on countries worldwide to continue their efforts in stabilizing the financial market as well as in building a just, equitable, inclusive and orderly international financial system.     Efforts should be made to carry out necessary reforms of the existing international financial system and its governance structures in a timely, gradual, comprehensive and balanced manner, He added.     The United Nations, the most authoritative international organization in the world, should continue to play its leading role in financing so as to encourage the international community to make bigger investments in development, he noted.

BEIJING, Dec. 27 (Xinhua) -- "Our confidence to face the global financial crisis should rely on science, knowledge and talented people," Chinese Premier Wen Jiabao said Saturday.     He made the remark during a visit to Beijing-based Zhongguancun Science Park, known as China's Silicon Valley.     "I'm here to consult you on how to let science and technology play a good role for us to not only handle the current difficulties but lay a foundation for long-run development," said the premier. BEIJING, Oct. 18 (Xinhua) -- China should pay more attention to its grain security in rural reform, said Jia Qinglin, the country's top political advisor, here on Saturday.     It should be a top priority to maintain grain production when the country develops modern agriculture, said Jia, chairman of Chinese People's Political Consultative Conference (CPPCC) National Committee, when the third meeting of the CPPCC National Committee's Standing Committee concluded here.     "China should stick to the most strict system to protect farming land."     During the four-day meeting, senior political advisors reviewed the decision on rural development and reform made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee.     They exchanged views and presented valuable ideas on rural reform, said a statement issued after the meeting.     "We should realize new situations and problems China faces in rural economic and social development, as well as urgency and responsibility to push forward rural reform," Jia said.     The CPPCC would work on proposals on system building, agriculture and public service development in rural areas.     He also asked political advisors to watch and study the global financial turmoil's impact on the domestic economy and contribute their talent to the administration.

SHIJIAZHUANG, Dec. 31 (Xinhua) -- The trial at a court here in Hebei Province of four executives of the Sanlu Group, the major dairy at the center of China's tainted milk scandal, ended without an immediate verdict at 10:10 p.m. on Wednesday.     The trial opened at 8 a.m.     Prosecutors accused Tian Wenhua, Sanlu's former board chairwoman and general manager, and three other executives of producing and selling fake or sub-standard products.     Sanlu Group Co., Ltd., represented by its trade union chairman Ran Weiguang, was also a defendant.     The three other executives are former deputy general managers Wang Yuliang and Hang Zhiqi, and Wu Jusheng, a former executive in charge of the milk procurement division.     All four defendants were arrested on Sept. 26.     At the end of the trial, Ran, on behalf of Sanlu, offered apologies to children sickened by the tainted milk and their families.     The verdict will be announced at an unspecified future date.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.
