CAIRO, Nov. 6 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday, starting a two-day official visit to Egypt preceding a top-level review of action to build China-Africa cooperation.     Egyptian Prime Minister Ahmed Nazef received Wen at the airport.     During his visit, Wen is scheduled to meet with Egyptian President Hosni Mubarak and hold talks with Nazef. He will also meet with Arab League chief Amr Mussa, and deliver a speech at the Arab League headquarters in Cairo.     This is Wen's second official visit to Egypt. The first was in 2006, which marked the 50th anniversary of establishing diplomaticties between China and Egypt. JINGGANGSHAN, Jiangxi, Nov. 4 (Xinhua) -- A senior Chinese official has called on the country's police and other law enforcement organs to improve their capabilities to better serve the people and rely on the people to safeguard social harmony and stability. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark at a meeting attended by police chiefs during his visit to Jinggangshan, where late Chairman Mao Zedong and other revolutionists established the CPC's first rural revolutionary base in 1927, in east China's Jiangxi Province.     Law enforcement departments and police should handle public's complaints with earnest attitude, improve their credibility in law enforcement and rely on the masses of people to safeguard social harmony and stability, said Zhou, who also heads the CPC Central Political and Legislative Affairs Committee.     He also called on the police officials to be innovative in their work and to strengthen the building of grassroots police organs.     Zhou visited the Jinggangshan martyrs' memorial park to pay respect to more than 48,000 revolutionary martyrs buried there, late Chairman Mao's former residence and other revolutionary sites on Tuesday.     Meng Jianzhu, Minister of Public Security who also attended the meeting, asked police departments at all levels to explore new methods for safeguarding national security and social stability.

BEIJING, Nov. 15 (Xinhua) -- Early and heavy snow storms in north China have killed 32 people, destroyed nearly 300,000 hectares of winter crops, and caused nearly 7 billion yuan (about one billion US dollars) of direct economic losses as of 2 p.m. Sunday, according to the Ministry of Civil Affairs.     The death toll did not include those who died in snow-caused traffic accidents, the ministry said. Ten died in Hebei Province, 12 died in Henan Province, and others in provinces of Shanxi, Shandong and Shaanxi.     As of 2 p.m. Sunday, more than 9.6 million people were affectedly snow storms, and 166,000 people had been evacuated from their homes or stranded vehicles jammed on the roads.     More than 15,000 buildings collapsed, the ministry said.     Heavy snow storms began to fall on Monday in northern and central Chinese provinces, including Hebei, Shanxi, Henan, Shandong, Hubei and Shaanxi, and Ningxia Hui Autonomous Region.     Beijing also experienced heavy snow, but no deaths have been reported so far.

BEIJING, Oct. 28 (Xinhua) -- China's discipline watchdog Wednesday opened a national informant website, to deal with the public's reports on discipline violation problems of the Party organizations and its members, and to collect suggestions for the Party's anti-corruption work.     The informant website, www. 12388. gov. cn, was launched by the Central Commission for Discipline Inspection of the Communist Party of China (CPC), and the Ministry of Supervision.     Citizens in China's 31 provinces and autonomous regions can all send their complains through the website, which has 31 portals for citizens from different places sending their appeals.     Each computer is required to send three letters each day in order to prevent repeated appeals.     The discipline watchdogs are also planning to establish informant website in city and county levels, in order to build a nationwide reporting system.     Since 2005, local supervision and discipline departments began to set up informant website one after another, which had accepted a large number of public complaints, helped relevant departments uncover valuable clues and also played an important role in combating corruption.     However, these websites did not work well because of its non-standard domain name and inadequate working system.     On June 26 last year, Supervision Ministry opened an informant hotline "12388" for people to report discipline offences of civil servants and officials.

BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.

BEIJING, Dec. 19 (Xinhua) -- Chinese Premier Wen Jiabao brought hope and confidence to the world in its fight against climate change by attending the summit of the UN Climate Change Conference in Copenhagen, Foreign Minister Yang Jiechi said Saturday.Yang, who had accompanied Wen during his visit on Thursday and Friday, said climate change profoundly affected mankind's existence and development, imposed a critical challenge to the world, and should be tackled by all countries jointly.     The Copenhagen conference was an important opportunity to boost international cooperation in combating climate change, Yang said.     Under the joint efforts of all parties, the conference yielded significant and positive fruits in three aspects, he said.     First, it firmly upheld the principle of "common but differentiated responsibilities" set by the UN Framework Convention on Climate Change and the Kyoto Protocol.     Second, it made a solid step forward in promoting developed countries' binding emissions cuts and developing countries' voluntary mitigation actions.     Third, it produced important consensus on the key issues of long-term global emissions cut targets, funding and technology support to developing countries, and transparency.     Yang said Premier Wen's attendance at the summit showed the Chinese government took a highly responsible attitude toward the Chinese people, all peoples in the world and mankind's future.     Over the last two days, Wen delivered an important speech to the summit, kept close contact with many parties, communicated and coordinated with them, overcame various difficulties, and guided action according to situation. He adopted a principled but flexible attitude, broke his back to move the climate talks forward on the right track, and played a pivotal role in the climate talks.     Wen's attendance contributed to the global fight against climate change mainly in three fields, Yang said.     FIRST, ABIDING BY PRINCIPLES, MAINTAINING A FOUNDATION FOR COOPERATION     Yang said developing and developed countries were very different in their historical emissions responsibilities and current emissions levels, and in their basic national characteristics and development stages, therefore they should shoulder different responsibilities and obligations in fighting climate change.     According to Yang, Wen told the conference the international community must adhere to the following four principles to combat climate change.     First, maintaining the consistency of outcomes:     The outcome of this conference must stick to rather than obscure the basic principles enshrined in the Convention and the Protocol. It must follow rather than deviate from the mandate of the "Bali Roadmap." It should lock up rather than deny the consensus and progress already achieved in the negotiations.     Second, upholding the fairness of rules:     The principle of "common but differentiated responsibilities" represents the core and bedrock of international cooperation on climate change and it must never be compromised. Developed countries must take the lead in making deep quantified emission cuts and provide financial and technological support to developing countries. Developing countries should, with the financial and technological support of developed countries, do what they can to mitigate greenhouse gas emissions and adapt to climate change in the light of their national conditions.     Third, paying attention to the practicality of the targets:     In tackling climate change, the world needed to take a long-term perspective, but more importantly, focus on the present. It was important to focus on achieving near-term and mid-term reduction targets, honoring the commitments already made and taking real action. One action was more useful than a dozen programs. The conference should give people hope by taking credible actions.     Fourth, ensure the effectiveness of institutions and mechanisms:     The international community should make concrete and effective institutional arrangements under the Convention to have developed countries honor their commitments, provide sustained and sufficient financial support to developing countries, speed up the transfer of climate-friendly technologies and effectively help developing countries strengthen their capacity in combating climate change.     Yang said Wen's propositions reflected developing countries' common stance. The propositions were reasonable and lawful, based on the present, faced the future, addressed all parties' interests, pointed out the direction for the climate conference when it was at the crossroads, effectively kept and boosted the talks, and won wide support and praise.

BEIJING, Dec. 10 (Xinhua) -- Ruling parties of China and Japan on Thursday pledged to deepen trust and work together for a stronger strategic relationship of mutual benefit between the two countries.     The pledge came out of a meeting between Chinese President Hu Jintao and Secretary General of the Democratic Party of Japan (DPJ) Ichiro Ozawa in Beijing on Thursday afternoon. Ozawa is leading a delegation of 600-strong members, including 146 DPJ lawmakers from the upper and lower houses of the Japanese Diet, for a four-day visit in Beijing.
