BEIJING, Nov. 4 -- China's increasingly voracious investment in overseas markets is helping the global economy - and especially the economies of developing countries - recover from the financial crisis, according to several speakers at the First China Overseas Investment Fair Tuesday.     Chinese officials urged foreign countries to make it easier for that investment to continue to flow by creating a "convenient and fair" environment for Chinese investors.     Outbound investment from China in overseas markets has grown significantly recently, at the same time as investment from traditional big spenders, including the United States and European countries, has slowed.     "China is stepping up its overseas efforts, despite the economic recession worldwide," said Zhang Xiaoqiang, vice-director of the National Development and Reform Commission. "Many of China's companies are active investors."     China's overseas direct investment rose 190 percent year-on-year in the third quarter, bringing the total investment for the first nine months to 32.87 bln U.S. dollars, the Ministry of Commerce announced recently.     That growth has been a blessing for many countries recently, Zhang said.     Jon Huntsman, the US ambassador to China, agreed, saying China's investment was "important in improving and stimulating the world economy".     Huntsman said the US has benefited from the investments of other nations. Between 2003 and 2008, countries invested more than 325 billion dollars in some 4,300 projects in the US.     Huntsman said China was "one of the nations with the fastest growing investment in the US" with an annual growth rate in investment volume of 30 percent throughout the 2004-to-2008 period.     "China is a leading nation in stimulating the revival of developing economies by way of investment," said Taffere Tesfachew, chief of the Office of the Secretary-General under the United Nations Conference on Trade and Development (UNCTAD).     Statistics from UNCTAD shows that in 2008, investment flowing out of the US declined by 18 percent to 312 billion. Flows from EU nations plunged by 30 percent to 837 billion. But emerging economies, and China in particular, increased overseas investment, Tesfachew told China Daily.     Nations and regional areas throughout "Africa and Asia could benefit a lot from it," he added.     F. Marcelle Gairy, Grenada's ambassador to China, said: "We have great sunshine to grow plants and many other advantageous sectors to tap. China has good technology to realize our dreams."     "It is win-win investment," she said.     "China's technology is cheaper, innovative and very useful," added Mifzal Ahmed, advisor on investments for the Maldives' Ministry of Economic Development.     While the UNCTAD forecasts investment outflows from Asia will slow this year, the organization believes the region will still outperform the rest of the world.     "Outflows from China and India are the most noteworthy," said Tesfachew.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that he and U.S. President Barack Obama had agreed to improve Sino-U.S. relations and reached consensus on major international and regional issues of common concern. "Such a commitment serves the common interests of China and the United States and all other parties concerned."     Hu said China and the United States would work with other parties concerned to stick to the denuclearization of the Korean Peninsula and the six-party talks process to safeguard peace and stability of the northeast Asia.     The two presidents stressed that it was very important for the stability in the Middle East and the Gulf Region to uphold the international nuclear non-proliferation regime and properly resolve the Iran nuclear issue through dialogue and negotiation, Hu said.     ONE-CHINA POLICY     Hu said the key to Sino-U.S. relationship was to mutually respect and accommodate each other's core interests and major concerns while divergences from different national conditions were normal as the two sides had different country situations.     He said that China appreciated President Obama's support for the one-China policy and the three Sino-U.S. joint communiques, and his respect for China's national sovereignty and territorial integrity on the Taiwan issue and other matters.     Hu said the two sides had reaffirmed the "cardinal principle" of "mutually respecting national sovereignty and territorial integrity" and voiced opposition to any attempt by any force to violate this principle.     "We have both agreed to conduct dialogues and exchanges on issues including human rights and religion, in the spirit of equality, mutual respect and non-interference in each other's internal affairs, so as to boost understanding, mitigate divergences and broaden consensus," Hu said.     "The Sino-U.S. relationship is very important. ADELAIDE, Australia, Nov. 28 (Xinhua) -- China Giant Pandas Wang Wang and Funi arrived at Australia's Adelaide airport on a chartered jumbo jet from China on Saturday. The pandas were welcomed at their new digs in the Adelaide Zoo after arriving in a climate-controlled semi-trailer escorted by police.     They will spend the next 30 days in quarantine in their specially built enclosure at the Zoo before going to the public on Dec. 13.     The CEO of Adelaide Zoo Dr. Chris West and the Cultural Councilor of Embassy of the People's Republic of China in Australia Ke Yasha with a crowd of about 100 local people greeted them at the Airport.     Ke said, "Nearly 400 Chinese people welcomed the arrival of the Giant Pandas in Chinatown despite the poor weather." COPENHAGEN, Dec. 7 (Xinhua) -- China has all along actively pushed forward international negotiations on climate change, and made its own contribution in energy saving and emissions cut, said a senior Chinese official on Sunday.     China, with its continuous development and increasing influence, is playing an ever bigger role in climate change negotiations, Xie Zhenhua, vice minister in charge of China's National Development and Reform Commission, told Xinhua.     Xie is in Copenhagen to attend the UN Climate Change Conference, which is slated for Dec. 7 to 18.     "As a responsible country, China takes a serious attitude toward combating climate change. It has always wielded positive and constructive influence on climate change negotiations, and wishes this latest conference a success," said Xie.     He said China's most important measure to boost this conference was its recent announcement of the target to reduce its carbon intensity for per unit of GDP by 40 percent to 45 percent by 2020 against the 2005 level.     He said China has set up a series of energy conservation and emissions reduction targets, and has taken many measures to ensure their implementation.     China would continue to raise energy efficiency, develop nuclear power and renewable energy, plant trees, adopt energy-saving measures in construction and transportation, and develop low-carbon economy, he said.     Developed countries, which shoulder historical responsibilities for climate change due to their emissions, have accomplished their industrialization, while China is still in the process of industrialization, noted Xie.     China, as a developing country, voluntarily put on table its emissions cut target by 2020, although the UN Framework Convention on Climate Change does not demand any numerical limitations from developing countries.     China, on its road to industrialization, will not send off greenhouse gases without restriction, Xie said, adding that China will never repeat developed countries' old paths of high energy consumption and unlimited emissions.     He said China holds the view that its efforts in saving energy, cutting emissions and boosting international climate change negotiations represent a responsible attitude to mankind and the country itself.

GENEVA, Nov. 30 (Xinhua) -- China will maintain the stability of its Renminbi (RMB) exchange rate all along, which does good for the world economic recovery, Commerce Minister Chen Deming said on Monday.     China's exchange rate reform has continued smoothly, and the value of RMB has risen by some 20 percent against the U.S. dollar since 2005, Chen told reporters in Geneva, where he is attending a ministerial conference of the World Trade Organization.     Despite the impact of the global financial crisis and all kinds of other difficulties, the Chinese government has actively tried to boost domestic consumption and stimulate imports, Chen said.
