BEIJING, Feb. 18 (Xinhua) -- Senior Chinese leader Zhou Yongkang has encouraged students from Xinjiang who are attending school in southern Guangdong Province to study hard and become qualified builders of the country.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China(CPC) Central Committee, made the remarks when replying to a letter written by the 12th graders of Guangdong Guangya High School on Sunday, or the first day of the Chinese Lunar New Year.Zhou visited the time-honored school in Guangzhou, capital of the southern province, last September and talked with the students from northwestern Xinjiang Uygur Autonomous Region. They wrote a letter to Zhou before the Spring Festival, which fell on Sunday.Zhou said in the letter that launching classes for high school students from Xinjiang in inland provinces is a major decision made by the Party and the government. It aims to let Xinjiang's children to enjoy better education so they can grow up healthily and make greater contributions to their hometown and the country.Zhou said the 56 ethnic groups in the country are a family and they have gone through thick and thin together to forge the flesh-and-blood ties.Zhou said the Party and government are exerting great efforts to address major issues including development gap between southern Xinjiang and other western regions, and the eastern coastal regions of the country.He told students that the CPC Central Committee is to hold a meeting on Xinjiang work, at which major decision will be made to boost Xinjiang's development. URUMQI, March 2 (Xinhua) -- Senior Chinese leader Zhou Yongkang has revealed that the government is preparing measures to boost the economic and social development of the northwestern Xinjiang Uygur Autonomous Region.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during a four-day inspection to the region that ended on Sunday.Zhou mingled with local cadres, teachers and residents when visiting Kashi Prefecture, Urumqi, the regional capital, and Shihezi City. BEIJING, Feb. 7 (Xinhua) -- China and Russia would strengthen coordination to better implement the regional cooperation program approved by state leaders last year, officials from the two countries said here on Sunday.The statement was made by Zhang Guobao, head of the National Energy Administration and vice minister of the National Development and Reform Commission, and representatives of the Russian government, at the China-Russian regional cooperation symposium.In September 2009, Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev approved the cooperation program between northeast China and Russia's far east and east Siberian region.Zhang said the cooperation program, covering many fields, included more than 300 key projects in local cooperation and infrastructure construction and transformation.The symposium is the first bilateral meeting aimed at promoting China-Russian regional cooperation since the approval of the cooperation program.

KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.

BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC.
