Yet in retrospect, a mass of evidences show that the unrest was a well-planned violent criminal incident of terrorist nature.     FEINT BEFORE VIOLENCE     Investigations by reporters reveal a salient feature of the riot, that is the perpetrators adopted the tactic of mass rally and making trouble in the open, which attracted people's attention and police force, while committing beating, smashing, robbery and arsons in other places.     At about 6:00 p.m. July 5, some persons gathered in the People's Square, continuously making phone calls and sending text messages. Some people were shouting slogans to attract passersby. The crowd grew larger and larger.     According to the local police department, about 1,500 policemen were sent to the place to maintain order and disperse the crowd.     At about 8:00 p.m., the police were told that a group of thugs were beating innocent people, smashing cars and buses, and burning police cars at Er Dao Qiao in a southern area of the city.     Xinhua reporters at the area spotted the body of a victim under a bridge, people fleeing in all directions, shops closing, mobsters smashing and setting fire as they walked along, more and more shops, automobiles and public facilities got destroyed and people got hurt.     At the same time, people gathered in the People's Square began to walk to the south.     According to two officials from the local committee of ethnics and religions who walked after these people, at the Longquan Street intersection, someone jumped out of the crowd and began to instigate people to join and follow them. The Longquan Street is a major passage leading to the Er Dao Qiao area.     At about 8:40 p.m., the crowd reached the Tianchi Road - close to the Er Dao Qiao area -- and were joined by about 200 people with clubs.     The two officials said that as fewer than 20 policemen lined up across the street to stop the crowd, someone in the crowd commanded the crowd to dash through the police line. A policeman was beat down and the crowd continued to move south with more violent behaviors.     According to the policemen who were at the scene, the crowd walked as long as several kilometers and more people joined in when the violent situation was worsening.     SUDDEN ERUPTION ALL OVER     According to the local public security department, at about 9:00 p.m., the department received reports that thugs were making violence in more than 50 places in the city, attacking passersby, cars, shops, resident buildings, police and government offices.     The city's first aid center said they received numerous SOS calls starting from 8:23 p.m., resulting in the breakdown of the telephone switching system.     According to the center, from the night of July 5 to the next morning, it sent out ambulances for 737 times to give medical support to about 900 injured people.     A young woman told Xinhua that she was in a bus when the thugs started the violence. "There were also thugs in the bus. It was like they colluded over the whole thing and just waited in the bus for the time to come."     The girl said that she was beat "powerfully" in the head while trying to get off the bus after the driver opened the door. HANOI, May 25 (Xinhua) -- Chinese Foreign Minister Yang Jiechi attended the 9th Foreign Ministers' Meeting of the Asia-Europe Meeting here on Monday and delivered a speech at the opening ceremony.     Yang said with deepening globalization, the destinies of Asia and Europe have been tied together. Countries must intensify cooperation, deepen mutual trust and build a new and closer Asia-Europe partnership.     To build such a partnership, Yang said countries should enhance mutual understanding through dialogue on an equal footing. Countries should firmly oppose all forms of protectionism and take concrete steps to help develop countries maintain financial stability and work together to overcome the international financial crisis.     Second, countries should take active measures to counter the threat of A/H1N1 flu and other infectious diseases and minimize the impact of the flu on global trade and economic activities, said Yang.     Third, countries should think for the future, remain committed to the principle of "common but differentiated responsibilities" and step up cooperation in tackling climate change.     Fourth, countries should increase input and foster and follow anew energy security concept that calls for win-win cooperation, diverse forms of development and common security through coordinated supply, said Yang.     Fifth, countries should promote peaceful and negotiated settlement of hotspot issues and regional disputes on the basis of mutual respect, mutual trust and cooperation. The international community should fully respect the sovereignty and territorial integrity of the countries concerned, provide active and constructive help, and avoid willfully applying pressure or sanctions.     Yang said to deal with the international financial crisis, China has adjusted its macro-economic policies and implemented positive fiscal policy and loosened its monetary policy in an appropriate manner.     China has launched a package of measures to expand domestic consumption and stabilize export market and these measures have started to take effect.     As a responsible member of the international community, China will continue to work together with other ASEM members to strengthen coordination in the macro-economic policy, advance the reform of international financial system and actively safeguard the stability of the multi-lateral trade system.     The 9th Foreign Ministers' Meeting of the Asia-Europe Meeting (ASEM) opened here on Monday with the participation of foreign ministers and delegates from 45 ASEM members in the two-day meeting.     Vietnamese Prime Minister Nguyen Tan Dung delivered the opening speech of the meeting.

BEIJING, May 9 (Xinhua) -- The nearly 10 billion yuan donation from the Communist Party of China (CPC) members would all be used for the reconstruction of China's quake zones, the Organization Department of the CPC Central Committee said Saturday.     As one of the relief efforts after an 8.0-magnitude earthquake battered southwestern China on May 12 last year, some 45.5 million CPC members donated 9.73 billion yuan (1.43 billion U.S. dollars) as "special membership fees" for the quake victims.     So far, nearly 90 percent of the fund had been allocated to the quake regions, and the rest would also be appropriated according to procedures, the department said in a statement.     The money was spent on rebuilding schools and subsidizing survivors among others, it said

BEIJING, June 14 (Xinhua) -- The China Ping An Insurance (Group), which had plans to buy a 22 billion yuan (3.2 billion U.S. dollars) stake in Shenzhen Development Bank (SDB), said Sunday that there are no changes in buying into the bank for the moment.     There are no changes in the bank, and the stake purchase aims to improve Ping An's financial service and asset structure, said Zhang Zixin, general manager of the China's second largest insurer via a telephone news conference.     Ping An and SDB will operate with their own plans. The management team of the bank will not change right now, according to the Frank Newman, president of SDB, and Richard Jackson, president of the Ping An Bank Co., Ltd.     The company said last Friday it would buy 520 million shares from the U.S.-based TPG's Asian arm Newbridge Capital for 11.45 billion yuan by the end of 2010. Newbridge Capital is currently the top shareholder in Shenzhen Development Bank.     The Ping An would acquire no more than a 30 percent stake in Shenzhen Development Bank after the two deals, and become the top shareholder instead.     The Ping An Group, together with Ping An Life Insurance, currently holds a 4.68 percent stake in Shenzhen Development Bank.
