BEIJING, Feb. 20 (Xinhua) -- A total of 53.36 million Mu (about 3.56 million hectares) of crops in China had been affected by severe drought by Saturday, said the Office of State Flood Control and Drought Relief Headquarters. The drought, mostly in China's southwestern provinces including Yunnan and Guizhou, had damaged crops and caused water shortage to both people and livestock.In Yunnan, the worst drought-stricken province, up to 31.48 million Mu of crops had been affected, with 11.53 million Mu seriously damaged and 6.16 million Mu destroyed. About 5.97 million people and 3.59 million livestock are suffering from water shortage.A farmer walks on the cracking bottom of a pond in Shilin County, southwest China's Kunming City, Feb. 2, 2010The drought had also started to affect China's northern regions, as several northern provinces had not seen rainfall for nearly 40 days with signs of drought showing up in farmlands.The Office urged authorities in drought-hit areas to step up efforts in fighting drought and ensure water supply for people and agricultural uses.It would also seek financial support from the National Development and Reform Commission and the Ministry of Finance to ensure water supply and improve irrigation facilities for the drought-stricken population, said the Office.About 640 million yuan (93.7 million U.S.dollars) had been allocated with 8.95 million people and 150,000 water trucks mobilized to fight the drought as of Saturday, watering 8.14 million Mu of crops and providing temporary water supply to 6.76 million people and 3.33 million livestock, data from the Office showed. BEIJING, Feb. 25 (Xinhua) -- China denied on Thursday that its economic and trade exchanges with the Democratic People's Republic of Korea (DPRK) has violated a United Nations (UN) resolution.At a regular press conference, Chinese Foreign Ministry spokesman Qin Gang was asked to comment on a report by Yonhap news of the Republic of Korea quoted by China Daily saying Pyongyang announced two islets adjacent to China's northernmost port city Dandong would be developed by Chinese enterprises as a free trade area."This project is purely normal economic and trade contact between the two countries. It does not go against the UN relevant resolution of sanction on the DPRK," he said.The UN Security Council last June adopted a resolution imposing tougher sanctions on the DPRK, including a tighter arms embargo and new financial restrictions, after the DPRK announced a successful nuclear test on May 25, the second since 2006.The resolution also underlined that "measures imposed by this resolution are not intended to have adverse humanitarian consequences for the civilian population of the DPRK." 

BEIJING, March 5 (Xinhua) -- China budgets 1.05 trillion yuan (154.4 billion U.S. dollars) of fiscal deficit this year to support economic growth as government revenue will fall significantly short of expenditures, says a government work report to be delivered by Premier Wen Jiabao at the parliament's annual session Friday.The government vowed to keep the debt at "appropriate" level. HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

SHANGHAI, Feb. 9 (Xinhua) -- Chinese bankcard holders' consumer confidence in January was up year on year, according to an index issued jointly by China Unionpay and Xinhua News Agency on Tuesday.The Bankcard Consumer Confidence Index (BCCI) stood at 86.81 in January, 2.44 points higher from the same period last year, and stayed at basically the same level as December 2009, said the index report.The increasing consumer confidence mainly stemmed from China's steadily improving macroeconomic conditions, the report said.China's economy resumed a double-digital growth in the fourth quarter last year, pushing the annual figure beyond the government target of 8 percent at 8.7 percent.The index also resulted from an increase of 9.1 million urban jobs and a higher-than-8-percent income rise for urban and rural residents in 2009, according to the report.The report also attributed the rising confidence to people's growing demand during the New Year and the approaching Spring Festival, the Chinese lunar new year, which falls on Feb. 14 this year.The report said China Unionpay would release the BCCI index on a monthly basis starting 2010.

Through years of development, the Internet has been closely connected with people, bringing both convenience and threats. The threats include Internet-based crimes and pornography.It is common practice for countries, including the United States, to take necessary measures to administer the Internet according to their own laws and regulations.The Internet is also restricted in the United States when it comes to information concerning terrorism, porn, racial discrimination and other threats to society.Shortly after the Sept. 11, 2001 terrorist attacks, the U.S. Congress approved the Patriot Act to grant its security agencies the right to search telephone and e-mail communications in the name of anti-terrorism. The move aroused a great deal of controversy far and wide.U.S. authorities have also taken measures, such as installing supervision software and imposing grave punishments, to curb Internet child porn, a serious crime in the country.The United States often gossips about other countries' policies on administering the Internet, but at the same time it takes similar measures to minimize the spread of illegal information. That shows that the United States takes a strict line with other countries, but not with itself.Clinton in her speech also talked of Google's threat to quit China due to what the company said were "cyber attacks of varying degrees on a regular basis."As a matter of fact, the U.S. was the first country to introduce the concept of cyber warfare and then put it into practice. The country also developed a new type of troops -- cyber troops.The Pentagon has adopted several measures to beef up the military's cyber warfare capacity, according to American media reports last year. In June, Defense Secretary Robert Gates issued an order to establish a new military cyber command dedicated to coordinating the Pentagon's efforts to defend its networks and conduct cyber warfare. The command was expected to be fully operational by October this year.So, it is quite hypocritical to point one's finger at others without proper justification while managing to strengthen one's own cyber warfare capacity.Necessary regulation of the Internet is a consensus of the entire international community for the sake of healthy development of the Internet. No responsible country takes a laissez-faire attitude towards the use of the Internet.It is an operational norm observable by all foreign-funded enterprises to respect and comply with laws and regulations as well as public interests and the cultural tradition of the host country.Noting that most countries exert some sort of control over information,Microsoft Chief Executive Steve Ballmer said Friday his company must comply with the laws and customs of any country where it does business.The U.S. move to make Internet freedom an issue just indicates its continued application of double standards. People just wish that the United States will respect facts and treat others equally. It is not acceptable for someone to assume for themselves the high moral ground and arbitrarily make baseless charges against others.

SANYA, Hainan, March 21 (Xinhua) -- A senior Chinese official said here Sunday more efforts should be made to further integrate tourism and culture so as to achieve greater development of the industries.Liu Yunshan, a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the 2010 Boao International Tourism Forum in Sanya, a tourist resort in south China's Hainan Province.Global tourism was experiencing drastic adjustment along with the world economy's profound changes, while connections between tourism and culture had been increasing, he said.Integrated development of the two industries was an inevitable demand of the times when economic development came to a certain level, which offered huge potential for the tourism industry, said Liu.It was important to stick to opening-up and cooperation in promoting the tourism and culture industries, Liu said."The Chinese government has made the decision to build Hainan into an international tourism island, which demands more efforts to further expand opening-up and explore integration of tourism and culture, making Hainan a key platform for economic cooperation and cultural exchanges between China and foreign countries," Liu said.The two-day forum, under the theme of "transformation of tourism and cultural industries in the aftermath of the global economic crisis," attracted delegates from more than 50 countries and regions, as well as executives of world tourism organizations such as the United Nations World Tourism Organization and the World Travel and Tourism Council.
