LIMA, Nov. 19 (Xinhua) -- Visiting Chinese President Hu Jintao met his Peruvian counterpart Alan Garcia Wednesday in Lima for talks on how to deepen comprehensive cooperative partnership between China and the Latin American nation.     The meeting took place soon after the Chinese leader's arrival in the Peruvian capital from Havana.     In a written statement issued upon his arrival here, the Chinese president said he will exchange views with Garcia and other Peruvian leaders on ways to deepen bilateral ties.     Following their talks, the two leaders will attend a signing ceremony of documents on cooperation in trade, customs, quality control and poverty reduction.     Peru is one of China's major trading partners in Latin America,with two-way trade totaling 6 billion U.S. dollars in 2007, a 53 percent increase over the previous year.     While in Lima, Hu will attend the Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum, which will focus on the world financial crisis, support for the Doha round oftrade talks, food and energy security, and regional economic integration.     The Chinese president will also meet with leaders of several APEC member economies on the sidelines of the APEC meeting.

ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. Two groups of naval special forces were aboard the first and the last ships.     Another Chinese destroyer Haikou will join the mission later in waters, where the pirates are more likely to appear.     Rear-Admiral Du Jingchen, commander of the naval fleet, said safeguarding transport in the Gulf of Aden and maintaining security of ships was the common wish of all pacifists including compatriots across the Taiwan Straits.     The Gulf of Aden is a key trade route linking the Indian Ocean with the Mediterranean via the Suez Canal. The Chinese fleet started to carry out the second escort mission against pirates in the Gulf of Aden on Monday.     The fleet, including the two destroyers and one supply ship, conducted its first escort mission from Jan. 6 to 8.     The fleet has about 800 crew members, including 70 soldiers from the Navy's special force, and is equipped with missiles, cannons and light weapons.     The London-based International Maritime Bureau said more than 100 vessels had been attacked in the Gulf in 2008 and more than 10ships are still being held for ransom.

BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

BEIJING, Nov. 6 (Xinhua) -- The Agricultural Bank of China (ABC) on Thursday signed an agreement with Central Huijin Co., an investment arm of the government, for a 130-billion-yuan (19 billion U.S. dollars) capital injection in preparation for an eventual stock listing.     Xiang Junbo, the state-owned bank's president, said the injection would boost the bank's capital base, improve its financial status and enhance its profitability.     After the injection, Central Huijin and the Ministry of Finance each will have half of the bank's ownership.     Lou Jiwei, head of Central Huijin's board of directors, said the company would help ABC improve its corporate governance to make it a modern commercial bank with global competitiveness.     According to Xiang, ABC's profit grew 35 percent year-on-year to 98 billion yuan in the first three quarters. As of Sept. 30, deposits totaled 5.9 trillion yuan and loans 3.97 trillion yuan, rising by 690 billion yuan and 300 billion yuan, respectively, from a year earlier. BEIJING, Jan. 4 (Xinhua) -- Chinese President Hu Jintao on Sunday spoke over telephone with his U.S. counterpart George W. Bush about bilateral relations and major international issues of common concern.     The two leaders exchanged congratulations on achievements that have been made in the development of bilateral relations since the forging of diplomatic ties between China and the U.S. 30 years ago.     They expressed the hope that a series of events to mark the 30th anniversary of the establishment of diplomatic relations would be successful.     President Hu agreed with Bush's positive remarks on China-U.S. relations and hailed his efforts to develop a constructive and cooperative Sino-U.S. relationship.     In the new historical period of time, China and the United States, through their joint efforts, will surely be able to stay firm in the general direction of the China-U.S. constructive and cooperative relationship and promote sound, stable, all-round and in-depth development of bilateral ties, Hu noted.     Bush, for his part, said China and the United States have engaged in good cooperation over the past 30 years which deserves congratulation.     The U.S. president said he was pleased that he has conducted satisfactory cooperation with President Hu during his presidency.     On the Middle East situation, Hu said China is seriously concerned about escalation of the Palestinian-Israeli conflict and worsening of the volatile situation in the Middle East and is deeply worried about the humanitarian crisis taking place in the Gaza Strip.     China calls on all the parties concerned to stop military operation and armed conflicts, promote the relaxation of tension in the region and create conditions for a solution to the conflict by political means, Hu said.

BEIJING, Dec. 13 (Xinhua) -- Chinese Premier Wen Jiabao returned to Beijing Saturday night from a trilateral summit between China, Japan and the Republic of Korea (ROK).     In a half-day meeting in Japan's Fukuoka, Wen, his Japanese counterpart Taro Aso and ROK President Lee Myung-bak discussed trilateral ties, the ongoing global financial crisis and other issues of common concern.     Before the meeting, Wen met Lee and Aso respectively, and discussed bilateral relations with them.     They issued a joint statement on tripartite partnership relations after the meeting.

BEIJING, Jan. 6 (Xinhua) -- China's rural areas have the biggest potential in boosting domestic demand, said Chinese Vice Premier Wang Qishan during visits to the countryside concluded on Tuesday.     China should "especially place priority on tapping the rural market and developing the countryside" when spreading global financial crisis blunted the country's economic growth, said Wang.     He made the remarks when visiting towns, rural stores and farmers in central China's Henan Province on Monday and Tuesday.     More chain stores should be set up in the countryside to facilitate rural consumption, Wang said.     He also urged local officials to well implement policies to subsidize farmers' purchase of home appliances.     Financial institutions should develop more services targeting the need of farmers and rural enterprises, he said.     In its latest effort to boost rural consumption, China has decided to roll out a 13-percent subsidy nationwide for farmers who buy home appliances, starting from Feb. 1.     China has announced a 4 trillion-yuan (586 billion U.S. dollars) fiscal package to stimulate domestic demand.
