BEIJING, Oct. 3 (Xinhua) -- Most parts of China saw limited rainfall through Saturday as people could get view of a bright full moon in clear meteorological conditions at the traditional Mid-Autumn Festival.     Only the southwestern and part of the northwestern regions saw some rainfalls, but starting Sunday, weather in those regions will also clear up for the locals to get view of the full moon, according to China Meteorological Administration.     In the coming three days, parts of the northwestern Xinjiang Uygur Autonomous Region expect a weak rainfall with strong wind. Temperature will drop 4-8 degrees Celsius after the cold front moves over the region.     Meanwhile, parts of the northeastern Inner Mongolia Autonomous Region and Heilongjiang Province will also see some weak rainfalls in the next three days.     The Administration also warns of twin typhoons Parma and Melor churning in the Pacific Ocean.     Typhoon Parma which now is bearing down on the Philippines expects to bring gales and major rainfalls along China's southeastern regions in its course during the coming three days.

We may recall the worries voiced by many people early this year when we gathered in Davos for the World Economic Forum annual meeting. Since then, thanks to the concerted efforts and active measures of the entire international community, some positive changes have taken place. The world economy is beginning to recover, although the process is slow and tortuous. We can now see the light of dawn on the horizon.This is a critical juncture and it is highly significant for political leaders, entrepreneurs, experts and scholars of various countries to gather together here and discuss how to "Relaunch Growth" of the world economy. I sincerely wish this meeting a great success!     This unprecedented global financial crisis has taken a heavy toll on the Chinese economy. Yet, we have risen up to challenges and dealt with the difficulties with full confidence. And we have achieved initial results in our endeavor.     We have arrested the downturn in economic growth. In the first half of this year, China's GDP grew by 7.1 percent, investment expanded at a faster pace, and consumption maintained fast and steady growth. Domestic demand played a stronger role in driving the economy forward. From January to July, 6.66 million new urban jobs were created, income of urban and rural residents increased, and overall social stability was maintained. We effectively managed fiscal and financial risks and kept budget deficit and government debt at around 3 percent and 20 percent of the GDP respectively. Banks' asset quality and ability to fend off risks were improved. At the end of June, the NPL ratio of commercial banks was 1.8 percent, down by 0.64 percentage point from the beginning of the year, and capital adequacy ratio stood at 11.1 percent.     With the world economy still mired in recession, it is by no means easy for us to have come this far. The achievements we have made are not something that dropped into our lap. Rather, they are the results of the proactive fiscal policy and moderately easy monetary policy and the stimulus package that the Chinese government and people have pursued in line with the national conditions. Some people take a simplistic view and believe that China's stimulus package means only the four trillion RMB yuan investment. This is a total misunderstanding.     China's stimulus package focuses on expanding domestic demand and is aimed at driving economic growth through both consumption and investment. Of the total four trillion yuan in the two-year investment program, 1.18 trillion yuan will come from the central government, and it will mainly be used to generate greater investment by local governments and the non-public sector. We have made vigorous efforts to stimulate consumption and make domestic demand, particularly consumer spending the primary driver of economic growth. We have increased subsidies for farmers, raised the minimum purchasing price of grains, introduced performance-based salaries for primary and middle school teachers, and increased the basic cost of living allowances for urban and rural residents so that the people will be able to spend more. In order to boost consumption, we have offered subsidies for the program of bringing home appliances, agricultural machinery, automobiles and motorcycles to the countryside and the program of exchanging used automobiles and home appliances for new ones. Purchase taxes on small-engine and energy conserving and environment friendly cars have been cut by half. In the first seven months, a total of 7.31 million cars were sold and total retail sales of consumer goods rose by 15 percent.

LAS VEGAS, the United States, Aug. 10 (Xinhua) -- A record number of Chinese businesses and manufacturers are participating in the annual exhibition of Chinese products in the United States, in a way to show their confidence in the U.S. market and American consumers, a senior Chinese official said here on Monday.     Inaugurating the "China Brand Show 2009" in the Las Vegas International Convention Center, Vice Minister of Commerce Zhong Shan said the Chinese government pays much attention to the difficulties its economy is facing amid the global financial crisis.     "Ever since November last year, the Chinese foreign trade has been going down for a consecutive nine months, which complies with the world trade situation in general," said the official.     Stressing that both China and the United States are each other's essential trading partner, Zhong said that the two countries had committed to open more to trade and investment and fight protectionism at the recent China-U.S. Strategic and Economic Dialogue, held in Washington, D.C. in July.     On China's domestic efforts to tackle the global economic recession, Zhong said the government has rolled out a huge economic stimulus package, and China's stabilizing and promising economic trend has contributed to the global confidence in an early economic recovery.     "China's GDP enjoyed a 7.1-percent growth in the first half of 2009, bringing the economic slump starting from the fourth quarter last year to an end," said the vice minister.     According to organizers of the annual show, more than 200 enterprises from China are participating this year, to showcase their products during the three-day event that ends on Wednesday.     The show also serves as a promotion event for the 106th China Import and Exports Fair, to be held in Guangzhou from Oct. 12 to Nov. 4 this year, officials said.     The China Import and Export Fair, the country's number one trade fair, has become a platform for enterprises from different countries to do business and one of the key channels for foreign companies to enter the Chinese market.

BEIJING, July 23 (Xinhua) -- The Chinese government has made clear Thursday that it will continue its proactive fiscal policy in the second half of this year to maintain its economic growth as government leaders reiterated the stance, for there are still uncertainties ahead.     Finance Minister Xie Xuren told local financial bureaus at a conference in Beijing on Thursday that the proactive policies, which included increased investment from the government, tax cuts and subsidies to low- income families, had taken effect in stimulating the recovery of the national economy.     The Chinese economy expanded 7.9 percent from a year ago in the second quarter of this year, driven by a surge of fixed-asset investment backed by government fiscal policies. Finance Minister Xie Xuren was seen in this file photo taken on March 6, 2008    The economic growth rate accelerated from the 6.1 percent in the first quarter of this year and the 6.8 percent in the fourth quarter of last year.     To weather the global economic recession, the Chinese government unveiled a four-trillion-yuan stimulus package in November to revive the world's third largest economy, which was slowed by tumbling exports. The central government promised a 1.18trillion yuan investment.     By the end of June, 591.5 billion yuan (86.6 billion U.S. dollars) out of the total investment from the central government had been allocated, which boosted a 33.5 percent jump of fixed-asset investment in the first half of this year. It was the highest level in the last five years.     The ministry's decision came as Chinese leaders vowed to continue the current policies.     Chinese President Hu Jintao said Thursday that China should adhere to its proactive fiscal policy and moderately easy monetary policy to ensure a stable economic growth as the recovery is not yet solid.     Premier Wen Jiabao has reiterated that the economy is in a crucial phase and rebounding. He pledged to maintain the current macroeconomic policies and fully implement its four-trillion yuan stimulus package.     Xie said the government will implement the fiscal policy "at full swing" in the second half of this year and speed up allocation of investment from government, which, Xie hoped, would stimulate private investment.     Yang Zhiyong, researcher of the Institute of Finance and Trade Economics at the Chinese Academy of Social Sciences, a government think tank, said that currently the proactive fiscal policy had a limited impact on pushing up private investment. It is hard for private investment to enter monopolistic sectors, he added.     Li Yining, an economist from the Peking University, said consumption should be spurred to fuel the growth momentum in the future as the current economic recovery was advanced mainly by investment. He suggested the proactive policy be further carried out to stimulate consumption and private investment in the following period.     Xie said in the second half the ministry will continue its policy of tax cuts to increase investment from enterprises and consumption.     The ministry also pledged to increase spending on people's livelihood. Investment in agriculture, social security, medical care, education, science and environmental protection climbed 33.9percent from a year earlier to 1.48 trillion yuan, according the ministry.     Analysts said the macroeconomic polices should also aim to adjust economic structure for the long term and to create new growth points.     Jia Kang, president of the Institute of Fiscal Science, Ministry of Finance, said the government resolves to step up adjustment of economic structure as the economy is back on track for recovery.     Xie said the fiscal policy in the second will support innovation and energy conservation and emission reduction to sustain the economic growth.     On July 21, the ministry started a pilot program to subsidize 50 percent of investment for solar power projects, a move to boost the solar industry as a new growth point for the country's economy.     Xie also urged to strengthen supervision over fiscal management and improve information transparency in the second half as fiscal expenditure in the second half faced great pressure. Wen Jiabao also described the country's fiscal situation as "severe."     The ministry said the country's fiscal revenue in the first six months fell 2.4 percent from a year ago to about 3.4 trillion yuan, while its fiscal expenditure rose 26.3 percent to 2.89 trillion yuan. 

BEIJING, Aug. 17 (Xinhua) -- China on Monday urged more efforts to push forward the rejuvenation of the country's northeast and other traditional industrial bases.     Great progress has been made in the regions since China launched the rejuvenation move more than five years ago, said attendees at a meeting of the leading group of the State Council, the Cabinet, for revitalizing the northeast and other old industrial bases. The rejuvenation strategy of old industrial bases mainly covers regions including Liaoning, Heilongjiang and Jilin provinces and the northeastern parts of Inner Mongolia Autonomous Region. UNITED NATIONS, Sept. 24 (Xinhua) -- Chinese President Hu Jintao on Thursday made a five-point proposal for building a safer world for all through nuclear non-proliferation and disarmament. During an address at the U.N. Security Council nuclear summit, Hu said "nuclear proliferation remains a pressing issue and nuclear disarmament a long and arduous task."     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," he said.     The Chinese president called for efforts be made in the following five areas: Chinese President Hu Jintao (Front) addresses the Summit on Nuclear Non-Proliferation and Nuclear Disarmament at the United Nations headquarters in New York Sept. 24, 2009. The U.N. Security Council on Thursday unanimously adopted a resolution to stop the proliferation of nuclear weapons in a bid to seek a safer world for all, and to create conditions for a world without nuclear weapons    First, to maintain global strategic balance and stability and vigorously advance nuclear disarmament:     All nuclear-weapon states should fulfill in good faith obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and publicly undertake to not seek permanent possession of nuclear weapons.     "Countries with the largest nuclear arsenals should continue to take the lead in making drastic and substantive reductions in their nuclear weapons," he said.     To attain the ultimate goal of complete and thorough nuclear disarmament, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons, he said.     Second, to abandon the nuclear deterrence policy based on first use and take credible steps to reduce the threat of nuclear weapons:     "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard," Hu said.     In the meantime, nuclear states should negotiate and conclude a treaty on no-first-use of atomic weapons against one another.     Third, to consolidate the international nuclear non-proliferation regime and prevent the proliferation of nuclear arms.     "All countries should join the NPT and real efforts should be made to uphold and enhance its authority and effectiveness. The function of the International Atomic Energy Agency (IAEA) in safeguards should be strengthened," Hu said.     All countries should strictly comply with non-proliferation obligations, refrain from double standards, and tighten and improve export controls to prevent proliferation.     Fourth, to fully respect the right of all countries to the peaceful use of nuclear energy and carry out active international cooperation:     "Developed countries should actively assist developing countries in developing and using nuclear energy for peaceful purposes. Promote development, eradicate poverty, and remove the root causes of conflict and instability.     -- Fully respect and accommodate the legitimate and reasonable security concerns of all countries, refrain from pursuing one's own security at the expense of others, and ensure security for all through win-win cooperation.     -- Build state-to-state relations of mutual understanding and mutual trust, resolve differences and dispel misgivings, and conduct dialogues and cooperation on an equal footing.     -- Adhere to multilateralism. Consolidate the collective security system with the United Nations at its core and make the system more just and reasonable so that it can play a robust role in international security cooperation.     Hu was in New York for a series of U.N. meetings. He was scheduled to attend a financial summit of the Group of 20 in Pittsburgh on Thursday and Friday.
