DUSHANBE, Aug. 26 (Xinhua) -- Chinese President Hu Jintao arrived in Tajikistan's capital Dushanbe on Tuesday for a state visit and to attend the 8th Shanghai Cooperation Organization (SCO) summit, scheduled for Thursday.     Hu flew to Dushanbe from Seoul after concluding a state visit to the Republic of Korea, and was met at the airport by Tajik President Emomali Rakhmon.     During his stay in Dushanbe, President Hu will hold talks with Rakhmon and sign bilateral cooperation deals related to political, economic and trade exchanges, according to a senior official of the Chinese Foreign Ministry.     In a written speech delivered at the airport, Hu said China and Tajikistan are friendly neighbors sharing common mountains and rivers.     Since the two countries forged diplomatic ties 16 years ago, bilateral relations have witnessed smooth development with tangible results achieved in political, economic, security and other areas, he said. BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. And the number of tainted batches accounted for 14.05 percent of the total batches tested.     The melamine content in the Sanlu brand reached 2,563 mg per kg, the highest among all the samples. In other samples, the range was from 0.09 mg to 619 mg per kilogram. TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.

BEIJING, Aug. 16 (Xinhua) -- For a second day, the Olympic host city reported Grade I -- or excellent -- air quality on Saturday, the eighth day of the Olympics. In most of the day, the city basked in sunshine.    Figures released by the China Environmental Monitoring Center (CEMC) revealed that Beijing's Air Pollution Index (API) showed a reading of 23 on Saturday, which fell into Grade I, whose API reading ranges between 1 and 50. On Friday, CEMC's figures showed an API reading of 17.    China uses the API system to report the country's air quality. An API reading between 51 and 100, or Grade II, means the air quality is fairly good. An API reading between 101 and 150, or Grade III, entails the air quality is slightly polluted.Also on Saturday, deputy director of the Beijing Municipal Bureau of Environmental Protection Du Shaozhong said the city reported seven days with Grade I air quality in the first half month in August, which was the highest since 1998.    In the other eight days, Beijing's air quality was in Grade II, which was within the standards to host the Olympics.    "Beijing often reports more days with Grade I air quality during the autumn and winter in comparison with the summer. But this August, the number of days with excellent air quality is unusually high," he said.    Since 1998, the highest monthly number of days with excellent air quality in the summer was five, in July of 2006, he said. Last August only two days reported excellent air quality.    Du forecast that Beijing's air quality would be excellent or fairly good during the Olympics and Paralympics. "Should weather conditions be favorable, Beijing's air quality would be excellent. Should weather be unfavorable, the air quality would be in Grade II," he saidWang Zifang, a Beijing-based expert on weather forecasting, said Beijing's air quality would be excellent until Monday.    "During Aug. 19-21, the wind is forecast to change direction and may bring pollutants from cities to the southeast of Beijing, such as Tianjin and Langfang," Wang said.    Du attributed good air quality to efforts made by Beijing to curb air pollution over the last nine years, especially this year.    Beijing municipal government said it had poured more than 140 billion yuan (20.5 billion U.S. dollars) since 1998 into more than 200 projects dedicated to improving the city's air quality.    In the run-up to the Beijing Games, the host city implemented some drastic measures to reduce pollution.    In one of these measures, Beijing has imposed an odd-even restriction system based on licence plate numbers that would keep vehicles off the road on alternate days from July 20 to Sept. 20.

BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June. CHENGDU, June 15 (Xinhua) -- President Hu Jintao on Saturday ordered that the title of "heroic quake-relief force" be given to a helicopter regiment that showed loyalty and courage in rescue work following last month's major quake in southwest China. The command by Hu, also Chairman of the Central Military Commission of the People's Republic of China, was announced at an award meeting here on Sunday.     The regiment of army aviation under the Chengdu Military Command did an excellent job in quake-relief missions and showed great loyalty, courage and dedication, the command said.
