BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.

HANGZHOU, Oct. 29 (Xinhua) -- China and the United States said Thursday they would not stage any new trade protection measures against each other, a significant step which lays the groundwork for the presidential summit next month.     "Both sides agreed on not introducing any new trade protection measures against each other as both vowed to oppose trade and investment protectionism and observe the related consensus of the G20 summit," Chinese Commerce Minister Chen Deming said later Thursday. HOHHOT, Dec. 6 (Xinhua) -- China has invested more than 6.5 billion yuan (959 million U.S. dollars) to preserve grasslands in northern Inner Mongolia Autonomous Region, said the regional government.     The money has been spent on returning grazing land to grassland, restoration of natural grassland and sand source control to prevent sandstorm. The efforts have helped reduce the area of degraded grasslands in Inner Mongolia to 500 million mu (33.5 million hectares) from 700 mu since 2000, it said in a statement.     Since the end of the 1990s, successive droughts, overgrazing and inadequate funding on grassland protection have led to deterioration and desertification of the grasslands in the region.     The region has set the goal of increasing the grasslands' vegetation coverage to 42 percent next year and 48 percent in 2015.     The vast autonomous region, which has a grassland area of 1.3 billion mu, plays a key role in maintaining the country's ecological security, especially in preventing desert threat to Beijing and neighboring Tianjin.

SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday the U.S.-China cooperation enables both countries to be more prosperous and more secure and that young people are the best ambassadors.     Obama had a dialogue with 500-strong Chinese college students Monday afternoon in the Shanghai Science and Technology Museum, a highlighted activity in the first stop of his four-day maiden trip to China since taking office in January.     He covered a wide range of topics, notably the outlook of Sino-U.S. cooperation and youth exchanges between the two countries, while delivering opening remarks and answering questions from the students and Chinese Internet users.     POSITIVE SINO-U.S. TIES     Obama said China is a nation that encompasses both a rich history and a belief in the promises of the future and that the same can be said of the relationship between the two countries. The Shanghai Communiqué signed 37 years ago opened the door to a new chapter of engagement between the governments and the people of the two countries, he said.     "Today we have a positive, constructive and comprehensive relationship that opens the door to partnership on the key global issues of our time: economic recovery, development of clean energy, stopping the spread of nuclear weapons and the surge of climate change, and the promotion of peace and security in Asia and around the globe," Obama said.     "We have seen what is possible when we build on our mutual interests and engage on the basis of mutual respect."     The success of that engagement depends on understanding, on sustaining an open dialogue and learning about one another and from one another, he said.     "Our relationship has not been without disagreement and difficulties. Steinberg proposed a new term to describe U.S.-China relations in his keynote address entitled "Administration's Vision of the U.S.-China Relationship" at the Center for a New American Security in Washington on Sept. 24.     "Strategic reassurance", as Steinberg noted, means that "just as we and our allies must make clear that we are prepared to welcome China's 'arrival'...China must reassure the rest of the world that its development and growing global role will not come at the expense of security and well-being of others."     This term captured the crux of Sino-U.S. ties, said Niu Xinchun, vice director of the Center for American Studies at the China Institute of Contemporary International Relations. "It is aimed at realizing the strategic mutual trust between the two countries."     The foundation for the sustained and stable development of bilateral ties lies in mutual trust, he said, but trade frictions between the two nations show that mutual trust still needs to be strengthened.     Obama announced in September to impose 35 percent punitive tariffs on all car and light truck tires from China for three years.     Just on Tuesday, the U.S. Department of Commerce announced preliminary determination that intended to impose a tariff up to 12 percent on the steel grafting and steel strand imported from China, valued 269 million U.S. dollars.     In addition, China and the United States still have differences on some issues concerning China's core interests, such as U.S. arms sales to Taiwan and Tibet-related issues.     Although both sides have the willingness to enhance mutual trust, it is still difficult for them to fulfill the goal, said Fu Mengzi, adding it needs sustained efforts from both sides.     "Sino-U.S. relations are now standing at a new historical starting point," said Chinese Vice Premier Wang Qishan at the opening ceremony of the 20th JCCT meeting. "President Obama's first China visit will surely provide new opportunities for bilateral cooperation."

UNITED NATIONS, Jan. 1 (Xinhua) -- China on Friday assumed the rotating presidency of the UN Security Council for the month of January.     China will perform its duty as the rotating Council president in an objective and fair way and work with other Council members to maintain international peace and security, said Zhang Yesui, China's permanent representative to the United Nations, in a recent interview.     China will do its utmost to make sure that the Security Council works in a smooth and efficient way, Zhang added.     The Security Council presidency rotates among the Council members in the English alphabetical order of their names. Each president holds office for one calendar month. China previously assumed the presidency in October 2008.     As a permanent member of the Security Council and the largest developing country in the world, China fully participates in the work of the United Nations and plays a constructive role, Zhang said.     Under the UN Charter, the Security Council has the primary responsibility for the maintenance of international peace and security in the world at large.     The Council has 15 members: five permanent members -- China, France, the Russian Federation, the United Kingdom and the United States -- and 10 non-permanent members elected by the UN General Assembly for two-year terms.     Also on Friday, Bosnia and Herzegovina, Brazil, Gabon, Lebanon and Nigeria began their two-year terms on the 15-nation Council.     The five new Security Council members were chosen after running uncontested races for the non-permanent seats, and they were duly elected by the 192-member General Assembly during a secret ballot at the United Nations Headquarters in New York in October 2009.     The five countries joined Austria, Japan, Mexico, Turkey and Uganda, whose terms on the Council end on Dec. 31, 2010.
