SANYA, Hainan Province, Dec. 25 (Xinhua) -- The Chinese Navy's three-ship fleet awaiting sail to waters off Somalia has finished its preparations for the overseas deployment, the fleet commander said Thursday.     The commander, Rear-Admiral Du Jingcheng told Xinhua aboard the Navy's DDG-171 Haikou destroyer that all crew members of the fleet had full confidence in their ability to fulfill the escorting mission.     The Haikou together with another destroyer, DDG-169 Wuhan, and supply ship Weishanhu from the South Sea Fleet will set sail from a port in China's southmost city of Sanya on Hainan island Friday. The fleet will join in the multi-national patrolling of the Gulf of Aden and waters off the coast of Somalia. The fleet's helicopters will be responsible for the fleet's own safety, material delivery as well as rescue tasks," the commander said.     "The fleet will protect and escort Chinese ships carrying strategic cargos, such as crude oil," he added.     The commander, who serves as chief of staff of the Navy's SouthSea Fleet, said that the upcoming mission may take a long time and may involve unforeseeable challenges. They are among the Chinese Navy's most sophisticated war vessels and both are designed and manufactured by China.     The Weishanhu supply ship started service in 2004, and has participated in the Navy's goodwill visits to south Asia and Europe.     "All the ships' equipment has been is in excellent form after various exercises and training," Real-Admiral Du said.     Captain Long Juan of the Wuhan destroyer said the high temperature, humidity and salinity in the Gulf of Aden and waters off the coast of Somalia could bring challenges to the equipment and crew members.     "To secure the ships' reliability, communication, navigating and power equipment has been provided with backup systems," the captain said.     ADEQUATE SUPPLY FOR MONTHS     Seamen of the fleet have been seen transporting pure water, beverages and food from the land base to the warships. All material storage was finished by Thursday evening.     Captain Xi Feijun of the Weishanhu told Xinhua that his ship had stored fuel, water and food to last several months for the fleet.     The ships' mess will provide self-service meals during the entire mission. It will offer dairy products, eggs, vegetables, fruit and other high caloric content food, Captain Long Juan told the Xinhua reporter aboard.     The Xinhua reporter also saw libraries, computer rooms and gymnasiums on the ships which have been prepared for the crew members in their leisure time.     The fleet will be the first overseas deployment for Chinese maritime forces since the 15th century. Previously, the People's Liberation Army Navy focused on coastline defense and limited operations abroad to goodwill visits and drills with other navies.     China's Foreign Ministry officially announced the deployment on Saturday, saying that China will observe UN resolutions and international laws in fulfilling its obligations.     Foreign Ministry spokesman Liu Jianchao said 1,265 Chinese commercial vessels had passed through the gulf so far this year and seven of them were attacked. BEIJING, Jan. 29 (Xinhua) -- China has set a frugal tone for its once-for-a-decade dress parade on Oct. 1 amid an economic downturn, promising that the military could strike a balance between morale-boosting spectacle and financial prudence.     Colonel Cai Huailie with the headquarters of the general staff of the People's Liberation Army (PLA) confirmed a rumor that the parade showcasing China's latest military achievement will be conducted in an economical way.     "Chinese military forces have a tradition of fulfilling large causes by spending less money," Senior Colonel Chen Zhou, an expert with the PLA's Military Science Academy, said in an online communication with netizens on eve of China's Spring Festival.     "We could see that the parade on National Day would be solemn and cost-effective," said Chen who has participated in drafting China's national defense white paper six times.     A number of netizens also questioned whether China would shrink its defense spending since the financial crisis has already cut the budgets of numerous enterprises and directly impacts the country's export-oriented companies.     Colonel Wen Bing, a researcher with the academy, said although China has raised it defense spending thanks to annual growing revenue, it has never gone beyond endurable economy.     Wen also revealed that the defense budget has been made according to China's laws and it will be submitted for approval to the annual session of National People's Congress, the top legislature, in March.     The third of its kind since China adopted the reform and opening-up policy three decades ago, the dress parade of the Chinese armed forces under the command of President and Chairman of the Central Military Commission Hu Jintao will display home-grown on-duty weapon systems of all the services.     In the last two parades, in 1984 and 1999, late leader Deng Xiaoping and former President Jiang Zemin reviewed troops representing millions of service people.     Such parades were frequent before 1984, with 11 parades in the 11 years after the PRC was founded on Oct. 1, 1949. BEIJING, Dec. 26 (Xinhua) -- A food company in east China's Shandong Province has been allowed to resume export of bean stuffing to Japan following earlier suspicion of food poisoning, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said Friday.     In a brief statement posted on its Web site, the GAQSIQ said the Japanese authorities could not conclude that the food-poisoning symptoms of two Japanese people resulted from consumption of the bean stuffing from Qingdao Fushijia Food Co., Ltd. in Shandong.     According to the GAQSIQ, the Japanese Ministry of Health and Welfare said Dec. 17 that Japan decided to lift import ban on Fushijia's products since the Chinese side had found no quality problem with Fushijia's bean stuffing. The Japanese side had also not discovered any harmful chemical substance in imported products.     Japan banned the import of Fushijia's bean stuffing in September after two employees of a Japanese food producer importing Fushijia's products became ill.

BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. BEIJING, Nov. 17 -- Chinese banks should be alert to the risks of growing bad loans and narrowing profit margins amid a worsening global financial crisis and domestic interest rate cuts, a senior banking regulator has warned.     China Banking Regulatory Commission Vice Chairman Jiang Dingzhi told a financial forum in Beijing on Saturday that China's banking system, despite being generally healthy, faces growing risks.     "Our judgment is that losses at overseas financial institutions will widen further, and capital shortfalls will become more serious," Jiang said     "The financial crisis won't end in the near term. BEIJING, Nov. 2 (Xinhua) -- China's economy is in good shape despite the changing economic environment, and it will maintain stable and relatively fast growth, National Bureau of Statistics (NBS) chief Ma Jiantang told Xinhua on Sunday.     "The fundamentals of China's economy remain unchanged despite the changing world economic environment," the new NBS director said. "We should be confident about the country's economic outlook."     The world's fastest economic growth rate, successful commodity price controls, increasing foreign exchange reserves and good employment rates were the factors to support the economic fundamentals, said Ma.     The consumer price index (CPI), the main gauge of inflation, eased to 4.6 percent in September from the same period last year. It hit a 12-year high of 8.7 percent in February.     The country's gross domestic product (GDP) grew by 9.9 percent in the first three quarters, 2.3 percentage points down from the same period last year.     The slowdown was a result of combined effects, including the global financial crisis, the world economic downturn and severe domestic natural disasters, Ma said.     However, he said, "We should be confident about the country's economic outlook."
