BEIJING, Feb. 2 (Xinhua) -- China has dispatched inspectors to 16 provinces to urge local authorities to thoroughly investigate cases concerning food safety, the government's latest move against a string of reportedly resurfacing melamine-tainted milk products after a nationwide crackdown in 2008.Any law-breaking concerning food safety will be severely dealt with, an official with the National Food Safety Rectification Office led by Health Minister Chen Zhu said here Tuesday.The unnamed official said the office recently dispatched eight teams of inspectors. The official did not give details on the total number of inspectors involved or their identities.Milk powder laced with melamine that should have been destroyed has been used, local authorities discovered.Media reports said melamine-tainted dairy products have resurfaced in several Chinese provinces.Melamine is an industrial compound which can give a false positive on protein tests and cause kidney stones. Melamine-contaminated milk products left at least six children dead and 300,000 sickened in 2008."These cases reveal that the toxic milk powder recalled in 2008 was not completely destroyed and is now illegally reused for new products," the official said.In December 2009, three people from the Shanghai Panda Dairy Company were prosecuted on suspicion of producing and selling melamine-tainted milk powder. Local police said all the company's products had been recalled and that there was no harm to consumers.Another three people from the Shaanxi Jinqiao Dairy Co. Ltd. in northwest Shaanxi Province had also been detained by police over suspected tainted milk powder sales before its products reached retail stores.Food safety issues have became particularly sensitive in China after the 2008 milk scandal. The government has intensified supervision of food safety with new laws and regulations, including the Food Safety Law that took effect on June 1, 2009. Nationwide checks of food safety have also been increased.The official said food safety was a global issue, one that existed in both developing and developed countries.Improving food safety standards is a long-term tough task for China, the official added.

BEIJING, Jan. 17 (Xinhua) -- The bodies of all eight Chinese police officers buried under a collapsed building in the Haiti quake had been found as of early Sunday morning Beijing time, the Ministry of Public Security said.     The first body was found at 4:30 p.m. Jan. 16 Beijing time after more than 80 hours of search and rescue work, and the other seven were retrieved from 10:42 p.m. to 3:56 a.m. Jan. 17 under the joint efforts of the Chinese rescue team, the Chinese peacekeeping force in Haiti and several foreign rescue teams, the ministry's emergency response work team announced Sunday. BEIJING, Feb. 11 (Xinhua) -- President Hu Jintao held a telephone conversation with his Brazilian counterpart Luiz Inacio Lula da Silva on bilateral ties Thursday, with both sides expressing willingness to promote cooperation.The Chinese president said China-Brazil relations have been deepening in a comprehensive way, marked by frequent exchange of visits between their leaders and political mutual trust.The Brazilian president's state visit to China last year brought the two countries' strategic partnership to a new level as the two sides reached consensus over a broad range of major issues, Hu said.The two countries have agreed to map out a joint action plan, he said, adding that exchanges and cooperation in various fields have seen new momentum and the two sides have maintained close coordination and cooperation in international and regional affairs.China-Brazil cooperation enjoys solid political foundation and broad prospect for development, Hu said.He said further development of their strategic partnership is in the fundamental interests of both countries and is their common aspiration. There will be a reduction in the global trade imbalances in the long run with China's efforts of shifting economic growth pattern.China's adjustment important for world economyHawksworth said that China plays its part in making these adjustments, which is important for the long-term stability of the world economy. That is because China is a very important player, the world's biggest economy after the United State.Meanwhile, he emphasized that other economies should also make adjustments and play their parts for the world economy.He said that the United States need to control its high level of government borrowing. The same applies to European countries with high levels of borrowing."So all the main economies need to adjust and China is an very important element in the overall adjustment process," said Hawksworth.He was optimistic about the prospects for China in the efforts of shifting its economic growth pattern."It will remain a very strong growing economy and I'm optimistic that it will meet challenges and will continue to increase its relative importance in the world economy over the next 10 or 20 years," he said.Long-term process for China to shift economic growth patternWith regards to the main reasons for China to shift its economic growth pattern, Hawksworth said that in the long run China wants to promote consumer spending as a big driver of growth.China has been quite reliant on exports and investment in the past, he said. "Ultimately as China becomes a bigger part of the world economy, it can't continue to grow exports as fast as before. Also opportunities for more and more investment will be increasing. ""In the long run, you'll be better if more of China's growth would be dependent on consumer spending," he said.However, he said that China can not suddenly switch to consumer spending. "It has to be a long-term process and would also depend on other types of policies."For example, he said providing better healthcare provision at the moment is quite important because Chinese households are concerned about their future health care and therefore don't like to spend money.He also said that it might be encouraged by gradual move towards an increase in the Chinese exchange rate which would tend to reduce the price of imports and therefore boost consumption and boost the household spending power."It is a combination of policies which can't be done overnight, there has to be a long-term process over 10 years or more to gradually take effect," said Hawksworth.Short- and long-term challenges for ChinaAt the same time, Hawksworth said China is facing some short- and long-term challenges in the process of shifting its economic growth pattern.As for the short-term challenges, he said that China has obviously put a lot of emphasis on government spending and investment to stimulate the economy during the global financial crisis."Although that has been quite successful, it may also have led to some dangers of an overheating with increases in property prices and asset prices," he warned.He said that is a short-term problem which really requires a gradual tightening of monetary policy. Some restrictions on bank lending are also needed to avoid this asset price bubble getting out of control.In his view, the long-term challenge is about moving towards an economy that is more driven by household spending."This is partly about encouraging households to feel more confident about the future, about providing better healthcare from the state or better pensions to the households," he said.

KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.

SHANGHAI, Feb. 9 (Xinhua) -- Chinese bankcard holders' consumer confidence in January was up year on year, according to an index issued jointly by China Unionpay and Xinhua News Agency on Tuesday.The Bankcard Consumer Confidence Index (BCCI) stood at 86.81 in January, 2.44 points higher from the same period last year, and stayed at basically the same level as December 2009, said the index report.The increasing consumer confidence mainly stemmed from China's steadily improving macroeconomic conditions, the report said.China's economy resumed a double-digital growth in the fourth quarter last year, pushing the annual figure beyond the government target of 8 percent at 8.7 percent.The index also resulted from an increase of 9.1 million urban jobs and a higher-than-8-percent income rise for urban and rural residents in 2009, according to the report.The report also attributed the rising confidence to people's growing demand during the New Year and the approaching Spring Festival, the Chinese lunar new year, which falls on Feb. 14 this year.The report said China Unionpay would release the BCCI index on a monthly basis starting 2010.
