WASHINGTON, Dec. 29 (Xinhua) --The U.S. Commerce Department said on Tuesday that it has set preliminary antidumping duties (AD)on imports of steel grating from China, a move that might escalate trade disputes between the two countries.     The department said it "preliminarily determined that Chinese producers/exporters have sold steel grating in the United States at 14.36 to 145.18 percent less than normal value."     As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.     The product covered by this investigation is a downstream steel product typically comprised of bearing and cross bars used for walkways, platforms and flooring.     From 2006 to 2008, imports of steel grating from China increased 538.44 percent by volume and were valued at an estimated90.7 million dollars in 2008, according to the U.S. Commerce Department.     Commerce said that it is currently scheduled to make its final determination in April 2010.     If Commerce makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of steel grating from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The new case followed U.S. President Barack Obama's recent decision to impose punitive tariffs on all car and light truck tires from China for three years, a move quickly denounced by China as a "serious act of trade protectionism."     The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.

BEIJING, Dec. 25 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Friday stressed the vital role of science and technology as the country's reform and development was standing at a new starting point.     He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and head of the CPC Central Commission for Discipline Inspection, made the remarks during a visit to the exhibition marking the 60th founding anniversary of the Chinese Academy of Sciences (CAS).     "It can't work without science and technology as the first productive force to make further progress in building a moderately prosperous society in all aspects and create new prospects for the cause of socialism with Chinese characteristics," He said.     The CAS has made remarkable contributions to the country's economic development, social progress and state security over the past 60 years, he said.     As a leading academic institution in China, the CAS was founded in Beijing on Nov. 1, 1949, on the basis of former Central Academy of Sciences and Peiping Academy of Sciences.

BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.    

SEOUL, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping put forward a four-point plan to cement China-South Korea ties when he met South Korean Prime Minister Chung Un Chan here on Thursday.     Xi said China and the South Korea were neighbors and the relationship had been promoted since they established diplomatic ties in 1992. The exchanges of the visits by the two heads of states last year upgraded the relations to strategic and cooperative partnership, which benefited both countries and helped promote regional peace, stability and prosperity.     Xi's proposal to foster the Sino-ROK relationship was:     -- To enhance high-level contact and political trust:     The two countries should also increase exchanges between the governments, parliaments and parties. China appreciated the adherence by South Korea to the one-China policy and its support on the Taiwan and Tibet issues, Xi said.     -- To expand trade and economic cooperation:     The two countries should explore new ways on high-tech, energy-saving, and environmental protection cooperation. Xi called on the two sides to complete joint research and initiate free trade agreement negotiation.     -- To increase personnel exchanges:     The two sides should further improve exchanges on education, culture and tourism and properly handle the issues concerning the sentiments of the two peoples.     -- And, to strengthen coordination in multilateral frameworks, including the meeting mechanism of China, South Korea and Japan:     On the situation on the Korean Peninsula, Xi said all relevant sides should take the chance to show flexibility to resume the six-party talks at an early date.     Xi also said China would push for the Copenhagen climate change conference to achieve a result in line with the "Bali Roadmap."     Chung Un Chan pledged to complete the joint research on free trade agreement as soon as possible, and advance coordination with China under the G20 and the framework of China, Japan and South Korea.     Xi arrived here Wednesday night after a visit in Japan. He will also visit Myanmar and Cambodia.

BEIJING, Dec. 10 -- China will extend stimulus measures in the automobile industry for one more year, with small adjustments, to further support the world's biggest and fastest-growing auto market.     The government announced the decision Wednesday after an executive meeting of the State Council chaired by Premier Wen Jiabao.     The stimulus package, which was due to expire at the end of this month, includes a 50 percent cut in the 10 percent purchase tax for cars with an engine capacity of, or less than, 1.6 liters and subsidies for trade-in cars. Most of the best-selling cars in China are smaller cars.     The association estimated that the stimulus measures boosted the sales of smaller cars by 2.6 million units this year.     Because of the favorable policy, sales of the battery and electric car pioneer BYD in the first 11 months surged 150.2 percent to 388,246 units. About two-thirds of the car sales were of the F3 model, a compact sedan that topped China's best-selling car list for seven months, with monthly sales surpassing 30,000 units, nearly double the figure for last year.     According to CAAM, China's auto production and sales almost doubled from figures a year ago to reach 1.39 million and 1.34 million units respectively in November.     Overall auto sales topped 12.23 million units in the first 11 months, up 42.39 percent from the same period last year.

BEIJING, Nov. 21 (Xinhua) -- China's premium income hit 936.09 billion yuan (137.1 billion U.S. dollars) in the first 10 months, according to China Insurance Regulatory Commission.     The figure represented an increase of 78 billon yuan, or 9.09 percent, over that in the first nine months.     During January to October period, premium of property and casualty insurance was 243.18 billion yuan, and 692.9 billion yuan, respectively.     Total asset of the country's insurance sector stood at 3.83 trillion yuan by the end of October.

It has always wielded positive and constructive influence on climate change negotiations, and wishes this latest conference a success," said Xie.     He said China's most important measure to boost this conference was its recent announcement of the target to reduce its carbon intensity for per unit of GDP by 40 percent to 45 percent by 2020 against the 2005 level.     He said China has set up a series of energy conservation and emissions reduction targets, and has taken many measures to ensure their implementation.     China would continue to raise energy efficiency, develop nuclear power and renewable energy, plant trees, adopt energy-saving measures in construction and transportation, and develop low-carbon economy, he said.     Developed countries, which shoulder historical responsibilities for climate change due to their emissions, have accomplished their industrialization, while China is still in the process of industrialization, noted Xie.     China, as a developing country, voluntarily put on table its emissions cut target by 2020, although the UN Framework Convention on Climate Change does not demand any numerical limitations from developing countries.     China, on its road to industrialization, will not send off greenhouse gases without restriction, Xie said, adding that China will never repeat developed countries' old paths of high energy consumption and unlimited emissions.     He said China holds the view that its efforts in saving energy, cutting emissions and boosting international climate change negotiations represent a responsible attitude to mankind and the country itself.
