BEIJING, Nov. 14 (Xinhua) -- China's government on Friday pledged to make every effort to ensure the safe release of the crew of a Chinese fishing boat seized by Somali pirates off east Africa.     The Chinese Foreign Ministry issued a statement saying it was still assessing the situation and trying to obtain more information on the vessel, which was overrun late on Thursday.     The ministry would work with organizations abroad to ensure the safe release of the crew, according to the statement.     The vessel, owned by Tianjin Ocean Fishing Company, was hijacked by pirates armed with grenade launchers and automatic weapons off the coast of Kenya and was being held off the southern Somali port city of Kismanyu, according to reports on Friday.     The 24 crew comprised 16 Chinese, one Japanese, three Filipinos and four Vietnamese, according to China's Ministry of Transport.     A Somali pirate leader reportedly said all the crew members were "fine".

 BEIJING, Jan. 7 (Xinhua) -- China hopes to work with the United States to maintain a healthy and stable relationship which benefits the people of both countries and the world, said Chinese State Councilor Dai Bingguo on Wednesday.     "Sino-U.S. relations are at a crucial point linking the past to the future," Dai told the U.S. Deputy Secretary of State John D. Negroponte, who was here to honor the 30th anniversary of Sino-U.S. relations.     Dai said China and the U.S. shared common interests and consolidated a strategic foundation. This paved the way for further development of the relationship.     He summarized four achievements in Sino-U.S. relations made during the Bush administration.     --The two countries confirmed the relationship as stakeholders and constructive cooperators.     --The two heads of state maintained frequent contacts.     --High-level strategic dialogues were institutionalized to promote mutual trust and cooperation.     --Cooperation in all areas deepened such as major international and regional issues.     "Sino-U.S. relations have made remarkable progress over the past three decades and this linked the two countries closely," Dai said.     Negroponte said both the U.S. and China were important countries in the world and needed more dialogue and cooperation to safeguard global security and stability.     The strategic dialogue and the strategic and economic dialogue were two effective mechanisms and should be continued, he said.

"The new moves were proved to be correct and effective."     The central budget is supposed to be discussed at the NPC annual session in next March. BEIJING, Jan. 31 (Xinhua) -- Chinese President Hu Jintao held a telephone conversation with his U.S. counterpart Barack Obama on bilateral ties Friday, with both sides expressing the willingness to further the ties.     The Chinese president said China is ready to strengthen dialogue, promote mutual trust and expand cooperation with the United States in a bid to confront various global challenges together and push forward a stable development of the Sino-U.S. relationship.     Hu said the core interest of either country should be respected by each other and taken into consideration.     As the contagious financial crisis is still producing severe influence to national economies and people's lives, the international community should strengthen coordination and promote closer cooperation to stand up to the challenge, Hu said.     Describing the Sino-U.S. ties as the most important bilateral relations for both sides, Obama said enhancing bilateral constructive dialogue and cooperation is in the interest of not only the two countries themselves, but the world at large.     The U.S. side is expecting closer cooperation with China on major international and regional issues, he said, adding that the U.S. government is willing to join hands with China to develop a more active and constructive bilateral relationship.     Hu Jintao said China acknowledged U.S. efforts in stabilizing the financial market and stimulating the economy, adding that China is willing to further strengthen communication and coordination with the U.S. side in macroeconomic policies, and firmly oppose trade and investment protectionism.     Hu said China will join hands with the United States to work toward fruitful achievements in April's Group of 20 (G20) summit in London and promote healthy and stable development of the world economy and finance.     Obama said it is crucial for the United States and China, the two most important economies, to enhance cooperation.     Both sides exchanged visit invitations. BEIJING, Jan. 12 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday hailed China's achievements in promoting cultural and ethical progress in 2008 after some major events, including the May 12 earthquake and the Beijing Olympic Games.     In both events, China displayed its "national spirit and the spirit of the times", Li Changchun, member of the Standing Committee of the CPC Central Committee Political Bureau, told a plenary conference of the Central Commission for Guiding Ethic and Cultural Progress.     Li, who presided over the conference as the head of the commission, attributed the achievements to the staunch leadership of the CPC Central Committee with Hu Jintao as general secretary.     Li called for efforts to build up the system of socialist core values and strengthen cultural and ethical progress so as to create a sound environment for "continuing ideological emancipation, persisting in the reform and opening up, promoting scientific development, and making new victories over building a well-off society in an all-round way."     In 2009, the development of ethical and cultural progress would focus on the celebration of the 60th anniversary of the founding of the People's Republic of China, he said.     He called for efforts to deal with moral, cultural and Internet-related problems and try to help youth to grow in a healthy way.     Li said the important role of boosting cultural and ethical progress was a common responsibility for the whole society.     Present at the conference were Liu Yunshan, member of both of the Political Bureau and Secretariat of the CPC Central Committee, and Liu Yandong, a Political Bureau member and state councilor. BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

TAIPEI, Nov. 4 (Xinhua) -- Taiwan's ruling Kuomintang (KMT) honorary chairman Lien Chan said Tuesday that the new agreements between the Chinese mainland and Taiwan "earn a real applause" and could benefit both sides.     Lien held a banquet in Taipei to welcome the mainland's Association for Relations Across the Taiwan Straits (ARATS) president Chen Yunlin and his delegation.     "From a historical perspective, Chen's visit realizes a decade-old wish of President Wang Daohan and Chairman Koo Chen-fu, announces the establishment of an institutionalized consultation channel, and strengthens the base of cross-Straits mutual development and mutual benefits, " Lien said in his address.     In April 1993, late ARATS President Wang and Koo, late chairman of Taiwan-based Straits Exchange Foundation (SEF), held a historic "Wang-Koo meeting" in Singapore. It was the first public meeting between leaders of the two organizations.     Lien said Chen's current visit also symbolized a great step toward establishing mutual trust and achieving a win-win situation.     Chen and SEF chairman Chiang Pin-kung signed agreements on direct shipping and flights, postal services and food safety during their first summit in Taipei on Tuesday.     The agreements were expected to end a situation that has prevailed since 1949, which required air and sea movements between the Chinese mainland and Taiwan to go through a third place. SHANGHAI, Jan. 16 (Xinhua) -- Former U.S. President Jimmy Carter said Friday he hoped the United States and China would deepen mutually beneficial financial interdependence.     Carter said the financial crisis enabled closer ties between the United States and China and he hoped China would continue to buy U.S. government debt.     Carter, in China to attend events to mark the 30th anniversary of Sino-U.S. diplomatic ties, conveyed President-elect Barack Obama's message of his resolve to maintain sound bilateral relations.     Although China and the U.S. had different cultures, histories and political systems, they had much more in common, said Carter at a symposium marking the anniversary.     The United States attached great importance to U.S.-China relations, especially in coping with the challenge of global climate change and the financial crisis, he said.     He believed bilateral relations would continue to develop and improve in the next 30 years.     In Shanghai, Carter also attended the opening of a photo exhibition which showcased the 30-year course of China-U.S. relations.     The former president also voiced his confidence in the strong U.S. participation in the Shanghai World Expo to be held in 2010.
