BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

BEIJING, Sept. 17 (Xinhua) -- The recent U.S. comments that China poses a military threat to itself is "totally groundless and irresponsible", Spokesman with China's Ministry of National Defense Hu Changming said Thursday.     "China's military development is always a positive factor for both regional and global peace and stability," Hu said in a statement.     The country has always pursued a national defense policy that is defensive in nature and unswervingly follows a road of peaceful development, he said.     The 2009 National Intelligence Strategy document released by the United States listed China as a challenger of the U.S. interests and described China as "very aggressive in the cyberworld."     A senior U.S. defense official also said on Wednesday that China's "investments in cyber and anti-satellite warfare, anti-air and anti-ship weaponry, and ballistic missiles could threaten America's primary way to project power and help allies in the Pacific -- in particular our forward air bases and carrier strike groups."     "We demand the U.S. side to respect the fact, take measures to correct the wrong comments and stop doing things that undermine the military relations between the two countries," he said.

BEIJING, Sept. 27 (Xinhua) -- Aviation Industry Corporation of China (AVIC), the country's top aircraft manufacturer, said Sunday total sales revenue in its auto business would reach 30 billion yuan (about 4.39 billion U.S. dollars) by 2017.     Geng Ruguang, deputy general manager of AVIC, said making big passenger vehicles has become the the corporations's guiding plan for development in its auto business.     Geng revealed the figure at a ceremony marking AVIC and its partner Volvol's new product Silver 900 series going into production line.     The series is a new type of big and luxurious passenger vehicles, 12 meters long, which could be used for road transportation, tourist reception, and military equipment.     The Silver 900 series was developed by Xi'an Silver Bus Corporation, a joint venture established in 1994 by AVIC Xi'an Aircraft Industry Co. ltd, and the Swedish bus and truck maker Volvo company.     The Xi'an Silver Bus Corporation expects to produce annually 4,000 vehicles by 2014. BEIJING, Aug. 17 -- Just on Saturday night, police in South China's Guangdong province caught 1,162 drink drivers and 78 drunk drivers. Each was punished and all the drunk drivers were taken into custody. Similar checks and arrests were also made in other cities over the weekend.    Saturday was the first day of a two-month-long nationwide campaign launched by the Ministry of Public Security to crack down on drink and drunk driving, after several recent cases in Nanjing, Hangzhou, Chengdu and Shanghai triggered huge media attention and public indignation.     Although many feel that more innocent lives could have been saved if the crackdown had been initiated earlier, they still pin high hopes on this crusade to wipe out the rampant drink and drunk driving and other reckless driving on our roads. With three percent of the total vehicles in the world, the country accounts for 16 percent of the global traffic deaths.     So the announcement by the Ministry of Public Security last Friday to mete out the toughest punishment to violators is a move in the right direction. It is a move to protect the lives of other people as well as of the drink and drunk drivers themselves.     Of course, this is not the first time that the police force has decided to strike out against DUI. Three campaigns were already held earlier this year. Yet the fact that this phenomenon is still so widespread on our roads shows the need for better strategies.     First, our laws should be made tougher to show zero tolerance to such murderous driving. Many countries, such as the United States, Sweden and Singapore, have stricter punishment for DUI.     Second, police officers should enforce the law at all times and in all places, leaving no gaps of which violators can take advantage. Crackdown on DUI is not something that should be carried out for only two months or for the 60th National Day. It should stay as long as there's dangerous driving on our roads.     Third, while laws and punishments are necessary, we should start educating our population about the threat of DUI on others' lives. While drivers should restrain themselves, our drinking culture, which often means endless rounds of bottoms-up, needs to be checked.     Each year traffic accidents take away more lives in China than any other mishap. An all-out war on drink and drunk driving and other forms of rash driving should definitely be a national priority.

BRUSSELS, Sept. 1 (Xinhua) -- The European Union (EU) should restrain its use of anti-dumping measures against imports from China, the Chinese ambassador to the EU urged on Tuesday, calling for more dialogue and cooperation.     "We saw reemergence of anti-dumping cases against China recently. An increasing number of Chinese enterprises received unfair treatment. We are very concerned about this," Song Zhe told the International Trade Committee of the European Parliament, which is newly formed after June elections.     "But we believe between China and Europe, there is more cooperation than competition, more opportunities than challenges. At present, it is urgent to strengthen economic and trade cooperation by maintaining mutual flow of trade and investment and creating more business opportunities," he added.     Faced with the worst economic crisis in decades, the EU has launched a series of anti-dumping actions against China this year, covering a wide range of Chinese products. As from late July, the 27-nation bloc took five separate decisions in just three weeks.     Such a frequent use of anti-dumping probes and punitive duties has been unprecedented. The EU's unusual move leads to concern, especially when the world economy is in recession due to the financial crisis.     "We hope the EU will prevent this uncontrolled development of anti-dumping. We also hope to strengthen dialogue and refrain from arbitrary use of anti-dumping measures for the sake of further cooperation opportunities," Song said.     He said that China has been opposed to any form of protectionism, especially in the current financial crisis which needs cooperation among world governments rather than protection.     In his address to EU lawmakers, Song noted that economic and trade cooperation has always been an important part of China-EU relations, which he said are becoming more mature and stable in recent decades.     Currently, China and the EU are one of the most important trade partners to each other. Bilateral trade volume reached 425.6 billion U.S. dollars in 2008 from 2.4 billion dollars in 1975, an increase of 176 times, according to Song.     Mutual investment also started from scratch and now the EU have made a total investment of 63.9 billion U.S. dollars and operating more than 20,000 companies in China. In recent years, Chinese companies are beginning to invest actively in Europe.     The sustained and rapid development of China-EU economic and trade cooperation has created huge benefit to both sides and helps promote closer bilateral relationship.     However, Song acknowledged the China-EU trade and investment have no escape from the current global financial crisis.     "In the first seven months, bilateral trade volume fell by 20.7percent and the EU investment in China fell by 4.8 percent. China-EU trade and economic relations are facing severe test," he said.     Despite the difficulties, Song referred to the bright sides. He said the economic stimulus plans implemented by China and the EU provide enterprises of both sides with new business opportunities, while both markets contain great potential in the wake of the crisis.     But Song stressed unless China and the EU make efforts to defuse friction and contradictions, to strengthen consultation and cooperation and seek mutual benefit and win-win results, the great potential can not be translated into reality.     He said China and the EU should have a strategic perspective on the long-term development of bilateral relations and make sure that temporary issue does not affect the mainstream of cooperation.     Challenged by an EU lawmaker on the EU's trade deficit with China, which is a major concern for the 27-nation bloc, Song said it has been caused by various reasons and China is working on that.     "The trade imbalance is caused by many reasons, including the international industrial transfer and thus the relocation of trade. China's trade policy is not the cause," he said. "Nevertheless, in recent years, the Chinese government adopted a series of measures to encourage more imports, such as import promotion activities, greater facilitation of imports, sending purchasing groups and so on."     Separately, a senior official of the Chinese Ministry of Commerce said in Beijing on Monday that China's trade surplus with the EU for 2009 will be less than last year.     Song said in order to solve problems arising from expanding trade relations, China and the EU should uphold the principle of mutual openness and mutual benefit, maintain and improve the existing communication and coordination mechanisms, and give full play to complementary advantages of both economies. 

BEIJING, OCT. 6 (Xinhua) -- China on Tuesday expressed appreciation over the Democratic People's Republic of Korea (DPRK)'s commitment to the goal of a nuclear-free Korean Peninsular and its adherence to realizing the goal through multilateral dialogues including the six-party talks.     Chinese Foreign Ministry spokesman Ma Zhaoxu made the remarks in response to questions on the Korean Peninsular nuclear issue..  Chinese Premier Wen Jiabao (R) shakes hands with Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), during a meeting in Pyongyang, capital of the DPRK, Oct. 5, 2009.    China has always supported the DPRK-U.S. bilateral dialogue aiming at increasing mutual understanding and trust, and believed all sides should adhere to the six-party talks and make joint efforts for the early resumption of the process, Ma said in a statement.

They agreed on establishing a strategic partnership of cooperation in May 2008, opening up a new era in bilateral ties. They met again on the sidelines of the financial summit of the Group of 20 (G20) in London in April this year.     China and South Korea are both important neighbors and cooperative partners. Now China is the top trade partner, export market and source of imports of South Korea.     Hu is in New York for the UN climate change summit, the general debate of the 64th Session of the UN General Assembly and a Security Council summit on nuclear non-proliferation and disarmament.     After the UN meetings, President Hu will fly to Pittsburgh to attend the G20 financial summit.

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said.

BEIJING, Aug. 3 (Xinhua) -- China Vanke, the country's largest property developer by market value, announced Monday evening that it had made a net profit of 2.52 billion yuan (368.9 million U.S. dollars) in the first half of the year, up 22.5 percent year on year.     Company revenue in the first half was 21.81 billion yuan, up 26.4 percent year on year, the developer said in its half-year report to the Shenzhen Stock Exchange.     The company sold 3.488 million square meters of housing nationwide in the six months, up 31.2 percent over the same period last year in terms of total sales space.     The Shenzhen-based firm attributed the sales and profit rise to the upbeat Chinese property market performance in the first half, boosted by an array of government measures to bolster the economy and stimulate domestic consumption.     The Shenzhen-listed developer had edged down 0.9 percent to 13.24 yuan a share Monday before the release of the report.

BEIJING, Sept. 17 (Xinhua) -- Chinese police have confiscated close to 53,000 guns by the end of August in a nationwide crackdown started in March this year, and 9,849 suspects involved in gun-related crimes were punished, the Ministry of Public Security (MPS) said Thursday.     The ministry started the special crackdown on explosives and gun-related crimes in March, and said it would continue till China's Oct. 1 National Day celebration.     The crackdown is part of the ministry's campaign to maintain public stability, as this year marks the 60th anniversary of the founding of the People's Republic of China.     Police also confiscated more than 2 million bullets and 120,000imitation guns, the ministry said.     About 12 percent of all guns confiscated were seized in the southern Hainan Province, while about 17 percent of the confiscated bullets came from the central Henan Province, the ministry said.     The southern province of Guangdong seized 34,690 imitation guns, which took up one fourth of the total.     Meanwhile, the MPS urged that efforts to crack down on gun-related crime must not be relaxed yet. Police forces should mobilize the public to report to the ministry if they have information about gun-related crimes, the ministry said on its website.     About 60 percent of the guns confiscated by the police were handed in by the public voluntarily, the ministry said.
