CHENGDU, June 21 (Xinhua) -- Jiang Xiaojuan, a policewoman who was well-known to the Chinese public for feeding infants with breast milk after the May 12 quake, has been officially promoted to a ranking post at a local police bureau, despite a nationwide controversy about the promotion.     Jiang was appointed a member of the Communist Party of China (CPC) Committee of the Jiangyou Public Security Bureau and the bureau's vice commissar on Thursday, an official surnamed Su from the organization department of the Jiangyou CPC Committee, Sichuan Province, told Xinhua on Saturday.     Jiang was currently on a speaking tour and would assume office as soon as she returned to Jiangyou, said the official.     Su denied media reports that the promotion had been suspended because of controversy. Jiang Xiaojuan, a policewoman, is feeding an infant with breast milk after the May 12 quake    Many people voiced objections when the Jiangyou government sought public opinion after making the promotion. LHASA, Oct. 7 (Xinhua) -- At least nine people were killed in a strong earthquake that jolted a county near Lhasa, capital of southwest China's Tibet Autonomous Region, on Monday, the rescue headquarters confirmed early Tuesday morning.     The previous "at least 30" death toll was inaccurate due to unauthoritative sources and needs further check.     Rescuers arrived at Yangyi Village, the worst-hit site in Gedar Township of Damxung County, late Monday night after repairing the road once paralyzed in the 6.6-magnitude tremor.     At least 147 houses in Yangyi and villages in a neighboring county collapsed. Rescuers recovered nine bodies from the debris, and 11 people were seriously injured while eight others received light injuries, Hao Peng, deputy chairman of the autonomous regional government and head of the rescue command, told Xinhua.     More than 600 soldiers, police officers, firefighters, traffic, medical and geological experts were rushing to the quake zone.     Food, drinking water, tents and other materials had been transported to the area. Rescue operation was underway. The injured were being sent to local hospitals.     An earthquake measuring 6.6 on the Richter scale jolted Damxung,82 km from Lhasa, at 4:30 p.m. Monday. BEIJING, May. 13 -- China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.     Monthly surplus reached 16.68 billion last month, down 1.14 percent year-on-year but up 24.5 percent from 13.4 billion U.S. dollars in March, the General Administration of Customs said yesterday.     Exports in April rose 21.8 percent year-on-year to 118.71 billion U.S. dollars, while imports rose 26.3 percent to 102.03 billion U.S. dollars. China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.(    The sharp decline in April's export growth after a 30.6 percent rise in March should be seen as a return to the medium-term trend rather than a sudden weakening in China's exports, said Sun Mingchun with Lehman Brothers.     He said year-on-year growth of exports in March 2008 was abnormally strong given exports in March 2007 were extremely weak because exporters had frontloaded their shipments last February.     China's trade surplus has been narrowing since the government took measures to curb exports of resource-intensive and heavily polluting products and started to encourage imports from last year.     The World Trade Organization has predicted global trade growth will decline to 4.5 percent, 1 percentage point lower than last year. It could be the slowest rise since 2002.     "The global economy is facing more uncertainties this year given the possible shrinkage in US demand and inflationary pressures. Both these factors are expected to aggravate the global economic slowdown, further affecting trade," said Liang Yanfen, a researcher with the Chinese Academy of International Trade and Economic Cooperation.     "Slowing external demand may take more time to impact export growth, but the weakening trend is becoming more evident both in and outside the US. Higher commodity prices and currency appreciation would check the continued rise in trade surplus," said Ken Peng, a Citi analyst.     Export growth stayed robust at 21.8 percent but is under pressure as even Asian demand has started to slow, suggesting that a weakening in the final product markets is affecting upstream producers while imports continue to be supported by a stronger currency, high commodity prices and government controls over trade in food and resources out of inflation concerns, he said.     The country's trade surplus in the first four months narrowed to 57.99 billion U.S. dollars, 5.31 billion U.S. dollars lower than a year ago.     Exports in these four months amounted to 424.6 billion U.S. dollars, up 21.5 percent, or 6 percentage points less than a year earlier. Imports were 366.6 billion U.S. dollars, up 27.9 percent, or 8.8 percentage points more than a year earlier.     Realized foreign investment reached 35.02 billion U.S. dollars during the four months, up 59.32 percent year-on-year, the Ministry of Commerce said.

BEIJING, May 22 -- The State Council yesterday ordered government departments to cut spending by 5 percent this year to free up money for quake reconstruction.    The money will help to finance a 70 billion yuan (10 billion U.S. dollars) fund for rebuilding after the May 12 quake, which killed tens of thousands, the Cabinet said on its website. The number of missing has been put at 32,666.     The overall impact of the quake on China's fast-growing economy is expected to be limited. Sichuan is a major source of coal, natural gas and some farm goods but has little industry.     The quake destroyed thousands of buildings, knocked out power and phone services and damaged factories, mines and other facilities. State-owned and private companies suffered 67 billion yuan (9.5 billion U.S. dollars) in quake losses, according to the government's preliminary estimates.     Yesterday's Cabinet statement gave no details of how much money the spending cuts were expected to raise. But the reported budget for the central government this year, including the military, is 1.3 trillion yuan (187 billion U.S. dollars) - and 5 percent of that would be 65 billion yuan (9.3 billion U.S. dollars).     Beijing will set a moratorium on new government building projects, Premier Wen Jiabao told a State Council meeting.     Wen said the quake "added uncertainties" to the economy but he said it was stable and its fundamentals were not affected, Xinhua reported.     Donations to quake-hit regions reached 16 billion yuan (2.29 billion U.S. dollars), of which 1.76 billion yuan (250 million U.S. dollars) has been forwarded to affected areas, according to the information office.     In addition, the Ministry of Finance announced yesterday that it has allocated another 660 million yuan (94.83 million U.S. dollars) in relief funds to quake-stricken areas.     As the summer draws near, the quake-hit regions are facing mounting pressure to prevent epidemics.     About 45,000 medical workers are working in all quake-hit counties and townships in Sichuan, according to the Ministry of Health.     About 1,196 tons of disinfectants and bactericides were distributed, the ministry said in a statement.     In seven out of the 11 worst-hit counties, sanitation work has been completed and in the other four, one-third of the townships have been covered.     According to local health departments, doctors found 58 cases of gas gangrene, a bacterial infection that produces gas within gangrenous tissues, as of Sunday.     But officials said the virus does not affect people without open wounds.     Meanwhile, rescuers are still fighting time to find survivors.     According to the Department of General Staff of the People's Liberation Army, rescuers saved and evacuated 396,811 people to safe places as of yesterday noon.     A total of 6,452 have been dug out alive from the rubble, with 77 rescued in the 36 hours to noon yesterday.     The Ministry of Health said that 3,424 people injured in the quake had died in hospitals.     Hospitals have taken in 59,394 injured people since the quake, of whom 30,289 were discharged, the ministry said.     Power has been restored in most parts of quake-hit areas but Beichuan County, one of the worst hit, remained blacked out and electricity in Hongyuan was cut off again due to aftershocks, the State Electricity Regulatory Commission said in a statement.     Experts yesterday said there was no need to worry that the 33 lakes in Sichuan - formed after landslides blocked rivers - would burst their banks.     "Generally speaking, those lakes are safe because the flood season is yet to come," said Liu Ning, general engineer of the Ministry of Water Resources.     "We are monitoring the lakes round the clock," he added.
