BEIJING, Dec. 30 (Xinhua) -- Accountability became a vogue word in Chinese politics in 2008, highlighted by the resignation of the chief quality supervisor.     Li Changjiang, former director of the General Administration of Quality Supervision, Inspection and Quarantine, stepped down in September in the tainted milk scandal, days after the resignation of Shanxi Governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump.     Many junior officials also swallowed the bitter pills of penalties and resignations. In early December, the director of the construction bureau of Shijiazhuang, capital of Hebei Province, was removed from his post after six bureau officials were found gambling during work time.     Officials were even punished for dozing in meetings, such as 12local officials in Shaanxi Province, who were reprimanded in June.     "The accountability system has been taken to a new high, which reflects the method of administration as stipulated in the keynote report of the 17th Party congress," said Wu Zhongmin of the Party School of the Communist Party of China (CPC) Central Committee.     "The party underlines the idea of people first, so it is not unusual that officials are punished after public interests are infringed," Wu said.     Chinese media have used the word "storm" to describe the wave of cases in which officials were punished over accountability -- often indirect -- in accidents and scandals this year. Such events were rare in the past decade.     In southwestern Yunnan Province, 864 officials have been punished so far this year, while at least 279 in the northeastern Jilin Province have been punished since last November.     "A storm is powerful, and the accountability storm shows the country's determination to run the party and government properly," said Han Yu, professor in the Party School of the CPC Hebei Provincial Committee.     The storm also shows the power of public opinion, Han added. "There should be someone held responsible for serious infringement of public interests."     China activated the official accountability system during the severe acute respiratory syndrome (SARS) crisis in 2003. More than1,000 officials, including then Health Minister Zhang Wenkang and Beijing Mayor Meng Xuenong, were ousted for attempts to cover up the epidemic or incompetence in SARS prevention and control.     The system was later introduced at all levels of government, and more officials lost their jobs over major accidents or administrative errors.     Just days before Li's resignation, President Hu Jintao, also general secretary of the CPC Central Committee, reprimanded "some officials" over work and food safety accidents this year.     These accidents indicated that some cadres lacked a sense of responsibility and had loose governance, and some paid no attention to people's complaints and were even insensitive to life-threatening problems, Hu said.     As early as in May, a father complained about tainted milk powder after his 13-year-old daughter developed kidney stones, and the Department of Health of Gansu Province in July received a report implying problematic milk powder produced by the Sanlu Group headquartered in Shijiazhuang city.     However, the scandal was covered up until September. The Ministry of Health has said it was likely the contamination killed six babies. Another 294,000 infants suffered from urinary problems such as kidney stones.     Premier Wen Jiabao said development of enterprises and the economy should not be achieved at the cost of lives and public health, and he vowed to punish officials for major incidents.     Conditions could be tougher for officials in the future, as the CPC Central Commission for Discipline Inspection said in late December that authorities are drafting rules to intensify the accountability system.

WASHINGTON, Nov. 16 (Xinhua) -- Chinese President Hu Jintao and Australian Prime Minister Kevin Rudd on Sunday pledged joint efforts to expand bilateral cooperation at their meeting here.     The two leaders met on the sidelines of the Group of 20 (G20) summit on financial markets and the world economy.     Hu said China and Australia are witnessing healthy and rapid development of bilateral ties, with ever deepening mutual understanding and trust. Marked achievements have been secured in the mutually beneficial cooperation in trade, energy, environmental protection, technology, education, culture, law enforcement and tourism, he said. UNITED NATIONS, Dec. 9 (Xinhua) -- China on Tuesday called on the international community to continue to strengthen multilateral counter-terrorism cooperation within the UN framework.     China's UN Ambassador Zhang Yesui made the appeal at the thematic debate of the UN Security Council on threats to international peace and security caused by terrorists.     "Recently, a series of alarming acts of terror occurred in such places as Mumbai, resulting in heavy casualties of innocent people. The Chinese delegation expresses its deep condolences to the victims," Zhang told the council.     "These cruel realities remind us once again that terrorism still remains a potent threat to peace and security of international community," he said.     The Security Council, as the core of the international collective security machinery, should play an important role in international fight against terrorism, he said.     "Terrorism is the common threat facing the international community and it is imperative to continue to step up the multilateral counter terrorism cooperation within the UN framework," he said.     China believes that all UN bodies should pay attention to both stepping up counter-terrorism measures and removing the root causes that give rise to terrorism, he said.     "The member states are the real owners in the implementation of all UN counter-terrorism resolutions," the Chinese envoy said. "Their will and capacity in counter-terrorism determines the implementation of those resolutions."     "However, limited resources and inadequate counter-terrorism capacities have led to the inability of many countries, especially the developing countries to honor fully their counter-terrorism obligations, and thus limited seriously the international community's achievements in the struggle against terrorism," he stressed.     China hopes that the international community will pay greater attention to the capacity-building in counter-terrorism and invest more resources to help the developing countries with counter-terrorism assistance that meets their actual needs and help them improve expeditiously capabilities so that the effective implementation of all UN counter-terrorism resolutions will have a firm basis, he added.

BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.

ATHENS, Nov. 25 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday that China hopes to push its ties with Greece to a higher level.     The Chinese government has attached great importance to its relations with Greece and has been viewing the bilateral ties from a strategic and long-term perspective, Hu said during his meeting with Greek Prime Minister Costas Karamanlis.     China hopes to expand the scope of shared interests with Greece and push forward bilateral cooperation in various sectors, the Chinese president said.     He suggested that the two sides set up a guideline for long-term economic cooperation and establish a more effective communication platform for enterprises on both sides. BEIJING, Oct. 28 (Xinhua) -- China urged Sudan here on Tuesday to take substantial and effective measures to ensure the safety of Chinese personnel after four Chinese workers were kidnapped and killed.     "It is one of the most serious killing cases of oversea Chinese workers in recent years and we are very shocked by it," Chinese Foreign Minister Yang Jiechi said via a phone conversation with his Sudanese counterpart Deng Alor.     "The Chinese side feels strong indignation and condemns the inhumane terrorist act by the kidnappers on unarmed Chinese company staff, " Yang told Alor, according to a press release from the Chinese Foreign Ministry on Tuesday evening.     Sudanese officials earlier reported to the Chinese Embassy in Sudan that five of the nine kidnapped workers were killed on Monday, with two rescued and two missing. It revised the numbers late Tuesday afternoon, saying four were killed, four were rescued and the other was still missing, according to the Foreign Ministry.     The nine workers from the China National Petroleum Corporation (CNPC) were kidnapped from an oil field near the western Sudanese region of Darfur on Oct. 18.     The Chinese Embassy said they were taken by unknown militants in the Southern Kordofan State, but no armed group had claimed responsibility for the kidnapping.     "The Chinese leaders and Chinese government are highly concerned about the case, asking for the utmost rescue efforts with the precondition of ensuring the safety of the kidnapped," Yang, who is among the entourage of Chinese Premier Wen Jiabao's visit to Russia, added.     "We hope the Sudanese side will continue its rescue effort, bring the murderers to severe punishment, and take all substantial and effective measures to prevent similar things happening again," Yang said.     Alor expressed his condolences to the victims and his sympathy to the victims' families as well as the Chinese government and Chinese people, promising that the Sudanese government would continue its rescue mission for the missing Chinese worker, make the utmost efforts to bring the murderers to justice and protect the safety of Chinese people in Sudan, according to the statement.

BEIJING, Nov. 30 (Xinhua) -- Chinese emergency chartered flights are expected to fly back home almost all the more than 3,000 mainland tourists stuck in riot-hit Thailand by Dec. 1. Four Chinese mainland carriers have sent nine planes to retrieve the tourists after Bangkok's international airport closed because of a protest.     Some 2,000 tourists had returned back home by noon, and another more than 800 would fly back late Sunday night or early Monday morning, according to the airlines. WASHINGTON, Dec. 8 (Xinhua) -- The Pentagon said Monday that five detainees at U.S. Naval base in Guantanamo Bay, Cuba, want to confess to conspiracy charges for planning the 9/11 attacks.     Khalid Sheikh Mohammed, the "architect" of the attacks, and four co-conspirators asked a military judge if they could withdraw all pending motions and plead guilty, Pentagon spokesman Gail Crawford told reporters.     The judge accepted the request but ruled that "competency hearings" are first needed for two of the five, Mustafa al Hawsawi and Ramzi bin al Shibh, because "questions exist as to their competency to stand trial," he said.     Meanwhile, Denis McDonough, a senior adviser to President-elect Barack Obama, told media that no decisions have been made by Obama about what to do with the 255 inmates presently held at Guantanamo.     "There is no process in place to make that decision until Obama's national security and legal teams are assembled," he said.     Sources close to Obama team said the incoming administration is considering putting some of the inmates on trial in existing federal courts, setting up a special national security court to deal with cases involving sensitive intelligence, and releasing other inmates.

BEIJING, Jan. 19 -- Air China Ltd, the nation's largest international carrier, expects to report its first annual loss in at least eight years on waning travel demand and wrong-way bets on fuel prices.     The carrier made paper losses of 6.8 billion yuan (994.5 million U.S. dollars) on fuel-hedging in 2008, it said on Friday in a Hong Kong stock exchange statement. The airline made a 3.88-billion-yuan annual profit in 2007.     Air China joins China Southern Airlines Co and China Eastern Airlines Corp in forecasting a 2008 loss after the nation's cooling economy damped business and leisure travel. The Beijing-based carrier also reported hedging losses after jet-fuel prices tumbled 70 percent in less than six months.     "Air China is more exposed to the global crisis" than China Southern and China Eastern, said Li Jun, an Everbright Securities Co analyst in Shanghai. "As such, most of its advantages turned into disadvantages last year."     The carrier has been profitable since at least 2000, data complied by Bloomberg News showed, helped by having a wider overseas network than domestic rivals.     "The aviation market experienced a general shrinking demand in 2008 and traffic revenue was significantly lower than expected," the Beijing-based company said in the statement. The hedging contracts "will have a considerable effect on the financial results for the year."     The airline is also able to hedge a greater proportion of its fuel needs than rivals, as Chinese carriers are barred from hedging purchases of fuels for domestic flights. That has previously enabled Air China to limit the effect of increasing fuel prices.     The airline's passenger numbers fell 1.7 percent in 2008 to 34.2 million, the first decline in five years. Its cargo and mail volume dropped 3.8 percent to 898,962 tons.     The shares have dived 80 percent in the past year and closed 3.9 percent higher at 1.88 Hong Kong dollars (24 U.S. cents) a share on Friday in Hong Kong trading.
