BEIJING, Aug. 17 (Xinhua) -- China on Monday urged more efforts to push forward the rejuvenation of the country's northeast and other traditional industrial bases.     Great progress has been made in the regions since China launched the rejuvenation move more than five years ago, said attendees at a meeting of the leading group of the State Council, the Cabinet, for revitalizing the northeast and other old industrial bases. The rejuvenation strategy of old industrial bases mainly covers regions including Liaoning, Heilongjiang and Jilin provinces and the northeastern parts of Inner Mongolia Autonomous Region. Many cities in the regions face developing challenge as their energy resources are depleted and heavy industries face the burden of restructuring.     The meeting, chaired by Premier Wen Jiabao, agreed more efforts should be spent in the regions to optimize economic structure, promote the development of modern industries, and speed up infrastructure construction, especially some major energy, transport and water conservation projects.     Great importance should be attached to promoting innovation and technological progress in enterprises and work should be urged to develop modern agriculture as well as grain production, transportation and storage to secure the national grain reserve base.     The meeting also called for efforts to tackle issues emerging from the transformation of resources-oriented cities, eco-environmental conservation, improvement of people's livelihood, regional economic cooperation and state-owned enterprise reform.

BEIJING, Aug. 14 (Xinhua) -- China would cement friendship and cooperation with the Islamic countries based on the Five Principles of Peaceful Co-existence, President Hu Jintao said Friday afternoon.     China and the Islamic countries have long maintained mutual respect and trust and have shown understanding and support to each other on issues concerning the core interest of the other side, Hu told visiting Abu Dhabi's Crown Prince Mohammed bin Zayed al-Nahayan.     Hu said China would like to promote dialogues and exchanges with different cultures and civilizations on the basis of the Five Principles of Peaceful Co-existence. TAIPEI, Aug.15 (Xinhua) -- Typhoon Morakot has killed at least 124 people and left 56 missing in Taiwan as of 10 p.m. Saturday, according to local disaster response authorities. Another 45 people were injured after the typhoon, the worst on the island in nearly five decades, wreaked havoc across central and southern regions.     Sixty-six people died in Kaohsiung, 25 in Tainan, 16 in Pingdong, six in Chiayi, seven in Nantou, three in Changhua and one in Yunlin.     Nearly 23,700 people have been evacuated, and almost 5,000 are taking refuge in 170 sheltering camps.     Morakot has caused more than 12 billion New Taiwan Dollars (365million U.S. dollars) in damages to agriculture and forestry. Among the worst-hit regions are Pingdong, Kaohsiung and Tainan.     People from a wide range of social sectors in Taiwan have donated cash and materials worth millions of New Taiwan Dollars to support the disaster-relief work. XINING, Oct. 3 (Xinhua) -- China will put environmental concerns as top priority in tackling ways to exploit combustible ice, a kind of natural gas hydrate, in the permanent tundra in its northwest plateau region, said a combustible ice project leader.     "We do not need to drill very deep to get the flammable frozen compound from tundra here in Muli Prefecture in Qinghai Province. However, as the sample is taken out, methane gas is easily released into the atmosphere," said Wen Huaijun, chief engineer of the combustible ice project in Qinghai.     He said the project team under the China National Administration of Coal Geology is carrying out research to guarantee that the exploitation of the frozen natural gas does not cause environmental problems.     Combustible ice is regarded as a potential source of alternative energy to coal and oil. One cubic meter of combustible ice can release 164 cubic meters of natural gas.     The Ministry of Land Resources said on Friday that the prospective volume of the natural gas hydrate in the country's frozen earth regions is estimated to reach 35 billion tonnes of oil equivalent.     China announced the first discovery of the resource under the bed of the South China Sea in May 2007.     Wen said the environmental threats from the use of the resource even in a land-based region is enormous, because it releases carbon dioxide or methane into the atmosphere.     "The plateau region is very sensitive to environmental changes. The biological conditions here are vulnerable," he said.     Combustible ice usually exists in seabed or tundra areas (two mediums having the strong pressure and low temperature necessary to its stability). It can be lit up like solid ethanol, which is why it has the name "combustible ice."     Wen said the combustible ice research project has been carried in Muli Prefecture, 4,100 meters above sea level, since 2004.     "It still takes time and a huge amount of research investment to realize the dream of exploiting the resource, while ensuring the environment," he said.     Wang Jianbin, deputy director of the Qinghai Bureau of Land Resources, said at the present stage, the project focus is still to ascertain locations of the deposit, and carry out a feasibility study on its exploitation.

MOSCOW, July 24 (Xinhua) -- A senior delegation led by Chinese Vice Minister of Commerce Gao Hucheng met with Russian officials on Friday and Saturday over the sudden closure of a market in Moscow.     On June 29, some 150 Chinese merchants and a large quantity of their goods were seized in a crackdown on smuggling at the Cherkizovsky Market, Moscow's biggest wholesale market.     The market was subsequently closed, causing heavy economic loss to the Chinese merchants who operate businesses there. No word has been given as to when the market will reopen.     Gao stressed the China-Russia strategic partnership of cooperation during his consultations with Deputy Director of the Russian Federal Migration Service, Yuri Buriak, Deputy Economic Development Minister, Andrei Slepnyov, and Deputy Foreign Minister Sergei Borodavkin.     Gao also spoke of the recent state visit of Chinese President Hu Jintao to Russia, the upcoming regular China-Russia Prime Minister's meeting in Beijing in October, and celebrations marking the 60th anniversary of the establishment of diplomatic ties between the two countries.     He said under such circumstances, China and Russia should try to maintain their friendship and mutual trust, and properly handle problems arising from the development of bilateral ties.     Non-governmental trade between China and Russia has its complicated historical origins, Gao said, and the remarkable contributions of Chinese merchants to the economic prosperity of Russia, especially during difficult times, should be taken into consideration.     He said against the backdrop of the current global financial and economic crisis in particular, to deal with the abrupt shutdown of the Cherkizovsky market appropriately and scrupulously would be mutually beneficial to China and Russia.     China has no objections to Russia's crackdown on smuggling, he said, but Moscow should effectively protect the property and dignity of Chinese businessmen.     Russian officials from relevant ministries and departments all agreed that the market shutdown would not affect the long-time friendship between the two countries.     They also emphasized that the shutdown was aimed at smuggling and not against the Chinese merchants, who make up less than 40 percent of all the merchants there.     The Russian side also urged the Chinese merchants to comply with laws, and said the Moscow municipal government had started to help merchants move their goods.     Slepnyov said a collective work plan against "grey customs clearances" will soon be studied.     Gao, who arrived in Moscow on Wednesday, was accompanied by a delegation comprising of officials from the ministries of commerce and foreign affairs, the General Administration of Customs, and trade officials from Zhejiang and Fujian provinces.     The delegation has also held negotiations with the Investigation Committee of the Prosecutor General's Office, the Federal Customs Service and the Moscow municipal government.

BEIJING, Aug. 20 (Xinhua) -- Serbian President Boris Tadic on Thursday pledged to promote economic and trade ties with China, welcoming Chinese investment.     Serbia wanted to maintain high-level political ties with China and enhance economic exchanges and cooperation, said Tadic at a business forum held by the China Council for the Promotion of International Trade (CCPIT). ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. PYONGYANG, Sept. 17 (Xinhua) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the Democratic People's Republic of Korea (DPRK), met with Dai Bingguo, Chinese state councilor and special envoy of Chinese President Hu Jintao, here Thursday to discuss relations between their two countries.     Kim asked Dai to convey his greetings to his Chinese counterpart, Wu Bangguo, and offered congratulations on the 60th anniversary of the founding of the People's Republic of China.     Kim expressed his wish that the Chinese people, under the leadership of the Communist Party of China, will continue the country's modernization drive.     Kim reiterated that it is the unshakable stand of the Worker's Party of Korea and the DPRK government to consolidate and further promote the traditional DPRK-China friendship.     He said the DPRK side would work with the Chinese side to push forward DPRK-China relations.     Dai conveyed Wu Bangguo's greetings, saying the Chinese government and the Chinese people treasured the friendship with the DPRK, and would strengthen the exchange and cooperation with the DPRK side to write together a new chapter of the friendship.     This year also marks the 60th anniversary of the establishment of diplomatic ties between the two countries and has been named the Year of China-DPRK Friendship.     After the meeting, Dai and Kim watched the debut of the opera, "The Dream of the Red Chamber" at the Pyongyang Grand Theater. The opera, based on a Chinese classic, was staged first in the 1960s under the initiative and instruction of late DPRK president Kim IlSung.     The opera has been renovated and re-staged as a major event in the Year of China-DPRK Friendship. DPRK top leader Kim Jong Il has taken a strong interest in its development and has watched a rehearsal.
