BEIJING, May 23 (Xinhua) -- China unveiled Saturday credit rating standards for the sovereignty entity of a central government, the first sovereign credit rating standards in China, aiming broader participation in global credit rating.     The standards were announced by Dagong Global Credit Rating Co., Ltd, one of the first domestic rating agencies in China.     The sovereign credit rating standards would be able to evaluate the willingness and ability of a central government to repay its commercial financial debts as stipulated in contracts, said the company.     The rating results could reflect the relative possibility of a central government to default as a debtor, and the rating is based on the country's overall credit value, according to Dagong.     Elements of credit risks will include the country's political environment, economic power, fiscal status, foreign debt and liquidity, said the company, adding that it judges the credit of a sovereign entity on the basis of a comprehensive evaluation of its fiscal strength and foreign reserves.     Compared with other rating agencies, Dagong pays more attention to the different economic stage of each country, and examines the features of its credit risks in a holistic and systematic view, according to Dagong.     Jiang Yong, director of the Center for Economic Security Studies under the China Institutes of Contemporary International Relations, said the financial crisis exposed a risk of the international society relying solely on the credit rating institutions of a single country, which is the largest risk of the world economy.     Luo Ping, head of the training center under China Banking Regulatory Commission, said the launch of the sovereign credit rating standards would help improve the transparency of credit rating information, and would strengthen China's position in the international financial arena.

TAIPEI, June 4 (Xinhua) -- A Chinese mainland business delegation signed deals to purchase Taiwan products worth more than 2.2 billion U.S. dollars after a four-day visit to the island, it was announced Thursday.     Orders involving 827 million dollars of products would be filled by July, and products worth of 1.4 billion dollars would be delivered by the end of this year, said Li Shuilin, head of the delegation.     On their shopping list are LCD (liquid crystal display) equipment, spare parts for mobile phones and computers, plastic and chemical products, textiles and handcrafts, he said.     The group, organized by the Mainland Association for Cross-Strait Economic and Trade Exchanges, comprised about 80 representatives of 35 companies, including IT and home appliance giants Lenovo, Haier, Changhong and ZTE.     Their buying spree was seen as a symbolic step to expand trade ties between the mainland and Taiwan and to offset the effects of the global economic downturn.     The mainland businesses held talks with more than 300 Taiwan firms in Taipei and Kaohsiung to learn more about their products and market potential in the mainland.     They also discussed how to use their reciprocal advantages to reinforce manufacturing capacities of both the mainland and Taiwan, Li said.     Also on Thursday, telecommunication industries on both sides of the Taiwan Strait agreed to tap mobile telecommunication markets, particularly the mainland's newly-launched 3G (third generation mobile telecommunication) market.     A total of 17 telecommunication service providers and 30 equipment manufacturers of the mainland were invited to attend a forum in Taipei this week.     Datang Telecom, a mainland telecommunication equipment vendor, signed an agreement on cooperation with Taiwan's Industrial Technology Research Institute (ITRI). They will discuss the possibility of a pilot network in Taiwan using Datang's TD-SCDMA 3G mobile telecommunications standard.     "We see a lot of opportunities for cooperation as the mainland is fast developing its 3G market," said Liu Liqing, chairman of the China Association of Communications Enterprises.     Johnsee Lee, president of the ITRI, also said the discussions would help local equipment producers better understand the market potential and industrial standards in the mainland.

GUANGZHOU, July 19 (Xinhua) -- Typhoon Molave hit land in south China early Sunday, with heavy rain forecast in most parts of the Guangdong Province in the following two days, local observatory said.     Molave, the 6th tropical storm this year which became typhoon, landed at Nanao town in Shenzhen City of Guangdong Province at 0:50 a.m. Sunday Beijing Time, with winds up to 145 km per hour in its eye.     Strong gales and heavy rains hit Shenzhen City, resulting in water flowing on streets. BALI, Indonesia, May 3 (Xinhua) -- Details of a sizeable foreign currency reserve pool among the Association of Southeast Asian Nations, China, Japan and South Korea (ASEAN+3) were finalized here on Sunday, two years after the initiative was first introduced to combat emergent financial problems.     Finance ministers of the ASEAN+3 nations reached the agreement on all main components of regional reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM), and it will be implemented before the end of this year.     The agreement on the CMIM includes "the individual country's contribution, borrowing accessibility, and the surveillance mechanism," said a statement issued after the finance ministers' meeting.     The total size of the CMIM is 120 billion U.S. dollars with the contribution portion between ASEAN and the Plus Three countries at20 percent versus 80 percent.     China and Japan will each contribute 38.4 billion U.S. dollars to the pool, while South Korea will contribute 19.2 billion dollars.     Among China's portion, Hong Kong Special Administrative Region will contribute 4.2 billion U.S. dollars. "We welcome Hong Kong, China, to participate in the CMIM," said the statement.     The CMIM is set up to "address short-term liquidity difficulties in the region and to supplement the existing international financial arrangements," the statement said.     The ministers agreed to establish an independent regional surveillance unit to monitor and analyze regional economies and support CMIM decision-making. As a start, there would be an advisory panel of experts to work closely with the Asian Development Bank (ADB) and the ASEAN Secretariat.     In the statement, the ministers also endorsed the establishment of the Credit Guarantee and Investment Mechanism (CGIM) as a trust fund of the ADB with an initial capital of 500 million U.S. dollars. It could be increased once the demand is fully met.     "It's a welcoming step in coping with the crisis, and an important step to the financial architecture of the region and it will infuse confidence to the market," said ADB Managing Director General Rajat Nag after the meeting, referring to the finalization of the CMIM.     Asked whether the CMIM is meant to replace the role International Monetary Fund plays in the region, he said the mechanism is only "good complement" to what IMF does.     "Gladly, we don't have the situation like in the U.S. or Europe but it's better to be prepared. BEIJING, April 28 (Xinhua) -- China and Peru on Tuesday signed a free trade agreement (FTA) in Beijing, capping over-a-year-long negotiations and legal processes. Chinese Vice President Xi Jinping and his Peruvian counterpart Luis Giampietri Rojas witnessed the signing ceremony in Beijing, with both hailing the deal "a new landmark" in bilateral ties.     "China-Peru agreement is the first FTA package China has signed with a Latin American country," said the Chinese Commerce Ministry. A complementary deal on service trade was signed with Chile in 2008.     "The pact features a high degree of openness," Zhu said, citing phased, free tariffs on more than 90 percent of goods ranging from China's electronic products and machinery to Peru's fish powder and minerals.     Under the deal, both pledged to further open their service sectors and offer national treatment to investors from the other country.     China and Peru also reached agreement on intellectual property, trade rescue, customs procedures and other fields.     The official said the pact would play an important role in helping both nations deal with global financial foes and boosting their own economies.     Trade between the two countries reached 7.5 billion U.S. dollars in 2008, according to Chinese customs authority.     The FTA deal is likely to come into force in early 2010, Zhu said.     Since the beginning of the decade, Beijing has vigorously pursued free trade agreements. So far, China has signed FTA deals with the Association of Southeast Asian Nations (ASEAN), Chile, Pakistan, New Zealand, Singapore and Peru.     China is also in free trade talks with Australia, the Gulf Cooperation Council, Iceland, Norway and Costa Rica, among others.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

GUANGZHOU, May 24 (Xinhua) -- Heavy rains continued to hit south China's Guangdong Province on Sunday, triggering flood alert as rivers were swelling.     The downpours continued to sweep the Pearl River Delta area from 8 a.m. to 2 p.m. Sunday. Sixteen observation sites reported precipitation of more than 100 millimeters, the Guangdong Provincial Hydrological Bureau said.     Two people were killed in a rain-triggered landslide Friday midnight, in Xingning city in Guangdong's northeast.     The Changsha hydrological station in the lower reaches of the Tanjiang River saw a 2.5-meter-high water level at 11:35 a.m. Sunday, 40 centimeters higher than the warning level.     Another one, the Moyang river in western Guangdong is also swelling and expected to have a 5.8-meter flood peak at midday Monday.     From 8 a.m. Friday to 8 a.m. Sunday, the whole province had an average rainfall of 58 mm, with 170 mm in the Pearl River Delta area.     The provincial flood control and drought relief authorities have ordered local governments to closely monitor weather changes and brace for possible flooding.
