One is in a critical condition, while three others were also seriously hurt.Doctors have said they are expected to pull through, however.The local government has set up its rescue headquarters at the primary school in Xiangyang village. It has also provided candles, quilts, clothes and food to villagers made homeless.Some were housed overnight in a local school, while others stayed with relatives.Xiangyang, which has a population of about 980, was the worst-hit by the debris, with 33 houses destroyed.The collapse also affected the village of Caijia, which is home to some 500 people. No casualties have been reported there, but there have been reports of severe damage to houses, vehicles and grain fields.The 100-m-long by more than 10-m-high dam was situated on a hillside. A crack more than 10 m long appeared in it and a river of waste ore and mud some 80 m wide spilled down across cropland.With a capacity of 150,000 cu m, the dam, which belongs to the Dingyang Mining Co Ltd, an iron ore producer, was designed to contain waste ore. WASHINGTON - Senior officials from the United States and China are scheduled to hold a twice-yearly dialogue in Washington this week on bilateral and multilateral issues, AFP reported Monday, citing a statement by the US State Department. US deputy secretary of state John Negroponte and China's Executive Vice Foreign Minister Dai Bingguo will lead their teams to the two-day US-China "senior dialogue" beginning Wednesday, said the statement. The dialogue is expected to cover the countries' bilateral relations as well as a range of key global issues, including security in Northeast Asia, energy and the environment, Iran and the conflict in Sudan's Darfur. The dialogue "is an important forum for both countries to discuss issues of strategic and political importance, including how to achieve our common goals," according to the statement. Bush and Chinese President Hu Jintao agreed in 2004 during a summit of the Asia Pacific Economic Cooperation ( APEC) forum to hold the talks among their officials as part of efforts to improve ties. US-China ties are clouded by a variety of issues, including US accusations that China is keeping its currency undervalued. Currency concerns dominated a US-China "strategic" economic dialogue last month led by Chinese Vice Premier Wu Yi and US Treasury Secretary Henry Paulson even as unveiled measures to boost trade and investment ties.Despite criticism from the US in particular, Chinese officials contend that currency reforms are moving as quickly as the developing economy and financial system will allow.

XINTAI, Shandong -- Fifty million yuan (US.6 million) has been donated for miners from the two flooded collieries and their families in east China's Shandong Province by Sunday noon, according to local sources.The money shall be used for rescue work, consolation for relatives of the trapped miners, and subsidy for other miners as operation of the mines is suspended.Among the donators, the China National Coal Group Corp. was the first to offer a large amount -- one million yuan (US1,578.9). Following suit was the the adjacent Xinwen Coal mine that donated 3.2 million yuan (US1,052.6).After the accident, governments of Jinan and Qingdao, two big cities in Shandong, each donated three million yuan (US4,736.8); Jining and Laiwu, the neighboring cities of Xintai, provided two million yuan (US3,157.9) and one million yuan respectively.Individuals were also involved in the nationwide effort, among whom was Gao Runze, who donated 20,000 yuan and 10 tons of disinfectors worth about 30,000 yuan. A top energy team under China's cabinet is drafting a strategy to increase access to sustainable energy among the rural poor.The plan will be based on research of other countries' experiences and is scheduled for release next year, the United Nations Development Program (UNDP) announced on Friday.The UN agency will help the Energy Leading Group affiliated with the State Council to attract global energy experts to work on the draft."We want to help the (Chinese) government come up with a viable rural energy strategy, which may serve as a role model for other developing countries," Shen Yiyang, program manager of UNDP's Energy & Environment Team, told China Daily.Details of the draft's contents were unavailable.Ma Xiaohe, vice-president of the Academy of Macroeconomic Research under the National Development and Reform Commission, confirmed that an overall rural energy strategy is being developed.Energy demand in rural areas is expected to increase rapidly in the run-up to 2030, he said.Rural energy consumption is expected to reach between 1 and 1.4 billion tons coal equivalent by 2015, compared to 370 million tons in 2000.The supply of commercial energy - electricity, coal and natural gas - is expected to meet two-thirds of rural areas' energy demand. Energy sources located in the countryside will supply the other third, Ma said.Currently, renewable energy accounts for only a small amount of rural energy supplies.
