BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

HARBIN, Aug. 2 (Xinhua) -- China's chief justice has urged people's courts around the country to make more efforts to maintain social harmony by improving the judges' ability to better resolve public grievance and resentment.     Wang Shengjun, President of the Supreme People's Court, made the remarks during his visit to northeast China's Heilongjiang Province on Sunday.     The people's courts at all levels should organize more professional trainings for the judges to improve their practical abilities required for better handling the people's discontent, Wang said.     The courts should encourage more young judges to work at grassroots positions in which they will encounter complaints and deal with group incidents in the front line, he said.     The people's courts around the country should also improve their working efficiency by adopting more equipment and infrastructure with information technologies, Wang said.

HONG KONG, Sept. 8 (Xinhua) -- The Commercial Aircraft Corporation of China displayed a scale model of its jetliner C919,the country's first home-grown large commercial airliner, for the first time at the Asian Aerospace '09 on Tuesday. With a scale of one to ten, the model was so far "the most precise one put up for public display," said Guo Bozhi, president of the Shanghai Aircraft Design and Research Institute, a unit of the Commercial Aircraft Corporation of China, or COMAC.     The mockup was displayed at a prominent position at the Asian Aerospace, Asia's leading air show, side by side with industry giants like Boeing and Airbus. Together with some ten other Chinese mainland-based manufacturers, suppliers and service providers at the show, it attracted attention of media from around the world. It has a registered capital of 19 billion yuan (2.78 billion U.S. dollars), with the State-owned Assets Supervision and Administration Commission as the biggest shareholder.     The company has said the maiden flight of C919 was planned for late 2014, with delivery expected by 2016. It was intended as a single-aisle airliner to target the short and medium haul markets in eight to ten years from now, Wang said.     If successful, COMAC plans to produce 50 C919 aircraft each year at the early stage and annual production could reach 100 or even more at a later stage, depending on how it is received by the market, Guo said. BEIJING, Aug. 11 (Xinhua) -- Prosecutors have approved the arrest of four employees of the Anglo-Australian mining giant Rio Tinto Ltd. on charges of trade secrets infringement and bribery, according to a statement of China's Supreme People's Procuratorate late Tuesday. Preliminary investigations have showed that the four employees, Stern Hu, Liu Caikui, Ge Minqiang and Wang Yong, had obtained commercial secrets of China's steel and iron industry through improper means, which had violated the country's Criminal Law, according to the statement.     Prosecution authorities also found evidence to prove that they were involved in commercial bribery. BEIJING, Sept. 27 (Xinhua) -- Chairman Ning Gaoning of China National Cereals, Oils & Foodstuffs Corporation (COFCO), said Sunday the corporation's total investment in the northwestern Xinjiang Uygur Autonomous Region would reach 10 billion yuan (1.46 billion U.S. dollars) over the next five years.     Ning made the remarks during his visit to the Xinjiang-based subsidiary companies of the corporation, the country's largest oil and food producer.     Currently, COFCO's accumulative investment in the region is about 5 billion yuan, focused on tomato processing, sugar manufacturing, and beverages.     Ning said the corporation would double investment over the next five years due to confidence in the region's growth potential, but did not say for which the future investment would be targeted.     In 2005, COFCO made an investment in Xinjiang's Tunhe Investment Co., Ltd. by taking over a 37.2 percent share of Tunhe.
