The milestone came as the central bank warned the coronavirus pandemic had created an "extremely high" level of uncertainty for the world's third-largest economy, with regional economies facing their worst conditions since the global financial crisis a decade ago.
The ministry announced on June 13 that it will issue yuan-denominated treasury bonds worth 14 billion yuan (.12 billion) and dollar-denominated sovereign bonds worth billion overseas in 2017, with the approval of the State Council.
The mild inflation will not change the central bank's monetary stance, which will stay prudent and neutral, it said.
The ministers also jointly opposed all forms of unilateralism and trade protectionism.
The meeting called for more support to help business startups in cities reliant on steel and coal industries as a way to increase employment opportunities.
The ministry urged India last year to stop abusing trade remedy measures and said it hoped the two countries could settle trade disputes through consultation, after India launched an anti-dumping investigation into photovoltaic cells and units imported from the Chinese mainland, Taiwan, and Malaysia on July 21, 2017.

The mayor said the falls have seen increased visits by Chinese each year since 2009 when Canada was granted approved destination status by China. China is the third-largest international market for visitors to Canada, behind the US and the UK.
