CHENGDU, Jan. 31 (Xinhua) -- Two giant pandas in the United States will fly back home in the southwestern Chinese province of Sichuan next week, according to local officials.Tai Shan, a 4-and-a-half-year-old male panda born at the National Zoo of Washington D.C., and Mei Lan, a 3-year-old female panda born at Zoo Atlanta, will arrive in Chengdu Feb. 5 after a 14-hour journey from Washington.Experts from the two zoos will escort the two giant pandas back to China.Tai Shan, who was born in July 2005 and raised up in the National Zoo, will return to the Ya'an Bifeng Gorge Breeding Base of Wolong National Nature Reserve.Tai Shan was supposed to get back to China at the age of two. The Chinese government agreed to postpone its return twice in 2007 and 2009 at the request of the National Zoo, where millions of people visited him.Tai Shan's father Tian Tian, 13, and mother Mei Xiang, 12, are also due to return December next year.Mei Lan will return to the Chengdu Research Base of Giant Panda Breeding.Mei Lan was born in September 2006. Her parents Lun Lun and Yang Yang arrived in Atlanta in November 1999.There are now 13 Chinese giant pandas living in four zoos in the United States.Giant pandas, known for being sexually inactive, are among the world's most endangered animals.There are about 1,600 giant pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu. Another 290 are in captive-breeding programs worldwide, mainly in China.

BEIJING, March 23 (Xinhua) -- China's year-on-year inflation rate was expected to be between 2 to 2.5 percent for the first quarter this year, the country's top economic planner said here Tuesday.The consumer price index (CPI), a main gauge of inflation, would see a "moderate increase" in the first quarter, the National Development and Reform Commission (NDRC) said in a statement on its website.China's CPI rose 2.7 percent from a year earlier in February, according to data from the National Bureau of Statistics.Food prices would begin to fall as the weather got warmer, said the statement. In February, food prices rose 6.2 percent from the previous year due to the Lunar New Year holiday and poor weather.The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period.The February CPI was within normal range, compared with the Spring Festival months in previous years, said Zhou Wangjun, deputy director of the Department of Prices of the NDRC.However, Zhou warned that there were still uncertainties in the price trend, including fluctuation in international commodities prices.China targets a consumer price rise of around 3 percent this year, according to a government work report delivered by Premier Wen Jiabao at the opening of the annual session of the National People's Congress earlier this month.

BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.  Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

BEIJING, Feb. 10 (Xinhua) -- China has decided to draft new guidelines for poverty reduction through development for the next ten years, according to a statement of an executive meeting of the State Council held Wednesday.The meeting was chaired by Premier Wen Jiabao.Participants of the meeting heard a report on the implementation of China's Rural Poverty Alleviation and Development Program (2001-2010).The statement said that Chinese government has made great efforts to lift the rural poor out of poverty by development in the past decade and has met the United Nations Millennium Development Goal (MDG) to halve the the proportion of people living on less than one U.S.dollar a day "ahead of schedule".Other strides achieved by China are: noticeable improvement in the economic strength and infrastructure in impoverished regions, ecological degradation being brought under control, according to the statement.The country is also said to have made good progress in construction of a social security network, which has been extended to cover the nation's rural areas with the establishment of a minimum living standard system, the new rural cooperative medical system and the pilot old-age insurance system.The statement said China had been charged with an uphill task in poverty alleviation due to factors such as a large impoverished population, frequent threats of natural disasters, deep-rooted conflicts restraining the development of the poor areas.The poverty reduction departments were told to intensify the relief work by integrating the development of urban and rural areas, and uphold the policy of supporting the poor through economic development.The statement also called for great efforts in the forthcoming decade to ensure the rural per capita net income enjoying a higher growth than the national average.Efforts should also be made to gradually improve the health, the living standard, and capabilities of steady progress for the poor, said the statement.

BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars.However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. BEIJING, Feb. 1 (Xinhua) -- Chinese Premier Wen Jiabao has reiterated his country's support for the Copenhagen Accord and China's commitments to addressing climate change.In separate replies to letters from Danish Prime Minister Lars Loekke Rasmussen and UN Secretary-General Ban Ki-moon, Wen said the Copenhagen Accord resulting from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and pointed the direction for future negotiations.The document reflected the political will of all parties to actively tackle climate change, upheld the dual-track negotiating mechanism of the UN Framework Convention on Climate Change and its Kyoto Protocol, and reaffirmed the principle of "common but differentiated responsibilities" for developed and developing countries, Wen wrote in the letters dated Friday.He said China would do its best to honor its commitments on climate change, including a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels, an increase to 15 percent of non-fossil fuels in the country's total primary energy mix by 2020, and an increase of 40 million hectares of forest and 1.3 billion cubic meters of forest volume by 2020 from 2005 levels.Wen said China will continue to play an active and constructive role and work jointly with the international community for a meaningful conclusion of the Bali Roadmap negotiations at the Mexico climate talks with a comprehensive, effective and binding outcome that will reinforce the implementation of the convention and the protocol.
