BEIJING, Oct. 5 (Xinhua) -- The Emerging Markets magazine has named China's Finance Minister Xie Xuren as Finance Minister of the Year, Asia 2009, the Ministry of Finance said Monday at its website.     The Emerging Markets believes that China's quick and proactive fiscal policies implemented in the past year have boosted economic growth and made contributions to global economic recovery, the ministry said.     In a written interview with the magazine, Xie said since the outbreak of the global financial crisis last year, the Chinese government timely and resolutely adjusted its macro-economic polices, carried out proactive fiscal and moderately easy monetary policies, and approved plans aiming to spur domestic consumption. BEIJING, Oct. 1 (Xinhua) -- China is to hold a National Day military and mass parade as well as an evening gala on Tian'anmen Square Thursday to mark the 60th anniversary of the founding of the People's Republic of China (PRC).     Following will be highlights of the once-in-a-decade grand celebrations:     -- Chinese leaders, including President Hu Jintao, will be on Tian'anmen Rostrum to observe the parade.     -- President Hu is to review line-ups of the tri-service People's Liberation Army (PLA), standing in an open-top home-made Red Flag limousine.     -- National flag raising ceremony will be held on Tian'anmen Square.     -- Military parade is expected to involve more than 8,000 people, and a total of 52 types of new weapon systems, including the PLA's missiles, airborne early warning and control aircraft, unmanned aerial vehicles and other sophisticated military hardware, will be shown.     -- Military paraders will march goose-step through the square in new-style uniforms initiated in 2007.     -- Women militia soldiers in purple skirts will march goose-step through Tian'anmen Square, holding submachine guns. The formation will be led by two models who used to be good at cat walking.     -- Snow Leopard armed police unit, which took charge of security of the 2008 Beijing Olympics, will be shown at the National Day parade.     -- Sixteen female fighter pilots, the country's first batch, are expected to make a debut in a fly-past at the parade.     -- Civilian formations will march through Tian'anmen Square, showcasing panoramic achievements China has made over the past sixdecades. The mass parade will feature dozens of floats themed with, for instance, the Beijing Olympics and the devastating Wenchuan earthquake in southwestern Sichuan last year.     -- Improved relations between the mainland and Taiwan will be showcased at the parade.     -- China's agriculture scientist, Yuan Longping, will wave his iconic invention of "super hybrid rice" atop of an agriculture-themed float, escorted by farmers.     -- China's first astronaut Yang Liwei and first space walker Zhai Zhigang will show up on a float along with four other colleagues that have entered the space aboard Shenzhou series of spaceships since 2003.     -- Hurdler Liu Xiang and diving diva Guo Jingjing will stand ona float to show the achievements in sports. Chinese athletes reaped 51 gold medals in the Beijing Olympics, ranking the first in the gold medal list.     -- About 60,000 people will dance to the song "I Love China" at the grandiose National Day evening gala, showcasing the country's ethnic harmony and development.     -- Fireworks, designed by renowned Chinese artist Cai Guoqiang who masterminded the firework display at the opening ceremony of the Beijing Olympic Games, will dazzle the night of the National Day.     -- About 4,000 performers will form a "light cubic" formation in the center of Tian'anmen Square at the gala. BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee. BEIJING, Oct. 14 (Xinhua) -- China on Wednesday proposed closer cooperation among members of a regional security group to tackle the world economic recession.     "Confronted with the global financial crisis and aiming at a steady economic growth, member states of Shanghai Cooperation Organization (SCO) should work together and seek mutual benefit," Chinese Vice Premier Li Keqiang told a SCO business forum in Beijing.     The SCO was founded in 2001 to enhance security cooperation among its six member states, namely, China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Mongolia, India, Iran and Pakistan are observers to the regional group. BEIJING, Aug. 17 (Xinhua) -- China on Monday urged more efforts to push forward the rejuvenation of the country's northeast and other traditional industrial bases.     Great progress has been made in the regions since China launched the rejuvenation move more than five years ago, said attendees at a meeting of the leading group of the State Council, the Cabinet, for revitalizing the northeast and other old industrial bases. The rejuvenation strategy of old industrial bases mainly covers regions including Liaoning, Heilongjiang and Jilin provinces and the northeastern parts of Inner Mongolia Autonomous Region. WASHINGTON, Aug. 6 (Xinhua) -- Chinese tire producers, who are facing proposed sanctionative tariffs from the U.S. authorities, appeal for "fair ruling" from the U.S. government, a Chinese tire industry representatives told Xinhua in an interview on Wednesday.     "The proposed sanction against Chinese tire export to the U.S. market will cause a lose-lose situation on both countries," said Mary Xu, deputy secretary general of the China Rubber Industry Association and the leading member of a Chinese tire producers delegation in Washington.     "We have filed much evidence demonstrating that Chinese tire imports do not injure the U.S. tire industry. The restriction of the Chinese tires cannot solve any problem faced by the U.S. tire industry, and further would hurt U.S. tire distributors and consumers," the delegation said in a letter to the U.S. President Barack Obama before a government hearing on this issue on Friday.     The U.S. Steelworkers union, which represents workers at major U.S. tire manufacturers, filed a petition against China earlier this year for import relief and won a favorable ruling from the U.S. International Trade Commission (ITC).     The panel recommended Obama impose a 55 percent tariff on the Chinese tire imports which would be reduced to 45 percent in the second year and 35 percent in the third before being removed.     The steelworkers asked for protection under Section 421 of U.S. trade law, which only requires petitioners to show that imports from China have disrupted the U.S. market.     "Chinese tires are welcomed by the American consumers who believe that our products have good cost performance," Xu said. "Chinese tires are relatively lower ended and mainly for the replacement of tires. The U.S. tire makers do not produce these types of tires. So our tires are complementary, not competitive to the U.S. products."     Xu said that the tariffs will hurt the American consumers and cause job loss as well.     "This case will influence about 100,000 U.S. employees across the country, including tire sellers, distributors, transporters and logistic companies. More than 25,000 American workers may lose their jobs if the sanction is implemented," Xu said.     "And about 100,000 Chinese workers from 20 tire producers will be influenced by the case," she added.     The ITC said it submitted its investigation report to President Obama and the U.S. Trade Representative (USTR) Ron Kirk last month.     The USTR hearing would be the final event in the investigation before Obama rules on the ITC recommendation.     The USTR will submit its remedy recommendation to Obama by September 2. He is required to make a decision within 15 days after receiving it.     Xu said that the tariffs proposal are widely opposed by the U.S. consumers and tire distributors.     In a letter to President Obama, the American Tire Industry Association (TIA) opposed petition to limit imports of Chinese-made tires and said that it will hurt the U.S. economy and consumers.     This case also aroused closely watch of trade protectionism since it is seen as a test case for the Obama administration's trade policy.     The president's decision will tell the world if he believes his own rhetoric about the dangers of protectionism in a weak global economy, The Wall Street Journal said in a report Tuesday.     "Chinese tires have fairly traded in the U.S. for years. I think limiting trade in fairly traded goods is protectionism. It would contradict recent pledges by the United States to avoid protectionism and to work in cooperation with China to promote trade," said Xu.     "We cannot predict the result of the case right now," Xu said. "What we expect is a fair ruling from the U.S. government."

BEIJING, Aug. 3 (Xinhua) -- China Vanke, the country's largest property developer by market value, announced Monday evening that it had made a net profit of 2.52 billion yuan (368.9 million U.S. dollars) in the first half of the year, up 22.5 percent year on year.     Company revenue in the first half was 21.81 billion yuan, up 26.4 percent year on year, the developer said in its half-year report to the Shenzhen Stock Exchange.     The company sold 3.488 million square meters of housing nationwide in the six months, up 31.2 percent over the same period last year in terms of total sales space.     The Shenzhen-based firm attributed the sales and profit rise to the upbeat Chinese property market performance in the first half, boosted by an array of government measures to bolster the economy and stimulate domestic consumption.     The Shenzhen-listed developer had edged down 0.9 percent to 13.24 yuan a share Monday before the release of the report.
