BEIJING, June 23 (Xinhua) -- State President and Communist Party of China (CPC) Central Committee General Secretary Hu Jintao urged all Chinese people Tuesday to remember and study the morals and demeandour of former state president Li Xiannian (1909-1992).     Li won respect and love from the CPC, People's Liberation Army and people for his contribution to China's independence and the Chinese people's emancipation, China's socialist revolution, construction, reform and opening-up drive, and the building of the country into a modernized socialist nation that is prosperous, powerful, democratic and civilized, Hu said at a memorial meeting to mark Li's 100th birthday. Jia presided over the gathering.     Hu spoke highly of Li's prominent role in different periods of the CPC-led Chinese revolution, including the armed revolution of the 1920s-40s, the early development of New China in the 1950s-70s,and the epochal reform and opening-up drive launched in the late 1970s.     Li was born into a poor peasant family on June 23, 1909, in Huang'an, Hubei Province, central China. He took part in the CPC-led Peasants' Movement and joined the Party in the 1920s.     In 1927, Li led a group of peasants to join in the Huangma Uprising. Later, he became a member of the CPC-led Chinese Workers' and Peasants' Red Army and played an important role in strategic battles and maneuvers of the Red Army.     During the Long March, Li supported Zhu De and other senior leaders in resolute struggle against the splittist activities of Zhang Guotao.     In China's War of Resistance Against Japanese Aggression (1937-45) and the Liberation War (1946-49) against the Kuomintang Regime, Li became a ranking officer in the CPC-led armed forces and fought a large number of major battles and established several revolutionary bases.     After 1949, the year the People's Republic of China was founded, Li served as vice premier for 26 years and played a big role in managing the economy. He was wrongly criticized and persecuted during the Cultural Revolution (1966-1976).     Starting in the late 1970s, as a core member of the second-generation of CPC leadership headed by Deng Xiaoping, Li assisted Deng in ushering in and carrying on the reform and opening-up drive.     In his final years in service, Li held top-level Party and state roles, including vice chairman of the CPC Central Committee, a Standing Committee member of the Political bureau of the CPC Central Committee, state president, and chairman of the National Committee of the Chinese People's Political Consultative Conference.

WASHINGTON, April 22 (Xinhua) -- A senior official of the U.S. mortgage giant company was found dead as a result of an apparent suicide incident, said police on Wednesday. According to police, David Kellermann, the Freddie Mac's acting chief financial officer and senior vice president, was found hanging himself at the basement of his house in Vienna, Virginia, early in the morning. WASHINGTON, June 10 (Xinhua) -- China's National People's Congress (NPC) and the U.S. House of Representatives have wrapped up their 10th meeting under a parliamentary exchange mechanism in Washington after having an in-depth exchange of views on bilateral ties, inter-parliamentary exchanges, global financial crisis, climate change and international and regional issues of mutual concern.     The meeting, held here on Tuesday, was co-chaired by Chairman Li Zhaoxing of the NPC Foreign Affairs Committee and Representative Joseph Crowley, chairman of the counterpart exchange mechanism in the House.     During the meeting, the Chinese side said that with growing common interests and greater opportunities of cooperation, China and the U.S. should further increase mutual trust and cooperation from strategic and long-term perspectives, respect and take care of each other's core interests, handle differences and sensitive issues with prudence, and ensure a healthy, stable growth of bilateral relationship.     The U.S. side reaffirmed the importance it has attached to the U.S.-China relationship and said that the House of Representatives will work to help the two countries tackle issues such as global financial crisis, climate change and energy safety through further exchanges and dialogues with NPC.     Both delegations agreed that the existing parliamentary exchange mechanism has become the most direct and effective platform for communications between the two sides and has played a positive role in deepening mutual understanding, building consensus and promoting cooperation.     The two sides also discussed the necessity for the two countries to strengthen coordination in macro economic and financial policies and how to cooperate in dealing with the climate change issue.     The Chinese side extended an invitation to the U.S. side on a visit to China in fall this year for the 11th meeting under the parliamentary exchange mechanism.

BEIJING, June 8 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday asked the border public security force to rely on the people to safeguard national security and social stability in the country's border areas.     Zhou Yongkang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when he met with model individuals and groups of the border public security force. BEIJING, July 1 (Xinhua) -- Chinese Premier Wen Jiabao called for attention to "institutional and management loopholes" discovered in the auditing of central government budget in 2008 here Wednesday.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     All related authorities should take more effective measures to correct these problems, including revising the budget law, strengthening the monitoring and supervision of the new investment projects of the central government, and enhancing transparency in government affairs, Wen said.     He also called for establishment of accountability mechanism and building of effective monitoring, alarm, emergency system directing at major economic risks.     The correction result should be reported to the State Council by the end of October, Wen said.     Wen also said that the execution and management of the central budget had made substantial improvement in general, and highlighted the importance of audit supervision.     The meeting also approved plans to develop the coastal economic belt in northeastern Liaoning Province in an effort to rejuvenate the traditional industrial base.     The zone comprises coastal cities of Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao, which opened navigation services to more than 140 countries and regions.     The economic zone should work to boost the opening up of northeast China, promote the shipping and logistics services, and push for the development of advanced manufacturing in the area.

BEIJING, May 5 --  The economy is likely to expand 7 percent in the second quarter - up from the first quarter's 6.1 percent - even as it confronts the painful prospect of shedding industrial overcapacity, a top government think tank said Monday.    "Economic growth will pick up in the second quarter as the government's stimulus measures gradually take effect," the State Information Center (SIC) forecast.     "There has been preliminary success in arresting the economy's downward trend," it said, but did not mention any fallout from the global H1N1 flu alert.     But Zhu Baoliang, an SIC economist and one of the authors of the SIC report, said the economy will only be slightly affected by the H1N1 flu.     Annualized GDP growth sank to a decade's low in the first quarter, largely because of a collapse in export demand.     But analysts said the economy might have bottomed out since then as latest economic figures are increasingly upbeat.     The CLSA China Purchasing Managers Index (PMI), a gauge of manufacturing activity, rose to 50.1 in April, the first time it has been above 50 since last August, CLSA Asia-Pacific Markets said yesterday. A PMI reading above 50 indicates an expansion of the manufacturing sector, while a reading below 50 signals a contraction.     Also, the PMI index compiled by the Federation of Logistics and Purchasing rose for the fifth straight month in April to 53.5 percent, up 1.1 percentage points from a month earlier.     The positive economic signs sent stock markets up across Asia, with the mainland's Shanghai Composite Index rising 3.3 percent and Hong Kong's Hang Seng index 5.5 percent.     "The Chinese government has been extremely successful in stimulating investment," said Eric Fishwick, CLSA head of economic research. "We hope that firmer domestic demand, as government spending gains traction, will keep the PMI above 50 in the months to come."     The World Bank said in a report in early April that the Chinese economy is expected to bottom out by the middle of 2009. It also forecast China's economic growth at 6.5 percent for the year.     The International Monetary Fund also forecast last month that growth in China is expected to slow to about 6.5 percent this year.     Consumer spending held fast over the past months, despite looming unemployment pressure. About 2.68 million vehicles were sold in the first quarter, making the nation the world's largest auto market during the period.     Housing sales surged 23.1 percent by value while retail sales rose 15.9 percent in the first quarter, 3.6 percentage points higher than the same period a year earlier.     "Based on the clear uptrend in recent economic activity we believe the worst is already behind China in terms of economic growth," Sun Mingchun, chief China economist of Nomura International, wrote in a research note. Sun said China would achieve its 8 percent growth target this year, with a V-shaped growth trajectory.     But some analysts argue that the figures could be volatile and the economy has to deal with the structural problem of overcapacity.     "It's still too early to say the economy is experiencing a real recovery," said Zhu, the SIC economist. "Over the past months, local enterprises have been running down their inventories. Now they have to reduce overcapacity."

HONG KONG, June 30 (Xinhua) -- The renminbi deposits with authorized institutions in Hong Kong rose 0.8 percent in May to 53. 4 billion yuan (7.8 billion U.S. dollars), representing about 2 percent of the foreign currency deposits, the Hong Kong Monetary Authority said Tuesday.     The total deposits rose 2 percent in the same month, with the HK dollar deposits rising 2.7 percent as the expansion in demand and savings deposits exceeded the contraction in time deposits.     Foreign currency deposits climbed 1.4 percent.     Seasonally-adjusted HK dollar M1, the narrowest measure of money supply in an economy, rose 9.6 percent in May and 26.8 percent from a year earlier. Unadjusted HK dollar M3, the broader measure, grew 2.5 percent in May and 8.1 percent year on year.     Hong Kong, a southern Chinese special administrative region and free trade hub, has been trying to foster the development of RMB financial market recently with a pilot scheme using yuan for cross- border trade settlement and the issuing of yuan-denominatedbonds in Hong Kong by local and foreign banks operating in the mainland.

GUANGZHOU, May 24 (Xinhua) -- Heavy rains continued to hit south China's Guangdong Province on Sunday, triggering flood alert as rivers were swelling.     The downpours continued to sweep the Pearl River Delta area from 8 a.m. to 2 p.m. Sunday. Sixteen observation sites reported precipitation of more than 100 millimeters, the Guangdong Provincial Hydrological Bureau said.     Two people were killed in a rain-triggered landslide Friday midnight, in Xingning city in Guangdong's northeast.     The Changsha hydrological station in the lower reaches of the Tanjiang River saw a 2.5-meter-high water level at 11:35 a.m. Sunday, 40 centimeters higher than the warning level.     Another one, the Moyang river in western Guangdong is also swelling and expected to have a 5.8-meter flood peak at midday Monday.     From 8 a.m. Friday to 8 a.m. Sunday, the whole province had an average rainfall of 58 mm, with 170 mm in the Pearl River Delta area.     The provincial flood control and drought relief authorities have ordered local governments to closely monitor weather changes and brace for possible flooding.
