BEIJING, April 8 (Xinhua) -- China and Venezuela agreed here Wednesday to step up cooperation in fields such as energy, agriculture, and high technology and take joint actions in the face of the global financial crisis.     The agreement was reached in a meeting between Chinese President Hu Jintao and his visiting Venezuelan counterpart Hugo Chavez. The Chinese Foreign Ministry said the two exchanged in-depth views on bilateral relations and other issues of common concern and reached an important consensus.     Hu highlighted the robust growth of bilateral relations during the meeting, saying that China was satisfied with the positive outcomes from bilateral economic and technological cooperation, progress made on some key projects and close coordination on international and regional issues. TOKYO, March 31 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), met late Monday with executives of major Japanese media, urging media of both countries to make due contributions to the advancement of Sino-Japan strategic and mutually beneficial relations.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said that both Chinese and Japanese media need to adopt a responsible attitude to report issues concerning bilateral relations and situations of their respective countries in line with the principle of authenticity, objectivity and comprehensiveness in a bid to promote mutual understanding and trust between the two peoples.     The media should also proceed from the general situation of Sino-Japan relations to boost mutually beneficial cooperation in various areas, focusing more on news reports that are beneficial to closer bilateral cooperation and providing more information that is conducive to China-Japan strategic and mutually beneficial relations, he said.     Exchanges and cooperation between the media of the two nations, such as "Beijing-Tokyo Forum" and "China-Japan Media Dialogue", help to establish new channels and forms for frank, in-depth and rational dialogues as well as a platform for the two peoples to deepen their mutual understanding, he said.     Executives of key Japanese media such as public broadcaster NHK,TV Asahi, The Yumiuri Shimbun, Kyodo News Agency said that it is the common aspiration of both peoples as well as their historical responsibility to promote the steady and sustained growth of Japan-China relations.     They also made proposals on advancing exchanges between media of the two countries, expanding bilateral cooperation on economy and trade and improving feelings the two peoples harbor toward each other.     On Tuesday, Li visited the headquarters of The Yumiuri Shimbun and NHK, inquiring in detail about the management and operation of the two Japanese media.     Li arrived here Sunday for an official goodwill visit. BEIJING, March 10 (Xinhua) -- Yi Gang, vice governor of China's central bank, said Tuesday that China still has room to cut interest rates, but such room is "quite limited".     "China still has room to cut interest rates, but not a lot," Yi told Xinhua.     "The room for cuts is quite limited, because a zero interest rate is not the best choice for China at the moment," he said.     The People's Bank of China, the country's central bank, has cut interest rates five times and reduced required reserve ratio for commercial banks four times since last September.     The one-year benchmark deposit rate now stands at 2.25 percent.     Yi pointed out interest rates of China and the United States are actually almost the same.     The 12-month deposit rate in the U.S. stands at around 2 percent, although its key interest rate, or an inter-bank rate, is zero to 0.25, he explained.     The equivalent inter-bank rate in China is at around 0.8 percent, he added.     China's current rate still has room for manoeuvre, Yi said, but if the interest rate falls to zero, there will be no more room for using interest rates to deal with any further world economic downturn.     Su Ning, also vice governor of the central bank, told Xinhua on Monday that China still has plenty of space to manoeuvre in its monetary policy.     Su said the room for further adjustment is "smaller but still exists."     "There's a quite a lot of room for cutting the bank's reserve requirement ratio," he added.

SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. The agreement also involves technology transfer to China.     Two of the four pressurized water reactors will be installed in Sanmen of Zhejiang Province and two in Haiyang City, eastern Shandong Province.     William Poirier, vice president of Nuclear Power Plants China of Westinghouse Electric Company, said China has a sound nuclear power security system with a strict supervision work.     He said he believed China can replicate the experiences of the third-generation nuclear power technologies and build more such stations.     China's mainland has 11 nuclear reactors at six plants, all on the east coast, with a combined installed capacity of 9.07 million kw.     To meet its fast economic growth, China plans to develop more nuclear power. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.

MOSCOW, March 22 (Xinhua) -- Top think tanks from Russia and China discussed a wide range of security issues of common concern at a two-day seminar that ended here Sunday.     participants at the seminar exchanged ideas on world economic and political trend, the situation in Central Asia, and prospects for the Shanghai Cooperation Organization (SCO) under the global security framework.     The seminar, "Russia and China in a new era," was co-chaired by China Institute for International Strategic Studies (CIISS) and Russian Council for Foreign and Defense Policy (CFDP).     Xiong Guangkai, chairman of the CIISS, and Sergei Karaganov, head of the CFDP, attended the meeting.     Participants in the meeting agreed that the current world is ata stage of profound change and major readjustment. The ongoing financial crisis has led to greater instability in global and regional situation.
