BEIJING, Nov. 5 (Xinhua) -- Senior Chinese official Li Changchun Thursday called for reform and innovation in promoting the development and prosperity of the country's animation industry.     Li, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his visit to the first China Animation and Cartoon Arts Exhibition held in Beijing.     Li said the animation and cartoon arts has played a very important role in enriching people's cultural lives and cultivating new economic growth area.     The country's animation industry is standing at a crucial point, Li said, urging practitioners in the industry to work hard and continue reform and innovation to push for the development and prosperity of the industry. SINGAPORE, Nov. 12 (Xinhua) -- Chinese President Hu Jintao said here Thursday that China and Singapore should strive to create new opportunities for bilateral cooperation in an effort to achieve economic recovery at an early date.     Hu made the remarks during a speech at a reception held by Singapore business circles, which was also attended by Singapore's Deputy Prime Minister Wong Kan Seng. It has become one of the top overseas investment destinations for Chinese companies.

TAICHUNG, Dec. 23 (Xinhua) -- Letting in more mainland investors again hit the agenda in Taiwan as negotiators from two sides discussed mainland investment with local business people Wednesday.     At the symposium, Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), suggested Taiwan should not be "afraid" of competitors. When the mainland began to open up, the enterprises and industries also worried that they would be beaten by overseas competitors, but 30 years after, they not only survived but also became stronger, Chen said. "The restrictions will prevent mainland companies from enjoying fair competition."     She cited the complicated procedure that mainland businessmen had to undergo to travel to Taiwan.     "We have invested in an IT firm in Taiwan. Research work requires cooperation between staff on both sides and they have to travel a lot across the Strait. When there is an emergency, our mainland staff always could not go to Taiwan promptly," she said. "In a world of tough competition, we should not sacrifice efficiency."     Many mainland companies are interested in real estate development, finance and telecommunication that are still not on the list.     Long Ge, vice president of Shanghai Xiandai Architectural Design Group, just finished a business tour in Taiwan.     "We hope to set up an office in Taiwan in near future," Long said.     His company hoped to launch real estate businesses, not only design but also construction and marketing, in Taiwan. "But we cannot if the restrictions remain there," he said.

BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.

BEIJING, Dec. 1 (Xinhua) -- Chinese Premier Wen Jiabao encouraged HIV/AIDS sufferers to live on with hope and confidence during his visit to a Beijing hospital on the World AIDS Day, which falls on Tuesday. BEIJING, Nov. 17 (Xinhua) -- China and the United States underlined that each country and its people have the right to choose their own path, and agreed to hold the next round of human rights dialogue in Washington by the end of February 2010, said the China-U.S. joint statement issued Tuesday.     According to the statement, the Chinese and U.S. sides agreed that all countries should respect each other's choice of a development model.     "Both sides recognized that China and the United States have differences on the issue of human rights," said the statement, "Addressing these differences in the spirit of equality and mutual respect, as well as promoting and protecting human rights consistent with international human rights instruments, the two sides agreed to hold the next round of the official human rights dialogue in Washington D.C. by the end of February 2010."     The two sides agreed that promoting cooperation in the field of law and exchanges on the rule of law serves the interests and needs of the citizens and governments of both countries, and decided to convene the China-U.S. Legal Experts Dialogue at an early date.

BEIJING, Nov. 28 (Xinhua) -- China has vowed to maintain its macroeconomic policy stance in 2010 despite worries that its stimulus is likely to risk fueling new bubbles and overcapacity.     A meeting of the Political Bureau of the Communist Party of China (CPC) Central Committee agreed Friday that the country will continue the proactive fiscal policy and moderately easy monetary policy next year.     "It is a must for the country to stick to the pro-growth policy stance," said Zhang Liqun, a researcher with the Development Research Center of the State Council, one of China's top think tanks.     "A guarantee to the 8-percent growth target this year does not mean the national economy has been on an independent and stable developing track," Zhang said.     Many uncertainties, both at home and abroad, still weighed on China's economy and it was quite necessary for the government to maintain its policy stance, said Feng Fei, a senior researcher at the Development Research Center of the State Council.     China's economic growth has approached its pre-crisis level a year after the adoption of the 4-trillion-yuan (585.6 billion U.S. dollars) economic stimulus package.     The country's economy grew 8.9 percent year on year in the third quarter this year, accelerating from 7.9 percent in the second quarter and 6.1 percent in the first quarter. In the third quarter last year, it increased 9 percent year on year.     However, the country's strategy has raised concern that loose money could inflate prices of stocks and housing, build up unneeded factories and saddle the economy with bad debts.     Although the current stimulus package had side effects, it was not the time for retreat, said Zhuang Jian, a senior economist with the Asian Development Bank.     The government should be aware of the hidden trauma in economic growth and be ready at all time for popping-up problems by improving the policy flexibility, he said.     It was important to enhance the flexibility and focus of macro regulation, considering the inflationary expectations, assets bubble risk and rapidly changing economic situation, Feng said.     The Political Bureau vowed to enhance the focus and flexibility of economic policy in the following year according to new situations. It would also further implement and enrich the economic stimulus package to make the economy grow in a more stable, balanced and sustainable way.     Bureau members agreed the government would maintain continuity and stability in its macroeconomic policies, according to a statement released after the meeting.     The barely-changed wording in the statement of the meeting, convened ahead of the annual Central Economic Work Conference, would set the tone for next year's economic work, said Wang Tongsan, a senior researcher with the Chinese Academy of Social Sciences.     He noted that the "five highlights" in the statement would be mid- and long-term strategy for economic and social development in China, which would enable the country to grab the opportunity during the crisis.     The country would step up efforts to improve the quality and efficiency of economic growth, to promote the transformation of the economic development pattern and structural adjustments and to promote innovation and reform and opening up to enhance the vigor and momentum of economic growth, the statement said.     It also urged more efforts to improve people's livelihood and maintain social stability, and to coordinate the domestic and international situation.

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China is not obliged to subject its voluntary climate action to international monitoring.     Wen made the remarks when meeting with some world leaders on the sidelines of the ongoing UN climate change conference in the Danish capital, Chinese Vice Foreign Minister He Yafei told reporters. The Bali Action Plan has clear stipulations regarding whether a country's mitigation action should be subject to international scrutiny, He Yafei quoted Wen as saying.     "For developing countries, only those mitigation actions supported internationally will be subject to the MRV. The voluntary mitigation actions should not be subject to international MRV," Wen said, referring to the scheme requiring national mitigation action to be "measurable, reportable and verifiable."
