BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy. Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.     "We will not change the orientation of our policy," Wen said.     Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.     "The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.     Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.     Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed ones. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.     Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.     This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.     Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.

BEIJING, Aug. 11 (Xinhua) -- Chinese Vice Premier Hui Liangyu, who headed Monday to the typhoon-hit regions in Fujian and Zhejiang, warned Tuesday that the country faces grim tasks of fighting secondary disasters as a result of Typhoon Morakot. Big floods are still likely to happen as heavy rainfall persists in the south and many rivers continued to maintain high water levels, he said.     More than 20 rivers reported water levels above flood-alarm lines in Zhejiang, Fujian and Anhui provinces. The county seat of Cangnan is flooded on Aug. 10, 2009 in east China's Zhejiang Province. BEIJING/TAIPEI, Aug. 22 (Xinhua) -- Taiwan has started building homes for hundreds of homeless families left by Typhoon Morakot with assistance from the mainland.     Prefabricated houses with blue roof and white walls, donated by the Chinese mainland, are being set up in Pingtung County in the south of the island.     Local authorities told Xinhua Saturday that so far more than 400 homeless families have applied for the prefab houses, which have been tested safe.     Recovering signs appear in the island as Xinhua reporters saw children in the county studied in a mobile bookstore on rubble, and villages in Kaohsiung County sold homemade handbags to save money for reconstruction.     In addition to the Taiwan authorities' three-year reconstruction budget of about 100 billion New Taiwan Dollars (3.12 billion U.S. dollars), the Chinese mainland has contributed 781.8 million yuan (115 million U.S. dollars) two weeks after the disaster hit Taiwan.     The mainland's donation came from all circles of the country, including people in Sichuan Province who received generous support from Taiwan compatriots and Buddhists and monks who pray for blessings of the typhoon victims in the island.     "We will never forget the Taiwan rescuers who helped us live through the Wenchuan earthquake last year," said a worker of Dongfang Steam Turbine Works in Sichuan's Mianzhu City.     The company donated one million yuan to Taiwan victims with another 500,000 yuan raised by the company's workers.     The mainland has promised to spare no effort and offer medical, rescue, engineering and other available personnel or equipment that Taiwan compatriots need.     On Friday afternoon, 18 tonnes of vegetable was shipped to Kinmen from its closest mainland city Xiamen of Fujian Province as an emergent support to ease the vegetable shortage caused by the typhoon.     "We are contacting the agricultural associations in Taiwan and if they request we can quickly collect large amount of vegetable and send them to help Taiwan compatriots," said Guo Hao, a food company boss in Fujian.     Other disaster-relieving materials from the mainland are on the way to the island. The second batch of prefab houses arrived in Kaohsiung on Saturday afternoon and three mainland engineers headed for Taiwan to help install those houses.     The mainland's ports, maritime and transport authorities have provided favorable procedures for the disaster relief materials to Taiwan.

BEIJING, Aug. 29 (Xinhua) -- China's limits on the use of plastic bags cut crude oil consumption by 3 million tonnes per year, according to the National Development and Reform Commission (NDRC).     Since June 1, 2008, all Chinese retailers, including supermarkets, department stores and groceries, no longer provided free plastic shopping bags. In addition, China banned ultra-thin plastic bags, or those thinner than 0.025 mm.     China is trying to cut the use of plastic bags in a bid to reduce energy consumption and polluting emissions.     The plastic bag limits could save about 2.4 million to 3.0 million tonnes of crude oil every year and cut 7.6 million to 9.6 million tonnes of carbon dioxide emissions every year, the NDRC said.     The NDRC said it would further implement the regulations and inspect execution of the ban nationwide.     Retailers who did not list shopping bags on the receipts or continued to provide free plastic shopping bags would be fined from 5,000 yuan (732.06 U.S. dollars) to 10,000 yuan, according to the State Administration for Industry and Commerce.

UNITED NATIONS, Sept. 24 (Xinhua) -- Chinese President Hu Jintao on Thursday made a five-point proposal for building a safer world for all through nuclear non-proliferation and disarmament. During an address at the U.N. Security Council nuclear summit, Hu said "nuclear proliferation remains a pressing issue and nuclear disarmament a long and arduous task."     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," he said.     The Chinese president called for efforts be made in the following five areas: Chinese President Hu Jintao (Front) addresses the Summit on Nuclear Non-Proliferation and Nuclear Disarmament at the United Nations headquarters in New York Sept. 24, 2009. The U.N. Security Council on Thursday unanimously adopted a resolution to stop the proliferation of nuclear weapons in a bid to seek a safer world for all, and to create conditions for a world without nuclear weapons    First, to maintain global strategic balance and stability and vigorously advance nuclear disarmament:     All nuclear-weapon states should fulfill in good faith obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and publicly undertake to not seek permanent possession of nuclear weapons.     "Countries with the largest nuclear arsenals should continue to take the lead in making drastic and substantive reductions in their nuclear weapons," he said.     To attain the ultimate goal of complete and thorough nuclear disarmament, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons, he said.     Second, to abandon the nuclear deterrence policy based on first use and take credible steps to reduce the threat of nuclear weapons:     "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard," Hu said.     In the meantime, nuclear states should negotiate and conclude a treaty on no-first-use of atomic weapons against one another.     Third, to consolidate the international nuclear non-proliferation regime and prevent the proliferation of nuclear arms.     "All countries should join the NPT and real efforts should be made to uphold and enhance its authority and effectiveness. The function of the International Atomic Energy Agency (IAEA) in safeguards should be strengthened," Hu said.     All countries should strictly comply with non-proliferation obligations, refrain from double standards, and tighten and improve export controls to prevent proliferation.     Fourth, to fully respect the right of all countries to the peaceful use of nuclear energy and carry out active international cooperation:     "Developed countries should actively assist developing countries in developing and using nuclear energy for peaceful purposes. The IAEA should increase input to promote technical cooperation and assistance in nuclear power, nuclear safety and security, and nuclear technology application," Hu said.     The IAEA should increase input to promote technical cooperation and assistance in nuclear power, nuclear safety and security, and nuclear technology application.     And, fifth, to take strong measures to enhance nuclear security and reduce nuclear risks:     "Countries should act in strict observance of all international legal instruments governing nuclear security, take credible steps to ensure the security of their nuclear facilities and materials, and prevent the diversion of nuclear materials with effective means," he said.     The international community should intensify cooperation and combat nuclear terrorism through concerted efforts.     The Chinese leader reiterated his country's firm commitment to a nuclear strategy of self-defense.     "We have adhered to the policy of no-first-use of nuclear weapons at any time and under any circumstance, and made the unequivocal commitment that we will unconditionally not use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones," he said.     Hu also urged the international community to do the following to build a safer world:     -- Foster a peaceful and stable international environment, resolve international disputes through peaceful means, and increase the sense of security for all countries. Promote development, eradicate poverty, and remove the root causes of conflict and instability.     -- Fully respect and accommodate the legitimate and reasonable security concerns of all countries, refrain from pursuing one's own security at the expense of others, and ensure security for all through win-win cooperation.     -- Build state-to-state relations of mutual understanding and mutual trust, resolve differences and dispel misgivings, and conduct dialogues and cooperation on an equal footing.     -- Adhere to multilateralism. Consolidate the collective security system with the United Nations at its core and make the system more just and reasonable so that it can play a robust role in international security cooperation.     Hu was in New York for a series of U.N. meetings. He was scheduled to attend a financial summit of the Group of 20 in Pittsburgh on Thursday and Friday.

BEIJING, Aug. 15 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, said Saturday it is drafting a development plan for the emerging industry of energy conservation and environmental protection.     The commission said in a statement posted on its Web site that the move is aimed to counter the impact of the global financial crisis by "accelerating the cultivation of emerging industries and aiming at a commanding height in future economic competition."     The development plan on the sector covers energy conservation, sustainable use of resources and environmental protection, according to the statement.     Technologies, equipment, products and services concerning energy conservation and environmental protection would be involved in the plan, it said.     The commission revealed no further details on the plan.
