And the 200 heroes were finally picked out from 300 candidates.     "The heroes, despite their differences in historical time and post, share many things in common, such as loyalty to the country, love for the people and selfless devotion," Li said.     These were spiritual treasures formed in the great history of Chinese revolution, construction and reform led by the Party, he said.     Li called on the whole nation to learn from these heroes and pass down their moving stories and lofty spirit to generations to come.     "Their noble spirit should be a lasting inspiration for the people to make new achievements," said Liu Yunshan, head of the Publicity Department of the CPC Central Committee, who presided over the symposium.     Delegates like Li Yazhong, a descendent of Li Dazhao (1888-1927), one of the main founders of the CPC, and Zhang Yunquan, an official with the Bureau for Letters and Calls in eastern Jiangsu Province, gave speeches at the symposium.

WASHINGTON, July 28 (Xinhua) -- Holding an umber basketball in his hand, Chinese Vice Premier Wang Qishan became the center of attention at the end of the first round of the China-U.S. Strategic and Economic Dialogue on Tuesday. The basketball, with Barack Obama's autograph, is a gift from the U.S. president to Chinese Vice Premier Wang Qishan who is the co-host of the "Economic Track" of the dialogue.     The basketball is considered a symbol of the U.S. government's hospitality and gratitude to Chinese officials for their efforts in making this dialogue a success. WASHINGTON, Aug. 6 (Xinhua) -- Chinese tire producers, who are facing proposed sanctionative tariffs from the U.S. authorities, appeal for "fair ruling" from the U.S. government, a Chinese tire industry representatives told Xinhua in an interview on Wednesday.     "The proposed sanction against Chinese tire export to the U.S. market will cause a lose-lose situation on both countries," said Mary Xu, deputy secretary general of the China Rubber Industry Association and the leading member of a Chinese tire producers delegation in Washington.     "We have filed much evidence demonstrating that Chinese tire imports do not injure the U.S. tire industry. The restriction of the Chinese tires cannot solve any problem faced by the U.S. tire industry, and further would hurt U.S. tire distributors and consumers," the delegation said in a letter to the U.S. President Barack Obama before a government hearing on this issue on Friday.     The U.S. Steelworkers union, which represents workers at major U.S. tire manufacturers, filed a petition against China earlier this year for import relief and won a favorable ruling from the U.S. International Trade Commission (ITC).     The panel recommended Obama impose a 55 percent tariff on the Chinese tire imports which would be reduced to 45 percent in the second year and 35 percent in the third before being removed.     The steelworkers asked for protection under Section 421 of U.S. trade law, which only requires petitioners to show that imports from China have disrupted the U.S. market.     "Chinese tires are welcomed by the American consumers who believe that our products have good cost performance," Xu said. "Chinese tires are relatively lower ended and mainly for the replacement of tires. The U.S. tire makers do not produce these types of tires. So our tires are complementary, not competitive to the U.S. products."     Xu said that the tariffs will hurt the American consumers and cause job loss as well.     "This case will influence about 100,000 U.S. employees across the country, including tire sellers, distributors, transporters and logistic companies. More than 25,000 American workers may lose their jobs if the sanction is implemented," Xu said.     "And about 100,000 Chinese workers from 20 tire producers will be influenced by the case," she added.     The ITC said it submitted its investigation report to President Obama and the U.S. Trade Representative (USTR) Ron Kirk last month.     The USTR hearing would be the final event in the investigation before Obama rules on the ITC recommendation.     The USTR will submit its remedy recommendation to Obama by September 2. He is required to make a decision within 15 days after receiving it.     Xu said that the tariffs proposal are widely opposed by the U.S. consumers and tire distributors.     In a letter to President Obama, the American Tire Industry Association (TIA) opposed petition to limit imports of Chinese-made tires and said that it will hurt the U.S. economy and consumers.     This case also aroused closely watch of trade protectionism since it is seen as a test case for the Obama administration's trade policy.     The president's decision will tell the world if he believes his own rhetoric about the dangers of protectionism in a weak global economy, The Wall Street Journal said in a report Tuesday.     "Chinese tires have fairly traded in the U.S. for years. I think limiting trade in fairly traded goods is protectionism. It would contradict recent pledges by the United States to avoid protectionism and to work in cooperation with China to promote trade," said Xu.     "We cannot predict the result of the case right now," Xu said. "What we expect is a fair ruling from the U.S. government."

XI'AN, Aug. 22 (Xinhua) -- Serbian President Boris Tadic on Saturday arrived in the ancient capital Xi'an in northwest China, continuing his week-long visit to the country.     Tadic visited some well-known historic sites in the city, including Emperor Qin Shihuang's Mausoleum and the Terra-cotta Warriors.     The president hailed "Terra-cotta Warriors" as unique, saying those warriors demonstrated Chinese' delicate craftsmanship dating back more than 2000 years.     "They are so well-preserved, thus Serbia should work with China on the protection of cultural relics," Tadic said. It requires civil servants to do their work diligently with love for the people," said Premier Wen Jiabao at the awarding ceremony in Beijing.     Wen hoped all civil servants across the country would learn from the models, work industriously and fulfill their jobs in accordance with laws and government policies. BEIJING, Sept. 16 (Xinhua) -- Fifty-two types of new weapon systems developed with China's own technologies, including airborne early warning and control (AEWC) aircraft, will be showcased at the military parade celebrating the 60th anniversary of the founding of New China.     Further cutting-edge weaponry would include sophisticated radar, unmanned aerial vehicles (UAV) and satellite communication devices of the People's Liberation Army (PLA), Lieutenant General Fang Fenghui, general director of the parade, told Xinhua Wednesday.     The Oct. 1 parade would also show personnel and equipment from the navy, air force and China's ballistic missile corps, Fang said.     Fang did not identify the specific models of the weapon systems but said all of the weapons are tagged: "Made in China".     "They (the weapon systems) embody the ongoing transformation of the PLA from a labor-intensive force to technology-intensive might be capable of joint operations in modern warfare," said Fang, who is also commander of the PLA's Beijing Military Area Command.     "The weapon systems to be shown in the parade also showcase the ability of the PLA to carry out diverse military missions," he said.     There will be 56 regiments on the ground and in the air during the parade, symbolizing the country's 56 ethnic groups marching along the road of socialism with Chinese characteristics in solidarity, Fang said.     Fourteen of the regiments will march through Chang'an Avenue on foot, 30 in wheeled transport and 12 will take to the air.     All the troops in the parade will be dressed in PLA 07-type uniforms and most of them are from generations born in the 1980s and 1990s.     Compared with the previous military parade on National Day 10 years ago, this one would have less troops and equipment but increased high-tech weaponry and special force units, Fang said.

PINGYAO, Shanxi, Sept. 19 (Xinhua) -- A photo exhibition exclusively dedicated to Canadian surgeon Henry Norman Bethune opened Saturday at the Pingyao International Photography Festival in north China's Shanxi Province.     Bethune is a household name in China, a country where he saved numerous lives and sacrificed his own in 1939 during China's War of Resistance Against Japanese aggression.     "He is noble-minded and pure, a man of moral integrity and above vulgar interests, a man who is of value to the people," Chairman Mao wrote in his article In Memory of Norman Bethune.     The exhibition consists of 41 photos of Dr. Bethune living and working in China, some of which had never been shown before.     "As Canadians, we are all proud to be associated with this visionary adventurer and deeply touched by the respect and recognition shown to him here in China," said Canadian Ambassador to China, David Mulroney.     Most of the pictures were provided by Wang Yan, daughter of ShaFei, who was a forefather of China's news photography and a close friend of Bethune.     "I remember that I was touched when I first read about Bethune in my school days and now it feels like looking at the pictures of an old friend who has just passed away," said visitor Wu Jun.     "Many people love Bethune for they have learnt his deeds and spirit in Chairman Mao's article while my affection for him comes from his friendship with my father," Wang said. "Bethune was my father's mentor as he exemplified the essence of communism."     Upon his death Bethune left his Kodak Retina camera to Sha Fei.     Bethune also healed Japanese soldiers, took pictures of them, which were sent back to Japan.     "He wished the Japanese people would protest against the war when they saw how their sons were suffering on battlefield. He was a true humanist," Wang said.     Just before he died, Bethune wrote in a letter, saying that the last two years (those he spent in China) have been the most significant, the most meaningful years of his life.

XIAMEN, Sept. 9 (Xinhua) -- China remains the most attractive country for foreign capital, despite that the country's foreign direct investment declined for ten straight months, a commerce official said Wednesday.     "China has been the top destination for foreign capital for 17 consecutive years," Wang Chao, assistant commerce minister, said at the World Capital Forum in Xiamen, east China's Fujian Province.     A report released by the United Nations Conference on Trade and Development (UNCTAD) on July 22 showed that China stands first on the list of five most attractive destinations for foreign capital, followed by the United States, India, Brazil, and Russia.     The country has received 48.3 billion U.S. dollars of foreign direct investment (FDI) from January to July this year, down 20.3 percent over the same time last year amid a global economic downturn, Wang said.     Wang said the country's prospects for overseas investment remains optimistic as it would simplify examination and approval procedures toward foreign investors.     It will also guide foreign investment to go to high technology industry, advanced manufacturing industry, energy saving and environment protection industries, in a bid to optimize investment structures.

BEIJING, July 29 -- The securities watchdog is mulling further measures to plug the loopholes that showed up in the latest round of initial public offerings (IPO), according to Shang Fulin, chairman, China Securities Regulatory Commission (CSRC).     The CSRC is generally satisfied with the results of the recent reforms, but also identified a number of areas that need to be improved. One of these areas is the lack of a provision to block institutional investors from taking advantage of the new allotment system by masquerading as personal investors in their IPO applications.     "Some institutional investors were known to have circumvented the subscription limits on their accounts by making applications through personal investor accounts opened with borrowed ID cards," said Lu Junlong, analyst, China Finance Online. The CSRC said it is planning to take steps to safeguard individual investors' interests.    This has defeated, to some extent, the primary objective of the reform, of increasing the allotment of new shares to personal investors. In the past, the deluge of applications from well-financed institutional investors had largely crowded out applications from individual investors.     Because of the loophole, the ratios of allocation of newly issued shares to personal investors in the past several IPOs were still deemed too low.     For example, the ratio of allocation in the IPOs of Guilin Sanjin Pharmaceutical, one of the first companies to obtain a stock exchange listing after the lifting of the IPO suspension, was only 0.17 percent.     The ratio of allocation in the Sichuan Expressway IPO was 0.26 percent, while it was 2.83 percent for China State Construction Engineering Corp's public float.     "The ratio of allocation to subscription is at a low level, similar to the lottery system in the past," said Zhu Hongbin, an investor with over 10-year experience in the market.     Considering the wide price gap between the primary and secondary markets, many institutional investors borrowed heavily from banks to subscribe for new shares.     Easy credit and cheap money have given institutional investors a much greater edge over small investors in the fight for IPO allotments.     "As long as the interbank seven-day repurchase rate stays below 3 to 4 percent, we can make profits by subscribing to new shares," a Shanghai-based fund manger said, who refused to be named.     The investors' feverish penchant for newly listed stocks saw Sichuan Expressway Co soar 202 percent on debut. The bourse suspended trading in the scrip for two times to allow for a cooling off period on the first day.     The company's issue price was 3.6 yuan, nearly 20 times the PE (price-to-earnings) ratio. After collective bidding, the opening price soared to 7.6 yuan and the shares finally closed at 10.9 yuan after touching a high of over 15 yuan.     The high price was beyond the expectation of many analysts.     According the reports from 23 securities firms, most analysts thought the reasonable price could be around 5 yuan. Guotai Junan Securities Co was the most optimistic, which estimated the shares could be worth around 7 yuan.     The shares subsequently began to slump and closed at 9.81 yuan, with many individual investors burning their figures.     According to the Shanghai Stock Exchange, individual investors were the main buyers for the new shares of Sichuan Expressway on its first trading day. Among the 74,000 accounts that bought shares on that date, about 99.9 percent was personal accounts. Institutional investors, including fund mangers, securities firms and insurance companies, did not join the speculation.     According to CSRC Chairman Shang Fulin, the regulators are working on a plan to educate individual investors and also exploring effective mechanisms to protect investors' rights.
