BEIJING, Sept. 24 (Xinhua) -- China and Venezuela on Wednesday inked a series of agreements on wide-ranging fields, a sign of bilateral efforts to advance their strategic partnership to a new high.     The agreements came out of the summit talks in the Great Hall of the People as Beijing rolled out the red carpet for Venezuelan President Hugo Chavez.     The 12 new cooperative deals covered trade, oil, finance, education, justice, telecommunications, infrastructure, sports and cultural relics. He wished the Chinese government and people a speedy recovery from the disaster.     On the Beijing Olympics and Paralympics, Hu said China appreciated Venezuela's generous support while Chavez said the successes of hosting the two games would go down in history.     Stressing both China and Venezuela stayed at an important stage, Hu said the two countries shared the goal of stepping up substantive cooperation and seeking common prosperity.     To advance the bilateral strategic partnership, Hu proposed the two countries keep the high-level visits, enhance dialogues between the governments, legislatures and ruling parties, and exchange views on issues of common concern.     On the economic front, Hu said China would like to deepen "all-phase and integrated" oil cooperation with Venezuela, encourage businesses to invest in Venezuela and establish a trade zone.     China will also participate in building Venezuela's infrastructures, including railway system, telecommunications network, social housing and hydro-power.     Hu also called on the two countries to work more closely in education, culture, science and technology, justice, sports, journalism and poverty eradication.     Sharing Hu's view on bilateral ties, Chavez said bilateral trade had progressed smoothly, citing remarkable progress in oil, agriculture, science and infrastructure.     Chave said Venezuela would like to work closely with China on stronger political ties, increased dialogues and more substantive cooperation in energy, finance, agriculture and machinery.     On international issues, Hu and Chavez agreed to step up communication and consultation in multi-lateral organizations and on global issues, so as to safeguard the reasonable rights of developing countries.     Earlier Wednesday, top Chinese legislator Wu Banguo also met with Chavez. Wu said China's National People's Congress, the country's top legislature, would like to maintain its friendly exchanges and cooperation with the Venezuelan legislature, boosting the overall bilateral ties.     Chavez will conclude his three-day state visit to China on Thursday.

NEW YORK, Sept. 23 (Xinhua) -- Chinese Premier Wen Jiabao said Tuesday that China and the United States are not rivals but partners in cooperation and they should work together to further strengthen bilateral relations.     In a speech delivered at a luncheon co-hosted by the National Committee on U.S.-China Relations and other friendly American organizations, Wen said China-U.S. relations have made significant progress since his first official visit to the United States in 2003.     High-level contacts between the two sides are more frequent than ever before, said Wen, who arrived here Tuesday to attend meetings at the headquarters of the United Nations.     "There are now over 60 dialogue and consultative mechanisms between our two countries. The Strategic Economic Dialogue and the Strategic Dialogue have in particular played an important part in increasing strategic mutual trust between the two sides."     On economic cooperation, Wen noted that China and the United States are now each other's second largest trading partners.     Dialogue and cooperation have also extended to a number of new areas, such as energy resources and climate change, he added.     In addition, China and the United States have maintained communication and coordination on global security issues such as counter-terrorism and non-proliferation and on regional and international hot-spot issues, the Chinese premier said.     The ever-deepening friendship between the two peoples is an integral part of growing relations between the two countries, Wen said.     He also expressed sincere appreciation to the American people from all walks of life for their abiding commitment to China-U.S. friendship and extended heartfelt gratitude to the U.S. government and people for their strong support for China's earthquake relief and efforts in hosting the 2008 Beijing Olympic Games.     As to the China-U.S. relations after the upcoming U.S. presidential election, Wen said China hopes to maintain and develop the constructive and cooperative relations with the United States whoever becomes the next U.S. president. BEIJING, Oct. 8 (Xinhua) -- China's central bank on Wednesday announced cuts in both the interest rate and reserve-requirement ratio in the latest effort to boost the domestic economy amid worries over the deepening global financial crisis.     The deposit and lending rates would be lowered by 0.27 percentage points from Thursday and the reserve-requirement ratio would be down by 0.5 percentage points from Oct. 15, the People's Bank of China (PBOC) said.     "This was mainly out of concerns over an economic slowdown," said Ba Shusong, deputy chief of the Finance Research Institute under the Development Research Center of the State Council.     "The rate cut was expected as the world was faced with a cycle of interest rate cuts," he told Xinhua.     OUT OF SLOWDOWN CONCERNS     The loosening in monetary policy, the second such move in less than a month, highlighted the government's rising concern over the slowing economy and slumping capital market.     The PBOC cut the benchmark one-year lending rate by 0.27 percentage points on Sept. 16, the first rate cut in six years. It also lowered the reserve requirement at medium- and small-sized lenders by 1 percentage point as of Sept. 25.     Tang Min, China Development Research Foundation deputy secretary, echoed Ba's viewpoint.     Tang said the government made the move mainly out of concerns over domestic problems. "The deepening U.S.-originated credit crisis has impacted the psychology of Chinese and also the real economy," he told Xinhua.     Investors, gripped by lingering fears of global economic downturn, dumped equities to drive the stock market down 66 percent from its peak last October.     China's gross domestic product (GDP) expanded 10.1 percent in the second quarter of the year, marking a deceleration for four consecutive quarters.     Its exports, a major driver behind the economy, reported slowing growth this year as the credit crisis reduced overseas demand for its goods. This has led to the closures of tens of thousands of local exporters and also job losses.     Local businesses bore the brunt of higher borrowing costs and were even finding it difficult to get credit after last year's tightening measures aimed at curbing inflation and averting economic overheating.     The easing in inflation has given room for the authorities to loosen monetary policy. The consumer price index rose 4.9 percent in August, off from the 12-year-high of 8.7 percent in February.     "Inflation is no longer a threat with the declining commodities prices," Tang said.     The monetary policy has been starting to loosen and the trend would not change in the short term, said Zhuang Jian, an Asian Development Bank (ADB) economist. "The whole world doesn't have strong confidence in the economic outlook."     TAX CUT TO BOOST DEMAND     In another move to boost domestic demand, the State Council, China's Cabinet, said it would scrap the 5 percent individual income tax on savings interest earnings starting on Thursday.     China began levying a 20 percent individual income tax on interest earnings in 1999 to narrow the income gap and encourage consumption and investment. The tax rate was slashed to 5 percent on Aug. 15, 2007.     The income tax cut was a must as it would help alleviate the erosion on personal income by high prices, especially given the cut in the deposit rate, Li Yang, head of the Finance Research Institute under the Chinese Academy of Social Sciences.     The tax cut, together with lower borrowing costs, would boost domestic demand, an increasingly more important driver of economy in the global credit crisis, Zuo Xiaolei, China Galaxy Securities chief economist, said.     GLOBAL COORDINATED RESPONSE     The move was also a timely response to the rate cuts by other major central banks and part of a coordinated effort to stem the global crisis, Tang said.     Six other major central banks, including the U.S. Federal Reserve, slashed interest rates on the same day to cope with the current financial crisis.     The U.S. Federal Reserve lowered its target for the federal funds rate by 0.5 percentage points to 1.5 percent. The Bank of England cut its rate by half a point to 4.5 percent and the European Central Bank cut by the same margin to 3.75 percent.     Central banks of Canada, Sweden and Switzerland took similar actions. The Bank of Japan said it strongly supported these policy actions.     Australia's central bank on Tuesday slashed the interest rate by 1 percentage point, the largest cut since 1992.

BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.

NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.
