HONG KONG, April 12 (Xinhua) -- About 400 enterprises in the Chinese mainland had been selected to participate in the Renminbi cross-border trade settlement pilot program, Under Secretary for Financial Services and the Treasury of Hong Kong Julia Leung said here Saturday.     Speaking on a radio talk show here Saturday, Leung said enterprises in Hong Kong would soon be able to settle trades in Renminbi through the banks with the selected companies in the Chinese mainland.     Noting the program can reduce the risks and cost arising from fluctuations in exchange rates, she said Hong Kong banks could expand extensively their Renminbi services from individual clients to enterprises.     When asked whether the scheme includes trade financing, Leung said authorities in the Chinese mainland would announce the details soon.     "The Monetary Authority has made full preparation for the program including conducting tests on the Renminbi clearing system," Leung noted, adding that "the system can start operation once the Chinese mainland comes up with the operational details."     When asked whether the Hong Kong Special Administrative Region (HKSAR) government would change Hong Kong's linked exchange rate with the U.S. dollar, the under secretary said the system had been working effectively and the HKSAR government had no plan to change it.

SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. Photo taken on April 18, 2009 shows the foundational construction site of the No.1 unit of the first phase of the Sanmen nuclear plant in Zhejiang Province. The Sanmen nuclear plant, with the world's first nuclear plant using the AP1000 technologies, a type of third generation nuclear power reactor introduced by America's Westinghouse company, started the construction recently    The first generating unit will be put into operation in 2013, and the second, in 2014. The plant will eventually have six such units.     "It is the biggest energy cooperation project between China andthe United States," said Zhang Guobao, vice minister in charge of the National Development and Reform Commission and also head of the National Energy Administration.     "It will contribute to the human kind's peaceful use of nuclear power," he said.     China launched bidding in 2003 for its nuclear power stations of the third generation. Foreign companies including Westinghouse, France's Areva and Russia's AtomStroy Export are major bidders. The Sanmen nuclear plant, with the world's first nuclear plant using the AP1000 technologies, a type of third generation nuclear power reactor introduced by America's Westinghouse company, started the construction recentlyWestinghouse became the winner after China signed a memo with the United States on the introduction and transfer of third-generation nuclear power technologies in December 2006.     The final agreement was inked between China's State Nuclear Power Technology Corporation and Westinghouse in July 2007, according to which China will buy four third-generation pressurized water reactors from Westinghouse. The agreement also involves technology transfer to China.     Two of the four pressurized water reactors will be installed in Sanmen of Zhejiang Province and two in Haiyang City, eastern Shandong Province.     William Poirier, vice president of Nuclear Power Plants China of Westinghouse Electric Company, said China has a sound nuclear power security system with a strict supervision work.     He said he believed China can replicate the experiences of the third-generation nuclear power technologies and build more such stations.     China's mainland has 11 nuclear reactors at six plants, all on the east coast, with a combined installed capacity of 9.07 million kw.     To meet its fast economic growth, China plans to develop more nuclear power. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.

BEIJING, March 27 (Xinhua) -- China Friday called on the international community to "act cautiously" on the Darfur issue as it is afraid rash action could damage peace and stability in Sudan.     "The involved parties should fully respect and listen carefully to the voices of the African Union (AU), the Arab League and African and Arabian countries," Chinese Vice President Xi Jinping said in his meeting with visiting Sudanese president's envoy Awad Ahmed al-Jaz in Beijing.     "The international community should further promote the deployment of the UN/AU hybrid operation in Darfur", Xi said.     Xi called on the international community to help advance the political process, to ensure the Doha-mediated dialogue will achieve substantive progress and facilitate the smooth progress ofthe humanitarian aid in the Darfur region.     Under joint mediation of the United Nations (UN) and the AU, as well as the sponsorship of Qatar, the Sudanese government and rebel Justice and Equality Movement (JEM) signed in Doha last month a goodwill agreement to pave the way for resumption of peace negotiations.     During the meeting, Xi also highlighted the growth of relations between China and Sudan since the two forged diplomatic relations 50 years ago. Xi noted China would regard the 50th anniversary as an opportunity to push traditional friendly relations to a higher level.     Echoing Xi's views, al-Jaz said that Sudan expected to continue to cement bilateral friendly cooperation with China in various fields and would firmly support China on the issues of Taiwan and Tibet.     He said the Sudanese government would never recognize the arrest warrant against President al-Bashir but still remained committed to working with the UN and AU and take effective measures to improve the humanitarian situation in Darfur and coordinate with the implementation of the UN/AU hybrid operation in the region.

BOAO, Hainan, April 18 (Xinhua) -- China's economic stimulus package plan is already paying off, and positive changes have taken place in the economy, Chinese Premier Wen Jiabao said Saturday.     "The situation is better than expected," Wen said at the opening ceremony of the Boao Forum for Asia annual conference 2009.     The "swift" and "decisive" measures taken by China to deal with the crisis has proved essential for easing major problems in the economy, shoring up confidence and stabilizing expectations, said the premier.     The growth domestic production (GDP) of the world's third largest economy rose 6.1 percent in the first quarter, the slowest pace in a decade. Chinese Premier Wen Jiabao gives a keynote speech at the opening plenary of Boao Forum for Asia (BFA) Annual Conference 2009 in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. The BFA Annual Conference 2009 opened here on Saturday with the theme of “Asia: Managing Beyond Crisis”.     Premier Wen said the economy was "better than expected", citing pick-ups in investment, consumption and industrial output, as well as ample liquidity in the banking system.     He said the stimulus policies were primarily aimed at boosting domestic demand, and at the same time made full use of external demand, to make both of them drive economic growth.     "This will lead to the transformation towards a more balanced growth pattern of the Chinese economy," he said. Chinese Premier Wen Jiabao gives a keynote speech at the opening plenary of Boao Forum for Asia (BFA) Annual Conference 2009 in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. Wen said the stimulus policy would give a big push to the shift from extensive economic growth driven by high consumption of material resources to intensive growth driven by scientific and technological advancement, improved quality of the workforce and institutional innovation.     He stressed the package plan aimed at addressing both symptoms and root causes and serving both current needs and long-term goals, and the economic restructuring had made encouraging progress.     The premier also reiterated the government was doing everything in its power to create jobs, especially for college graduates and rural migrant workers. He noted the urban employment rose as 2.68 million jobs were created in the urban areas in the first quarter.     The industrial output had gradually stabilized, and agriculture production was on the whole stable, he said.     "We should not, however, lose sight of the fact that the international financial crisis is still spreading, the basic trend of world economic recession is not reversed, problems in the financial system remained unsolved and the worsening of the real economy has been more serious than expected," he warned.     He said the crisis had presented China with great challenges in economic and social development including sharp decline in exports, greater difficulties in stabilizing agriculture production and increasing farmer's income, industry overcapacity, and slow recovery in industrial growth, and severe pressure of unemployment.

BEIJING, March 10 (Xinhua) -- Yi Gang, vice governor of China's central bank, said Tuesday that China still has room to cut interest rates, but such room is "quite limited".     "China still has room to cut interest rates, but not a lot," Yi told Xinhua.     "The room for cuts is quite limited, because a zero interest rate is not the best choice for China at the moment," he said.     The People's Bank of China, the country's central bank, has cut interest rates five times and reduced required reserve ratio for commercial banks four times since last September.     The one-year benchmark deposit rate now stands at 2.25 percent.     Yi pointed out interest rates of China and the United States are actually almost the same.     The 12-month deposit rate in the U.S. stands at around 2 percent, although its key interest rate, or an inter-bank rate, is zero to 0.25, he explained.     The equivalent inter-bank rate in China is at around 0.8 percent, he added.     China's current rate still has room for manoeuvre, Yi said, but if the interest rate falls to zero, there will be no more room for using interest rates to deal with any further world economic downturn.     Su Ning, also vice governor of the central bank, told Xinhua on Monday that China still has plenty of space to manoeuvre in its monetary policy.     Su said the room for further adjustment is "smaller but still exists."     "There's a quite a lot of room for cutting the bank's reserve requirement ratio," he added.

BEIJING, April 6 (Xinhua) -- China will promote health-care reform in four areas -- public health services, medical treatment, medical insurance and drug supply -- for both urban and rural residents, according to a central government document released on Monday.     The reforms will make health-care more convenient and affordable and narrow the urban and rural gap, said the reform guidelines, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council.     The government will provide unified education on disease prevention and control, health-care for women and children, first aid, blood donation and family planning to both urban and rural residents, the guidelines said.     Efforts will be made to further improve the sanitation of living and working conditions for urban and rural residents and to deal with all forms of pollution, said the document, adding that the monitoring for food sanitation and sanitation at work places and schools will be strengthened.     Medical treatment will mainly depend on nonprofit medical organizations with state-run hospitals playing the major role and commercial hospitals developing in a complementary way, the guidelines said.     The medical service in rural areas will be greatly improved, with emphasis on county-level hospitals. Large hospitals in cities should provide long-term aid to county-level hospitals in terms of clinical services, personnel training, technological guidance and equipment sharing, according to the document.     The reform will set up a new urban medical system based on community health-care services, which can help lower the medical expenses and provide more convenient service.     Chinese traditional medicine will play a bigger role in disease prevention and control, and in dealing with emergency public health incidents and medical care services, the document said.     The guidelines said a comprehensive medical insurance system composed of the basic medical insurance for urban employers and employees, basic medical insurance for urban residents and a new rural cooperative medical care program will cover 90 percent of the population by 2011.     In 1998, China began to establish a medical care system, aimed to cover all employers and employees in urban areas. The country introduced a comprehensive medical insurance program, which covers all urban residents, including children and the unemployed, in July 2007. A total of 79 cities were selected to launch the pilot program.     The insurance system's principle will shift from major diseases to also covering minor diseases. Commercial medical care insurance will also be made available to meet individual needs, according to the guidelines.     The document said China will speed up the establishment of a drug supply system to ensure basic supply and safety. The system is based on a catalogue of necessary drugs that are produced and distributed under government control and supervision.     The basic medical insurance will cover all listed drugs to effectively provide access to a range of basic medicines and to reduce quality problems, and prevent manufacturers and business people from circumventing the government's price controls.

BEIJING, Feb. 26 (Xinhua) -- Chinese share prices registered a dramatic 3.87 percent drop Thursday as investor confidence collapsed ahead of the wary market performance and caused panic selling, analysts said.     The decline on overseas markets also had a negative effect.     The benchmark Shanghai Composite Index, which covers both A and B shares, opened higher after the government announced stimulus plans, but dipped 85.05 points, or 3.87 percent, to 2,121.52 points in the afternoon session.     The Shenzhen Component Index on the smaller Shenzhen bourse dropped to 7,777.90 points, down 463.76 points, or 5.63 percent.     Total turnover was 198.52 billion yuan (29.07 billion U.S. dollars), down from 209.05 billion yuan on Wednesday.     Losers led gainers by 841 to 34 in Shanghai and 719 to 36 in Shenzhen.     The weak performance of both the Wall Street and Hong Kong shares had cast a shadow over the mainland market, said analysts.     The financial sector, which led a market rebound Wednesday, failed to support the market in afternoon trading as it dipped 4.76 percent.     Shenzhen Development Bank, which almost fell by the 10-percent daily limit, ended up with an 8.91 percent drop to 13.8 yuan.     China Merchants Bank, which rose by 9.57 percent Wednesday, slipped4.36 percent to 14.27 yuan.     Machinery, automobiles, media and semiconductor sectors led the retreat, dropping 7.88 percent, 7.54 percent, 7.68 percent and 7.79 percent, respectively.     Non-ferrous metals also fell by 7.54 percent though the government announced a stimulus package for the industry Wednesday.     Chenzhou Mining, Corun New Energy, Tibet Mining, Advanced Technology and Materials, Western Metal Material, Sichuan Hongda and Xiamen Tungsten fell by the 10-percent daily limit.     Yongan Forestry bucked the trend, rising by the 10-percent daily limit. The forestry sector managed to close at no more than a 2 percent decline, as domestic media reported a government stimulus plan for forestry was under discussion.     China Eastern Airlines, one of the country's top three airlines, announced Thursday that its shareholders had passed a share placement plan which intended to raise 7 billion yuan from its parent company, China Eastern Group.     The company will issue 1.44 billion Shanghai-listed A shares at a price of 3.87 yuan per share, as well as 1.44 billion Hong Kong-listed H shares at 1.00 yuan each, according to the announcement.     The fund would reduce the company's asset liability ratio and improve its financial situation, said the company.     China Eastern Airlines shares were suspended Thursday.     Hong Kong shares dipped 0.85 percent to 12,894.94 points Thursday, while U.S. stocks fell Wednesday. The Dow Jones industrial average was down 80.05 points, or 1.09 percent, at 7,270.89. The Standard & Poor's 500 Index dropped 8.24 points, or 1.07 percent, to 764.90. ADDIS ABABA, April 6 (Xinhua) -- The Chinese representative to the 120th Assembly of the Inter-Parliamentary Union (IPU) on Monday urged all countries to abandon any form of trade and investment protectionism amid the sweeping financial crisis.     "During times of economic difficulties, the international community should abandon all forms of trade and investment protectionism and work for the progress of the Doha round of negotiations at an early date," Uyunqimg, Vice chairwoman of the Standing Committee of China's National People's Congress, said at the Addis Ababa meeting. Uyunqimg, Vice-chairwoman of National People's Congress Standing Committee of China, attends the 120th Assembly of the Inter-Parliamentary Union (IPU) in Addis Ababa, capital of Ethiopia, April 6, 2009. The 120th Assembly of the IPU and its related meetings are being held in Addis Ababa from April 5 to 10, with the overall theme of "Parliament: Building Peace, Democracy and Development in times of Crisis"She told fellow parliamentarians that the outbreak of the global financial crisis added to the destabilizing factors and uncertainties in the international political and economic arenas, and posed grave challenges to the political, economic and social life of various countries.     "Therefore, it is timely and fitting for this IPU Assembly to put the tackling of the crisis top on its agenda," she said.     Due to their low level of economic development, lack of diversity in economic structure and vulnerability of the financial system, developing countries are far more severely affected by the financial crisis than developed countries.     The Chinese official called on the international community, developed countries in particular, to shoulder their due responsibilities and obligations, continue to honor commitments of assistance and debt reduction, maintain and increase assistance to developing countries to help them tide over the difficulties and maintain financial stability and economic growth.     "We hope that parliaments around the world will play a positive role, avoiding any legislation that is protectionist in nature and urging their respective governments to shun any action that may aggravate the economic hardship for developing countries under the current circumstances," she said.     The April 5-10 meeting attracted over 1,000 legislators from around the world, and the delegates are scheduled to discuss the political, economic and social situation in the world with the overall theme of "Parliaments: Building Peace, Democracy and Development in times of crisis."Uyunqimg, Vice-chairwoman of National People's Congress Standing Committee of China, addresses in the 120th Assembly of the Inter-Parliamentary Union (IPU) in Addis Ababa, capital of Ethiopia, April 6, 2009. BEIJING, Feb 7 (Xinhua) -- After some parts of the drought-stricken north China embraced the long-awaited rain on Saturday, more rainfall was expected to come on Sunday, said National Meteorological Center (NMC) on Saturday.     Rain or snow is forecast for Sunday and next Monday in parts of the northwest and southwest China. They will also spread to the country's north and central regions, according to the NMC. Photo taken on Feb. 7, 2008, shows raindrops on wheat seedlings in Zhongmou County, Henan Province, central China.    The provinces of Gansu, Shaanxi, Shanxi, Hebei, Shandong, Henan, Hubei and Anhui, the country's major wheat-growing areas which are hard-hit by the rare drought will brace rain or snow from Saturday night to Sunday. The rainfall will be less than 10 millimeters, but will help relieve the grim drought moderately.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.
